DNO - The People's Committee of Quang Nam province has just issued Official Dispatch No. 3751/UBND-KTN dated May 24, 2024 to the People's Committee of Da Nang city, the Department of Agriculture and Rural Development, the Department of Natural Resources and Environment of Quang Nam province and the People's Committee of Dai Loc district regarding the construction of a temporary dam on the Quang Hue river in 2024.

Accordingly, the People's Committee of Quang Nam province requested the Department of Agriculture and Rural Development, the Department of Natural Resources and Environment and relevant sectors and agencies of Quang Nam province to coordinate with Da Nang Water Supply Joint Stock Company and relevant sectors and agencies of Da Nang city in implementing the temporary dam construction on the Quang Hue River according to the policy of the Provincial People's Committee.
Dai Loc District People's Committee presides over and coordinates with Da Nang Water Supply Joint Stock Company and relevant departments and agencies of Quang Nam province and Da Nang city to provide information, plans, and implementation plans for temporary dam construction and to propagate and mobilize local people to create consensus for Da Nang Water Supply Joint Stock Company to implement temporary dam construction on Quang Hue river.
Quang Nam Provincial People's Committee requested Da Nang City People's Committee to continue directing Da Nang Water Supply Joint Stock Company and relevant departments and agencies of the city to actively coordinate with Dai Loc District People's Committee and relevant departments and agencies of the province to provide information, plans and plans for implementing temporary dam construction; propagate and mobilize local people and explain related arising issues (if any), creating conditions for implementing the construction of the temporary dam on Quang Hue River according to the set plan.
Previously, more than a month ago, implementing the policy of the People's Committee of Quang Nam province and the People's Committee of Da Nang city, Da Nang Water Supply Joint Stock Company opened a road to gather materials at the site to prepare for construction and reinforce the temporary dam on Quang Hue river to an elevation of 2.3m, lower than the lowest level of Vu Gia river (2.34m) in the hydrological data series from 1976-2008, before the hydroelectric reservoirs were built (in previous years, the temporary dam was built to an elevation of 3.2m).
However, during the implementation process, local people obstructed the project because they did not receive information about the temporary dam reinforcement. Local people also said that the temporary dam reinforcement would cause erosion and reduce the groundwater source for the wells currently used by local people in Dai An commune, Dai Loc district (Quang Nam province), so the company could not carry out the construction for over a month.
According to the results of hydrological chain statistics from 1976 to 2008 (before the hydroelectric reservoirs on the Vu Gia river basin), the water level of the Vu Gia river at the Ai Nghia hydrological station (Dai Loc district) was at its lowest point at 2.34m, the average water level of the 3 lowest points of the Vu Gia river here was 2.67m and the average of the 1 lowest point of the month was 2.53m.
Since the hydropower plants on the Vu Gia river basin came into operation, the water level of the Vu Gia river in the dry season has gradually decreased and many times dropped to historic lows, especially in August 2023 at 1.45m and in February 2024 at 1.41m.
In the years 2019-2021, based on the agreement of the Coordination Board on the integrated management of the Vu Gia - Thu Bon river basin and the coastal area of Quang Nam - Da Nang, Da Nang Water Supply Joint Stock Company will build a temporary dam with sandbags on the riverbed at the Vu Gia river water regulation gate on the Quang Hue river to an elevation of 3.2m.
The new elevation of 3.2m is enough to reduce the water diversion ratio of Vu Gia River to Thu Bon River (through Vu Gia River water regulation gate on Quang Hue River) to 24%, equivalent to the previous natural diversion ratio before the construction of Dak Mi 4 hydropower reservoir.
