46th session of the Standing Committee of the Quang Tri Provincial People's Council: Agreeing on the content of the 28th session of the Provincial People's Council

This morning, December 2, under the chairmanship of the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang and Vice Chairman of the Provincial People's Council Nguyen Tran Huy, the Standing Committee of the 8th Provincial People's Council held its 46th meeting. Agree to submit 31 draft resolutions to the Provincial People's Council

Reporting at the meeting, Vice Chairman of the Provincial People's Committee Hoang Nam said: According to the plan, the Provincial People's Committee will submit 39 contents to the 28th session of the 8th Provincial People's Council, including 14 statutory reports and 25 draft resolutions.

However, there are 9 draft resolutions of the Provincial People's Committee requesting to extend the progress, which will be submitted to the Provincial People's Council for consideration and decision at the next session or resolved by the Provincial People's Committee according to its authority. At the same time, due to practical requirements of the locality and the Government 's policy on implementing a number of new policies from the beginning of 2025, the People's Committee added 14 contents to the agenda of the 28th session.

9 contents requested for extension, not yet submitted to the 28th session of the Provincial People's Council include: Resolution on giving opinions on the detailed construction planning project at a scale of 1/500 on both sides of the extended Hung Vuong road, Trieu Ai commune, Trieu Phong district and the north of Vinh Phuoc river, Dong Ha city; Resolution on giving opinions on the general construction planning project of Quang Tri province's coastal area until 2045; Resolution on promulgating the List of public career services using the state budget in the field of labor, war invalids and social affairs in Quang Tri province; Resolution on adjusting down the medium-term public investment plan for the period 2021 - 2025 from the revenue from auctioning land use rights managed by the province.

Resolution on adjusting the 5-year periodic price list of land types (2020 - 2024) in Quang Tri province; Resolution on giving opinions on the Urban Architecture Management Regulations of Quang Tri town; Resolution on approving the Urban Architecture Management Regulations of Dong Ha city; Resolution on stopping the implementation of the investment policy of the Ly Ton Flood Overpass Bridge project, Ta Long commune, Dakrong district; Report on the plan to handle the temporary collection, temporary retention and advance payment for basic construction that have been backlogged for many years.

14 additional contents submitted to the 28th session of the Provincial People's Council in the field of public investment include the following draft resolutions: Resolution on adjusting the 2024 plan and the 2023 plan to extend the implementation period and disbursement to 2024 from the local budget balance source; Resolution on giving opinions on adjusting the medium-term public investment plan for the period 2021 - 2025 from the central budget; Resolution on adjusting the medium-term public investment plan for the period 2021 - 2025 from the local budget balance source according to criteria; Resolution on extending the time for arranging capital for projects using budget capital decentralized to the district level for management.

Resolution stipulating the authority to decide, approve tasks and budget estimates for the implementation of asset and equipment procurement; renovation, upgrading, expansion, and construction of new construction items in construction investment projects from regular state budget expenditure sources in the province; Resolution approving the investment policy of the National Highway 15D project from National Highway 1 to Cam Lo - La Son Expressway; Resolution approving the adjustment of the investment policy of the project "Construction of the Social Protection and Rehabilitation Center for the Disabled in Quang Tri Province" using non-refundable ODA capital from the Korean Government; Resolution approving the investment policy of the Le Duan Political School project.

Other areas include draft resolutions: Resolution regulating prices for medical examination and treatment services at state-owned medical examination and treatment facilities in Quang Tri province; Resolution approving the policy of reorganizing Huong Hoa District Medical Center into Huong Hoa Regional General Hospital and Huong Hoa District Medical Center in the system of public health service units in Quang Tri province for the period 2022 - 2026, with a vision to 2030; Resolution regulating the regime of expenses for reception, visits, and congratulations for a number of subjects implemented by the Vietnam Fatherland Front Committees at the provincial, district, and commune levels in the province.

Resolution on allocation of central budget development investment capital plan to implement the National Target Program on New Rural Development in 2025; Resolution on allocation of central budget development investment capital plan to implement the National Target Program on Sustainable Poverty Reduction; Resolution on allocation of central budget development investment capital plan to implement the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas.

At the 28th session of the 8th Provincial People's Council, the Provincial People's Committee will present 45 contents, including 14 statutory reports and 31 resolutions. The contents have been carefully prepared, thoughtfully and in accordance with regulations; some contents have been consulted with the Standing Committee of the Provincial Party Committee according to the working regulations of the Provincial Party Committee; the committees of the Provincial People's Council have reviewed the contents and have reported explanations.

Identify the difficulties to have suitable solutions

Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang highly appreciated the sense of responsibility in preparing the content for the meeting of the Provincial People's Committee as well as promptly supplementing many contents suitable to the practical situation of the locality.

The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested the Provincial People's Committee to realistically and objectively assess the economic picture and the results achieved during the year and the 4 years of the term in the 2024 socio-economic report. At the same time, it is necessary to clearly state the current economic situation, the difficulties and challenges that need to be overcome, and feasible long-term solutions to promote sustainable development.

In addition, it is necessary to properly and fully evaluate the achieved indicators and targets in the fields of health, clean water; human resources in the fields of health and education, thereby having the right solutions to organize implementation in 2025, contributing to achieving the targets of the entire term.

The Provincial People's Committee shall promptly develop and submit to the Prime Minister for promulgation the Plan for implementing the Quang Tri Provincial Planning to 2030, with a vision to 2050. In 2025, it is necessary to continue to propose adjustments to the Power Plan VIII and the plan for implementing the Power Plan VIII; complete adjustments to the Southeast Economic Zone Planning; plan the mineral mine system according to the province's planning to proactively source raw materials to implement key transport projects in the future; land use planning, urban planning, and rural planning.

Concentrate all resources to promote economic growth, focusing on agriculture as the pillar of the economy; industry and energy will create breakthroughs; tourism is the spearhead to achieve the highest growth during the term.

In addition, focus on solutions in budget revenue and expenditure, public finance. Pay attention to social, ethnic and religious issues, especially effectively implement national target programs to improve the material and spiritual life of the people, gradually change the mountainous areas. Focus on administrative reform, streamline the apparatus to become more effective and efficient. Improve the satisfaction index of businesses and people. Ensure national defense and security, build a strong defense area.
