After nearly 2 days of working with a spirit of urgency, responsibility and efficiency, the Central Committee had a lively, frank discussion and reached a high consensus on the contents of the Conference program. On behalf of the Politburo, I would like to thank the Central Committee members and before closing the Conference, I would like to emphasize the following opinions:
Firstly , the Central Executive Committee highly agrees with the Summary Report of Resolution 18-NQ/TW and the plan to streamline the organizational apparatus of the political system. The Politburo determined that streamlining the organizational apparatus of the political system to ensure efficiency, effectiveness and efficiency is a revolution. Therefore, the Central Committee requires ministries, departments, branches, units and localities to have very high political determination, synchronously implement measures on the basis of inheriting the results achieved after 7 years of implementing the Resolution, especially the causes and lessons learned by the Central Steering Committee on summarizing Resolution 18, to promote this revolution to meet the requirements and tasks of the country and the demands of the people in the new era.
Continue to study and perfect the overall organizational model of the political system to meet the development requirements in the new period, ensuring the enhancement of the Party's leadership, governance and fighting capacity; the effectiveness and efficiency of state management and national governance; the quality of supervision and social criticism, and promoting the people's mastery. Study and implement the arrangement of administrative units in accordance with the reality of units, agencies and localities, expand the development space for the business community and people, increase the resources of the country and localities, and resolutely eliminate intermediate levels. Urgently perfect the institutions and operating mechanisms of agencies, units and organizations of the political system; clearly define the authority and responsibility of legislative, executive and judicial bodies; clearly define the responsibilities between the Central and local levels, and between local government levels; Promote decentralization and delegation of power, ensure that the Central Government strengthens macro-management, builds institutions, strategies, planning, and synchronous and unified plans, plays a role in creation and development; strengthens inspection and supervision, following the motto "locality decides, locality acts, locality takes responsibility". Review, revise, and supplement overlapping and inadequate documents that hinder development, clear bottlenecks, free up all resources, and create new driving forces for development; enhance autonomy, proactiveness, creativity, and self-responsibility of agencies, units, and localities, along with enhancing accountability of leaders and tightly controlling power.
Continue to review, adjust, supplement, and perfect functions and tasks, streamline the internal organization of agencies, units, and organizations in conjunction with restructuring the contingent of cadres, civil servants, and public employees with sufficient qualities, capacity, and prestige to match the tasks, to match the revolutionary changes, with appropriate numbers and high quality, meeting the requirements and tasks of national development. Strongly innovate methods of recruitment, evaluation, planning, training, placement, and use of cadres, civil servants, and public employees in the political system. Urgently promulgate appropriate mechanisms and regulations to select and place the right cadres who are truly virtuous, talented, and have the desire to contribute, truly serving the country and the people, in leadership and management positions of the political system; screen and remove from work those who do not have the qualities, capacity, and prestige. Strongly apply information technology and digital transformation in operations to reform the organizational apparatus of agencies, units and organizations in the political system, with Party agencies taking the lead. Review, amend and supplement regulations, work processes and working principles to ensure that agencies, organizations and units after reorganization and consolidation are truly "upgraded", "elevated" and "serving the people". Promote reform and build an advanced public administration; comprehensively innovate the settlement of administrative procedures and provide public services regardless of administrative boundaries; cut down on cumbersome procedures, improve the quality of online public services and digital services for people and businesses, create conditions to pave the way for the digital economy and move towards a digital society.
Review, revise and supplement regulations, working procedures and working principles to ensure that agencies, organizations and units after reorganization and consolidation are truly "upgraded", "elevated to a higher level" and "serve the people".

Based on the conclusions of today's Conference, it is recommended that agencies urgently institutionalize and implement the arrangement of Party, National Assembly, Vietnam Fatherland Front, and Government agencies, along with amending, supplementing, and perfecting legal documents on the organization and operation of agencies and organizations in the political system, to be completed in the first quarter of 2025. Urgently implement the Project to continue streamlining the organization of the local police apparatus according to the 3-level police model, ministry, province, commune; no district-level police are organized. Continue to study and perfect the arrangement and restructuring of inspection agencies, ensuring leanness, compactness, strength, efficiency, effectiveness, and efficiency, and report to the Politburo for consideration and decision.
The process of implementing the new organizational and apparatus arrangement needs to ensure that all activities of agencies and organizations take place continuously, without interruption, without affecting the normal activities of people and businesses; well implement the regime and policies for cadres, civil servants and public employees affected by the organizational and apparatus arrangement; at the same time, do a good job of political and ideological work, create consensus in implementation, promote the pioneering and exemplary spirit of party members and cadres, and be ready to sacrifice personal interests for the common development of the country. Study the mechanism of job creation for workers in the state sector to move to work in non-state sectors to ensure labor rights for all citizens of working age. Have a plan to create jobs for young people after they complete their military and police service and return to their localities. Strive for all citizens of working age to participate in labor, creating material wealth for society.
Second , the Central Executive Committee agreed with the Supplementary Projects for Socio-Economic Development in 2025 with the target of 8% growth or more and continuous double-digit growth in the 2026-2030 period. These are the goals that must be strived for in order for our country to escape the middle-income trap, by 2030 it will be a developing country with modern industry and high average income, and by 2045 it will become a developed country with high income. The Central Executive Committee requested Party committees at all levels, Party organizations, authorities, the Fatherland Front, political and social organizations, cadres and Party members to focus on synchronously implementing solutions, unblocking and liberating all resources, taking advantage of all opportunities, and maximizing potentials and strengths for rapid and sustainable development.
Focus on promoting 3 strategic breakthroughs, especially institutional breakthroughs because they are the "breakthroughs of breakthroughs" and effectively implement the following key and urgent solutions:
(i) Continue to promote the improvement of institutions and laws. In the immediate future, in 2025, guide and adjust a number of laws related to land, public investment, and enterprise law, remove all bottlenecks and barriers; implement the "management by results" method, strongly shift from "pre-inspection" to "post-inspection" associated with strengthening inspection, supervision, and control of power.
(ii) Have a priority policy mechanism to resolve wasted resources, such as suspended planning, projects stuck in procedures, unused public land, disputed and prolonged assets; remove bottlenecks in the real estate market, capital market, especially corporate bonds to rapidly increase supply.
(iii) Unblock and effectively use public investment resources; promote private investment; selectively attract FDI capital. Flexible fiscal policy management to ensure appropriate and timely credit growth quality, ensuring that it is on target; growth drivers are directed towards production and business sectors, creating livelihoods for people, a number of priority sectors and sectors with the potential to regenerate growth. Promote consumption, enhance solutions to attract tourists, implement an expansionary monetary policy. Control inflation at a level consistent with growth targets. Continue to research and implement tax policies to support increased purchasing power, stimulate consumption, domestic tourism; stimulate consumption, improve people's lives, especially low-income groups.
(iv) Focus on completing strategic infrastructure synchronously, especially transport, energy and digital infrastructure; promote nuclear power and offshore wind power projects; accelerate the revision and effective implementation of Power Plan VIII, ensuring sufficient energy for double-digit growth.
(v) Focus on implementing Resolution 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation (The Central Steering Committee on the implementation of Resolution 57 held its first meeting, specifically identifying the tasks that need to be done in the first, second, third and fourth quarters of 2025. Agencies are required to implement immediately, not allowing society's "expectations" to become "disappointments". The Central Steering Committee will apply a set of indicators to monitor and evaluate the implementation results of Resolution 57 of the Politburo to clearly know how each level and agency operates). Focus on promoting emerging industries and fields such as artificial intelligence, big data, cloud computing, optoelectronics, internet industry, internet of things, biomedical industry, semiconductors, new energy, cultural industry, entertainment industry...; exploiting outer space, sea space, underground space. Promote 5G commercialization, research 6G technology, develop low-altitude telecommunications satellites. Build high-quality human resources; effectively attract Vietnamese scientists and experts abroad and foreigners to work and develop science and innovation in Vietnam.
(vi) Proactively deploy comprehensive and synchronous solutions in economics, culture, society, diplomacy... to promote fair, harmonious and sustainable trade with the US, China, ASEAN, EU and Vietnam's major partners. Expand and diversify markets, products, and new export supply chains in addition to strongly promoting domestic consumption; proactively forecast and have plans to respond to unexpected and unfavorable factors such as natural disasters, epidemics, trade wars, economic crises, armed conflicts... or some other international conditions in the fields of finance, economics, trade...
(vii) Each level, each sector, each locality needs to study and discuss the action plan of its sector, its level, its locality in a very specific and realistic way to contribute to the overall growth target of the country. Party resolutions at all levels must indicate measures for socio-economic development at their level, especially specific tasks to achieve the double-digit growth target. The content of these resolutions must be implemented immediately after the congress is held, not waiting for the resolution of the higher-level Party Committee to be issued before developing an action plan and program for implementation. The proactiveness and creativity of each Party Committee must be maximized in the task of socio-economic development. Determination, initiative, dynamism, creativity, breakthroughs, daring to think, daring to do, daring to take responsibility are the keys to success. It is necessary to supplement and amend institutions to establish an equal mindset between the Central and local levels.
Localities have the right to request and recommend that the Central Government have mechanisms and solutions to help localities develop in addition to localities complying with the Central Government's directives and directions. Local recommendations and proposals must be seriously, promptly, responsibly considered by the Central Government and must be answered decisively, within the prescribed time, clearly and specifically, avoiding the situation of writing comments such as: "Comply with current laws and regulations and take responsibility" or roundabout comments, pushing, because that is a safe type of comment, but in fact it is avoiding, not doing the right thing, doing well what needs to be done. Especially after assigning tasks, it is mandatory to have a plan to monitor, inspect, and urge, each leader must be responsible for the assigned tasks and the results of the direction, the results of the work are the basis for evaluating the results of completing the tasks of that individual or unit. The apparatus in the political system must operate smoothly from the Central to the grassroots level in the spirit of "work is above all".
Local recommendations and proposals must be considered seriously, promptly, responsibly by the Central Government and must be answered decisively, within the prescribed time, clearly and specifically, avoiding comments such as: "Comply with current laws and regulations and take responsibility" or comments that are roundabout and pushy, because those are safe comments, but in fact they are avoidance, not doing the right thing, not doing well what needs to be done.

Third , the Central Executive Committee agrees with the Report on reviewing the leadership and direction of the Politburo and the Secretariat in 2024. The Central Committee highly appreciates the frankness, responsibility, and openness of the Politburo and the Secretariat in organizing the review, criticism, and self-criticism. Affirming that the Politburo and the Secretariat are a collective of bravery, solidarity, and high unity in will and action, all for the common goals of the Party, the country, and the nation; having great aspirations, long-term vision, innovative thinking, and close to reality with many breakthrough directives, thereby increasing positive effects and spreading trust throughout society about the new era of development of the country. Through the leadership and direction of the Politburo and the Secretariat, the leadership and governing role of the Party is increasingly consolidated, the people's trust in the Party is increasingly solid, and the international prestige of the Communist Party of Vietnam is increasingly widespread.
Fourthly , the Central Committee elected 3 additional members to the Central Inspection Commission; elected to complete the position of Chairman of the Central Inspection Commission and elected 1 additional member to the Politburo and 1 additional member to the Secretariat with an almost absolute number of votes of confidence; at the same time, agreed to let 1 comrade cease to participate in the Central Executive Committee for violating Party discipline; the Central Committee agreed with the Politburo's Plan on introducing and arranging cadres for agencies after arranging and completing the new organizational apparatus. The completion of the Central Inspection Commission and the addition of members to the Politburo and Secretariat will contribute to strengthening the Party's leadership, improving the effectiveness of inspection and supervision work, and at the same time preparing a step for the personnel of the upcoming 14th Congress. The personnel introduction plan that has been approved by the Central Committee is an important basis for the Politburo to officially introduce the State agencies to elect and approve according to regulations, contributing to ensuring that the new apparatus operates effectively and efficiently, meeting the requirements of national development in the coming period.

This Central Conference was a great success. The contents approved by the Central Committee need to be implemented soon. It is recommended that agencies, units and localities, based on their functions and tasks, urgently study and thoroughly grasp the contents approved by the Central Committee to develop programs and plans and organize implementation with a spirit of initiative, creativity, determination, drasticness, and matching words with actions.
Immediately after this Conference is the Lunar New Year holiday. We request that Party Central Committee members, heads of agencies, units and localities review the situation, programs and work plans, focus on directing the care of Tet for the people, in conjunction with activities celebrating the 95th anniversary of the Party's founding, creating a joyful and exciting atmosphere in the whole society, contributing to creating confidence and momentum to successfully carry out the tasks of 2025.
The Politburo acknowledged and commended the thoughtful and quality preparation work of the agencies: the Party Central Office; the Central Organizing Committee; the Central Inspection Committee; the National Assembly Party Delegation; the Government Party Personnel Committee and relevant agencies, contributing to the success of this Conference.
On the occasion of the New Year 2025 and preparation for the traditional New Year of the nation, I wish you and your family good health, happiness and excellent completion of the assigned tasks.
