
The gift of faith
On the morning of September 1, Mr. Bui Van Hung in residential group 25, Kien Hung ward, along with many others, was present at the point of distributing money - gifts to celebrate National Day from the State to the people.
Mr. Bui Van Hung shared: “The amount of money received is not much, but I feel the joy spreading on every face. The material value is not great, but the spiritual value is immeasurable, because it is a gift that carries the spirit of national solidarity. People are happy because the State cares, people appreciate the gift because it is an outstanding effort of the Party and State, aiming to build a happy life for the people”.

Receiving the support money for 5 family members, Ms. Nguyen Thi Dung, residential group 4A, Phu Luong ward, happily said: “This is indeed a gift for people to celebrate Tet, but more deeply, it is a gift with humane meaning, shining with morality. We, the people, cherish that!”.
Directly participating in giving gifts to people at the Cultural House of Residential Group 17, Yen Nghia Ward, Deputy Secretary of the Party Cell, Head of Residential Group 17, Bui Van Dong, said that immediately after the Ward People's Committee developed a payment plan, the residential group informed the people on the Zalo groups of the residential group and immediately carried out the preparation of facilities, coordinated with the local police, representatives of associations, unions, and security and order teams to assign tasks to each member so that the payment was timely, scientific , and accurate.

“Although it was a holiday, with the spirit of serving the people, all members assigned to the task carried out the task very urgently. From 7am, we were fully present and started working. For those who were not able to receive the money today, the residential group will continue to propagate and urge people to come and receive it, ensuring that everyone receives Independence Day gifts,” Mr. Bui Van Dong affirmed.
Near the end of the afternoon, Mr. Nguyen Duc Thang, Party Cell Secretary, Head of the Front Work Committee of Residential Group 4A, Phu Luong Ward, said: "The residential group has 468 households with permanent residence registration and basically on the morning of September 1, people came to receive money. Unlike National Day every year, this year people clearly feel the spirit of innovation of the country. It is not because of the gifts that the joy is greater, but that joy is multiplied by the trust in the two-level local government model. Although it has only been in operation for 2 months, the new government model has truly served the people and that has spread to all Party cells and residential groups. It is a unified movement, increasingly synchronized".
For the people to serve
Immediately after receiving instructions from the Central Government and Hanoi City on giving National Day gifts to the people, Kien Hung, Yen Nghia and Phu Luong wards urgently developed a plan to implement it in the fastest and most effective way.
In wards, gift giving is done through social security accounts on the Electronic Identification Application - VNeID (in case of an integrated account); or directly in cash (in case of no account) at payment points organized by the locality, ensuring timeliness, safety and efficiency.

In Kien Hung ward, from early morning, ward leaders were present at the headquarters of the Party Committee and the Vietnam Fatherland Front Committee of Kien Hung ward - the point of gift distribution for people in residential groups 3 and 8 to check the preparation work.
Along with that, the ward assigned leaders and ward officials to be on duty at payment points to promptly resolve any arising situations. With a total of 36 residential groups and 67,418 people with permanent residence in the area, the ward has arranged staff, ward police and members of organizations, associations and residential groups to participate in the payment, trying to basically complete it on September 1. After September 2, the ward will continue to review to ensure the people's rights.

Meanwhile, Le Quang Thoan, Deputy Head of the Department of Culture and Society of Yen Nghia Ward, said that the ward has 38 residential groups, of which residential groups 18 and 20 are the most populous, with a total of more than 7,300 people. On September 1, the ward mobilized 45 officers along with the residential group force and local police to perform payment duties at 8 locations. The payment was carried out in a focused and urgent manner, ensuring that no errors occurred.
In Phu Luong Ward, the ward has established 32 working groups to give gifts to people and assigned specific tasks to each force. In particular, the ward police extracted the list of citizens from the national database on population according to the residential area; reviewed, compared, and handed over the list of citizens to the Department of Culture - Society and the residential area; updated the payment results on the VNeID system; coordinated to resolve arising issues related to the payment list and other contents.

The Department of Culture and Society is the unit responsible for paying gifts; assigning staff to work on holidays to ensure progress, assigning specific responsibilities, coordinating with relevant departments and offices to be responsible for supervising the payment; receiving and transferring money, payment lists to heads of residential groups to implement payment...
Individual joys have merged with the common joys of the entire nation. The joy of Independence Day has been multiplied many times over because the spirit of humanity and great solidarity has resonated and spread throughout society.
