This morning, December 2nd, under the chairmanship of the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, and the Vice Chairman of the Provincial People's Council, Nguyen Tran Huy, the Standing Committee of the 8th Provincial People's Council held its 46th session. Attending the session were the Head of the Provincial Party Committee's Internal Affairs Department and Head of the Ethnic Affairs Committee of the Provincial People's Council, Ly Kieu Van; the Chairperson of the Provincial Party Committee's Inspection Committee and Head of the Culture and Social Affairs Committee of the Provincial People's Council, Ho Thi Thu Hang; the Vice Chairman of the Provincial People's Committee, Hoang Nam; and leaders of various departments, agencies, and armed forces.

It was unanimously agreed to submit 31 draft resolutions to the Provincial People's Council.
Reporting at the session, Vice Chairman of the Provincial People's Committee Hoang Nam stated: According to the plan, the Provincial People's Committee will submit 39 items to the 28th session of the 8th Provincial People's Council, including 14 legally mandated reports and 25 draft resolutions.
However, nine draft resolutions of the Provincial People's Committee requesting an extension of the deadline will be submitted to the Provincial People's Council for consideration and decision at a later session, or resolved by the Provincial People's Committee within its authority. At the same time, due to the practical needs of the locality and the Government 's policy on implementing several new policies from the beginning of 2025, the Provincial People's Committee has added 14 more items to the agenda of the 28th session.

Nine items that were requested to be postponed and not submitted to the 28th session of the Provincial People's Council include: a Resolution giving opinions on the detailed construction planning project at a scale of 1/500 for both sides of Hung Vuong extended road, Trieu Ai commune, Trieu Phong district and the north of Vinh Phuoc river, Dong Ha city; a Resolution giving opinions on the General Planning project for coastal construction in Quang Tri province until 2045; a Resolution promulgating the List of public service activities using state budget in the field of labor, war invalids and social affairs in Quang Tri province; and a Resolution adjusting and reducing the medium-term public investment plan for the period 2021-2025 from revenue from land use right auctions managed by the province.
Resolutions include: adjusting the land price list for the 5-year period (2020-2024) in Quang Tri province; providing opinions on the regulations for urban architectural management in Quang Tri town; approving the regulations for urban architectural management in Dong Ha city; halting the investment plan for the Ly Ton flood-resistant bridge project in Ta Long commune, Dakrong district; and reporting on the plan for handling outstanding temporary collections, retentions, and advances for basic construction from previous years.

The 14 additional items submitted to the 28th session of the Provincial People's Council in the field of public investment include draft resolutions: Resolution on adjusting the 2024 plan and the 2023 plan, extending the implementation and disbursement period to 2024 using local budget funds; Resolution on giving opinions on adjusting the medium-term public investment plan for the period 2021-2025 using central government budget funds; Resolution on adjusting the medium-term public investment plan for the period 2021-2025 using local budget funds based on criteria; Resolution on extending the time for allocating funds for projects using budget funds decentralized to district-level management.
Resolutions stipulate the authority to decide and approve tasks and budget estimates for the procurement of assets and equipment; renovation, upgrading, expansion, and new construction of project items in investment projects funded by the state budget's recurrent expenditure in the province; Resolution approving the investment policy for the National Highway 15D project, section from National Highway 1 to the Cam Lo - La Son expressway; Resolution approving the adjustment of the investment policy for the project "Construction of a Social Protection and Rehabilitation Center for People with Disabilities in Quang Tri Province" using non-refundable ODA capital from the Government of South Korea; Resolution approving the investment policy for the Le Duẩn Political School project.
Other areas include draft resolutions: Resolution stipulating the prices of medical examination and treatment services at state-owned medical facilities in Quang Tri province; Resolution approving the reorganization of Huong Hoa District Health Center into Huong Hoa Regional General Hospital and Huong Hoa District Health Center within the system of public health service units in Quang Tri province for the period 2022-2026, with a vision to 2030; Resolution stipulating the expenditure regime for receiving, visiting, and congratulating certain individuals by the Vietnam Fatherland Front Committees at the provincial, district, and commune levels in the province.
Resolutions on the allocation of central government budget investment capital for the implementation of the National Target Program on New Rural Development in 2025; Resolutions on the allocation of central government budget investment capital for the implementation of the National Target Program on Sustainable Poverty Reduction in 2025; Resolutions on the allocation of central government budget investment capital for the implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Regions in 2025.
At the 28th session of the 8th Provincial People's Council, the Provincial People's Committee will present 45 items, including 14 legally mandated reports and 31 resolutions. The items have been meticulously and thoroughly prepared in accordance with regulations; some items have been submitted for the opinion of the Provincial Party Standing Committee in accordance with the Provincial Party Committee's working regulations; the committees of the Provincial People's Council have conducted assessments of the items and submitted explanatory reports.
Identify the challenges in order to find appropriate solutions.
Concluding the session, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, highly appreciated the sense of responsibility shown by the Provincial People's Committee in preparing the content for the session, as well as the timely addition of many contents that are appropriate to the practical situation of the locality.
The Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested that the Provincial People's Committee, in its 2024 socio-economic report, provide a realistic and objective assessment of the economic landscape and the achievements during the year and over the four-year term. At the same time, it must clearly state the current state of the economy, the difficulties and challenges that need to be overcome, and feasible long-term solutions to promote sustainable development.
In addition, it is necessary to accurately and comprehensively assess the indicators and targets achieved in the fields of health and clean water; human resources in the fields of health and education, and then develop appropriate solutions for implementation in 2025, contributing to achieving the targets of the entire term.

The Provincial People's Committee should promptly develop and submit to the Prime Minister for promulgation the Plan for implementing the Quang Tri Provincial Planning until 2030, with a vision to 2050. In 2025, it is necessary to continue proposing adjustments to the Power Development Plan VIII and the plan for implementing Power Development Plan VIII; complete the adjustment of the Southeast Economic Zone Planning; plan the mineral mining system according to the provincial plan to proactively secure raw materials for key transportation projects in the future; and complete land use planning, urban planning, and rural area planning.
Focus all resources on promoting economic growth, with an emphasis on agriculture as the backbone of the economy; industry and energy will create breakthroughs; and tourism will be the spearhead to achieve the highest growth rate during this term.
In addition, focus on solutions related to budget revenue and expenditure, and public finance. Pay attention to social, ethnic, and religious issues, especially effectively implementing national target programs to improve the material and spiritual lives of the people, gradually transforming mountainous areas. Focus on administrative reform, streamlining the apparatus for greater effectiveness and efficiency. Improve the satisfaction index of businesses and citizens. Ensure national defense and security, building a strong defense zone.
