Deputy Prime Minister Tran Hong Ha inspected the operation of the Gia Vien pumping station and conducted a field inspection at the Lac Khoai spillway on the Hoang Long dike.
The leaders of Ninh Binh province reported to the Deputy Prime Minister on the flood situation following Typhoon No. 3; the leadership and direction of response efforts, the "four on-the-spot" preparedness measures, and the response to the storm and floods in the area; and the public's sentiment as floodwaters continuously rose in the rivers over the past few days, affecting the lives of a segment of the population in Nho Quan and Gia Vien districts. The Deputy Prime Minister also listened to reports on the situation of several dike sections and assessed the actual situation in the locality.
Through the actual inspection at Gia Vien Pumping Station and Lac Khoi spillway, Deputy Prime Minister Tran Hong Ha acknowledged the proactive spirit of implementing flood response plans after storm No. 3 of Ninh Binh province. In particular, Ninh Binh has implemented the spillway discharge order procedure correctly, carried out the evacuation plan when the water level reached 4.9 m and well prepared the "four on-site" work in the locality. It is noteworthy that the province has done a good job of propaganda so that people can be proactive in their lives, not panic or waver, strictly follow the orders and recommendations of the government as well as participate with the State in rescue when urgent situations occur on the dikes.
After listening to reports from ministries, agencies, and Ninh Binh province, Deputy Prime Minister Tran Hong Ha emphasized that the water levels on the Hung Thi, Hong, and Nhue rivers have decreased. Furthermore, according to meteorological and hydrological forecasts, the water levels on the Day and Hoang Long rivers are stabilizing. Thus, the factors contributing to the reduction of flood levels on Ninh Binh's rivers are very favorable. However, it must be clearly understood that the stabilization of flood levels only reduces the danger level; the situation remains above alarm level 3, and the weather situation remains complex. Therefore, the Deputy Prime Minister requested Ninh Binh province to pay special attention to avoid complacency, continue to closely monitor weather developments, organize contingency plans, and mobilize forces to continuously patrol and guard the dikes until safety is ensured. Authorities at all levels are mobilizing maximum resources to ensure the well-being of the people, guaranteeing safety of life and property, and preventing shortages of food, drinking water, and medicine. They are also strengthening public awareness campaigns to help people understand the dangers of floods and proactively take preventive measures.
