During a working session on the morning of September 12th at Nha Trang University (Khanh Hoa), Minister of Education and Training Nguyen Kim Son emphasized: To develop into a regional university, the institution needs to link its development strategy with the key keyword "Sea".
Lean, multi-disciplinary, multi-sectoral
According to Minister Nguyen Kim Son, Vietnamese higher education is facing enormous demands and challenges, while also receiving unprecedented attention and expectations from the Party and the State. Nha Trang University is one of the institutions prioritized for development into a regional university in the future, with the task of modernizing and improving the quality of training.

The Minister stated that universities in general must build modern governance models, operating on a digital platform, with high autonomy and transparency. In particular, they need to promote innovation in training, boost scientific research, transfer technology, and build a high-quality workforce. “To develop, universities, in addition to investing in infrastructure, must more importantly affirm their position through training and research, aiming for a multidisciplinary and multi-field model,” the Minister emphasized.
Regarding Nha Trang University specifically, the Minister affirmed that it has strengths in marine technology, marine economics, and fisheries. Therefore, the university needs to strive to develop into a leading training institution on marine-related issues in the South Central region as well as the whole country.

Regarding the planning of the network of higher education institutions, the Minister stated that the Ministry of Education and Training will continue to review and may reorganize some schools to suit development requirements. The goal is to streamline organization, effectiveness, and efficiency. In accordance with the spirit of Resolution 71-NQ/TW of the Politburo on the development of education and training, universities will operate in an increasingly streamlined and efficient manner.
"The Ministry will grant greater autonomy to schools, while also setting higher standards and directions. This is a responsibility alongside benefits, requiring each training institution to make strong efforts to innovate," the Minister said.

Establishing member universities
Dr. Khong Trung Thang – Chairman of the Board of Nha Trang University – stated that the university currently offers 37 undergraduate programs, 17 master's programs, and 11 doctoral programs, with approximately 16,000 students and 445 full-time lecturers. The goal by 2030 is for the university to be ranked among the top universities in Southeast Asia in marine science and technology and fisheries, and to achieve a high ranking within the Vietnamese university system.
According to its orientation, Nha Trang University will focus on developing training programs that meet international standards, promoting training tailored to the needs of businesses, strengthening scientific research, technology transfer, investing in infrastructure and digital transformation, and expanding cooperation with reputable international universities, institutes, and organizations.
Representatives from various departments and bureaus of the Ministry of Education and Training suggested that, in order to develop into a regional university, Nha Trang University needs to streamline its organizational structure, avoiding an increase in the number of salaried employees. In addition, it should establish subsidiary universities, formed from strong training programs related to economics and marine technology, in line with the needs of social development and the labor market.

Refine policies related to the workforce.
On the same day, Minister Nguyen Kim Son visited and encouraged the staff and lecturers of the Central College of Pedagogy - Nha Trang. Currently, the school has 8 affiliated units with 128 officials and employees. After the 2019 Education Law came into effect, the school focused solely on training in the field of Early Childhood Education.
During the meeting, the school proposed that the Ministry of Education and Training allocate an annual training quota of 700 to 1,000 students to meet societal needs, and also consider adding a Special Education major; and invest in upgrading facilities such as lecture halls, dormitories, and laboratories for practicing advanced educational methods.

Minister Nguyen Kim Son acknowledged the recommendations and stated that the Ministry is finalizing policies related to the teaching staff, especially in the field of preschool education. The Minister also informed that the new preschool education program will be approved and piloted starting from the 2025-2026 school year. He urged school staff and lecturers to proactively update and adapt to these changes in order to better meet the requirements of teacher training in the new phase.
Nha Trang University is a multidisciplinary higher education institution with a training scale of approximately 16,000 students, offering 37 undergraduate programs, 17 master's programs, and 11 doctoral programs.
The school has 445 full-time faculty members, 41% of whom hold doctoral degrees, including 2 professors and 31 associate professors.
With its strengths in marine science and technology and fisheries, the university has established a network of cooperation with more than 100 universities, research institutes, and international organizations, as well as collaborating with more than 200 domestic and foreign businesses.
