At the reception, Foreign Minister Bui Thanh Son congratulated Ambassador Nicolas Warnery on his successful term in Vietnam; highly appreciated the positive contributions of the Ambassador, as well as the French Embassy, in consolidating and strengthening the Vietnam-France strategic partnership.
On this occasion, the Minister thanked the Government and people of France for supporting 5.5 million doses of Covid-19 vaccine, contributing to helping Vietnam soon overcome the epidemic and open up and restore the socio -economy.
The Minister emphasized that during the Ambassador's term, the Vietnam-France Strategic Partnership has been continuously developed in all areas, demonstrated through the exchange of high-level delegations, phone calls, bilateral contacts, and the maintenance of cooperation mechanisms. The Minister thanked the Ambassador for his support in successfully arranging the Minister's visit to France in June 2023.
With the efforts and determination of both sides, cooperation in security, defense,education and training, science and technology, local cooperation and people-to-people exchange have been continuously promoted in accordance with the spirit of the Strategic Partnership.
Minister Bui Thanh Son highly appreciated the activities celebrating the 50th anniversary of the establishment of Vietnam-France diplomatic relations, including the successful organization of the Cooperation Conference between Vietnamese and French localities (April 2023), the opening of the new location of the French Cultural Center in Hanoi, the Exhibition of Vietnamese Models in Paris (July 2023)...
Vietnam highly values France's role and voice in the international arena and the cooperation between the two countries at multilateral forums such as the United Nations, ASEM, ASEAN-EU cooperation, Francophonie, etc. Vietnam supports France's initiatives to contribute to maintaining peace, cooperation and development in the region and the world. Vietnam highly values the stance of France and the EU on the East Sea issue and hopes that France will continue to strongly support the role of the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982) as the legal framework for all activities at sea and in the ocean.
The Minister congratulated France on successfully organizing the Summit on the New Global Financial Compact (June 22-23). Deputy Prime Minister Tran Hong Ha attended the Summit, demonstrating Vietnam's determination to join France in the fight against climate change.
In the coming time, Minister Bui Thanh Son suggested that the two countries continue to maintain contacts and exchanges of high-level delegations; continue to fully and effectively implement to take advantage of the great opportunities of the Vietnam-EU Free Trade Agreement (EVFTA); and request France to soon ratify the Vietnam-EU Investment Protection Agreement (EVIPA)...
The Minister hopes that in any position, the Ambassador will continue to have good feelings about the country and people of Vietnam, always be a close friend of Vietnam and a bridge to strongly promote the traditional friendship and strategic partnership between Vietnam and France.

Thanking Foreign Minister Bui Thanh Son for taking the time to meet him, Ambassador Nicolas Warnery affirmed that the French high-ranking leaders wish to continue promoting and deepening relations with Vietnam, and appreciate Vietnam's important role in ASEAN and in France's Indo-Pacific Strategy. Vietnam is always consistent in its foreign policy and the two sides have very high political trust.
Appreciating Vietnam's development achievements, the Ambassador also thanked Vietnam for supporting France with medical supplies during the Covid-19 pandemic.
Agreeing with the Minister's opinions on bilateral relations, the Ambassador will discuss with French authorities and his successor to continue promoting cooperation with Vietnam in various fields, especially politics, trade-investment, education-training, science-technology, conservation, digital transformation, renewable energy, etc.
Appreciating Vietnam’s efforts and comprehensive solutions to achieve the goal of responding to climate change, most recently the promulgation of the Power Plan VIII, the Ambassador said that France will actively support Vietnam in this field, especially in the process of implementing the Political Declaration establishing the Partnership for a Just Energy Transition (JETP). France encourages businesses to invest in the renewable energy sector.
The Ambassador also said that France supports the stance of ASEAN and Vietnam on ensuring security, safety, freedom of aviation and navigation in the East Sea and resolving disputes by peaceful means on the basis of international law.
The two sides also discussed international and regional issues of mutual concern.
