The "Digital Literacy for All" Movement in Ninh Binh: All people, comprehensive, narrowing the digital gap

The "Digital Literacy for All" movement in Ninh Binh has been and is being strongly and synchronously deployed from the provincial to communal levels, turning the major policy on digital transformation into specific and practical actions.

With the spirit of "all people, comprehensive, no one left behind," the "Popular Education Movement" has been widely implemented throughout Ninh Binh province.

On September 19th, Gia Vien commune organized a conference to launch the "Popular Education Movement" in parishes throughout the area, with the participation of representatives from the Provincial Police, leaders of Gia Vien commune, various organizations, and religious dignitaries and officials.

At the conference, the leaders of Gia Vien commune presented the plan for the "Digital Literacy Movement," including its purpose, content, specific targets, and implementation solutions. In addition, the conference equipped participants with basic digital skills; disseminated information on measures to protect and safeguard personal data online; discussed preventing and combating cybercrime and violations of the law; and introduced solutions and ways to mitigate risks when using cashless payment methods.

Previously, on July 30th, the Ninh Binh Provincial Police, in coordination with the People's Committee of Phat Diem commune, organized a conference to launch the "Popular Education Movement". To date, 129 out of 129 commune-level police units in the province have issued plans and implemented the movement.

The Ninh Binh Provincial Youth Union played a leading role in implementing the movement. From July 1st to August 18th, 2025, 100% of the Youth Union branches closely coordinated with local Party committees, authorities, and police to simultaneously deploy volunteer youth teams. More than 40,000 volunteers directly supported and assisted over 120,000 people. They were stationed at commune-level public administrative centers, guiding people to submit online applications, use VNeID, fill out forms, and even went to villages and households to disseminate information about online public services, digital social insurance, and electronic tax services.

Propaganda efforts have been intensified through various channels, from loudspeakers and banners to social media, to spread the message of the movement and help people understand the meaning and benefits of learning and applying digital technology .

Implement solutions in a coordinated manner.

The "Digital Literacy Movement" in Ninh Binh province has gradually become an integral part of social life, serving as a bridge to help people access modern information technology. This aims to implement Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation, contributing to the effective implementation of the Project on developing applications of population data, identification, and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030...

Previously, Plan No. 01-KH/BCĐ for implementing the "Digital Literacy Movement" in Ninh Binh province was issued by the Provincial Steering Committee on Science and Technology Development, Innovation and Digital Transformation on May 16, 2025. One of the objectives set out is to narrow the digital divide between different regions and population groups in the province; to build a digital learning society, creating conditions for people to learn throughout their lives and improve their skills in the digital environment.

The plan sets out requirements for the "Digital Literacy Movement" to be comprehensively and extensively implemented down to the village, hamlet, and neighborhood levels, creating a nationwide movement to compete in learning and practicing digital skills, actively participating in the digital transformation process; cadres and Party members to be pioneers and role models in implementing the movement; transforming the process of learning, training, improving, and applying digital knowledge into a self-driven need for each citizen...

The plan outlined six main groups of tasks and solutions, including: communication and propaganda; organizing the implementation of central government regulations and guidelines on the movement; deploying a digital skills popularization program; organizing the deployment of platforms developed by the central government; popularizing knowledge about digital transformation and digital skills for each target group; and implementing models and movements to spread digital skills to the community.

With the involvement of the entire political system, the synchronized implementation of solutions, and the enthusiastic response of the people, the "Digital Literacy Movement" plays a crucial role in equipping people with the necessary digital knowledge and skills to apply in their daily lives; enabling them to grasp, utilize, exploit, and benefit from the achievements of science and technology, innovation, and digital transformation. Through this, it fosters the development of digital citizens in the process of building a digital society, digital economy, and digital government in Ninh Binh province.
