Heads of departments must uphold the responsibility of setting an example, demonstrating exemplary conduct, and strengthening their responsibility in directing, managing, inspecting, and supervising the implementation of tasks, public duties, discipline, and administrative order within their assigned scope of state management.
Building a team of officials and civil servants who are politically and ideologically sound, morally upright, and proficient in their professional skills and expertise in handling the affairs of citizens and businesses.
The Provincial People's Committee will strictly handle heads of agencies, units, and localities who are irresponsible and allow officials and employees under their direct management to engage in harassment and cause inconvenience to citizens and businesses; and will immediately handle heads who show signs of covering up or condoning wrongdoing by their subordinates.
Agencies and units should tighten administrative discipline and order, strengthen inspection and supervision of officials and employees in their official duties; ensure the timely and thorough resolution of requests, feedback, and complaints from citizens and businesses, avoiding situations where unclear explanations are given instead of solutions.
Each level and sector should improve the quality of dialogue with businesses and citizens in a substantive and constructive manner; understand the thoughts, aspirations, and difficulties of citizens and businesses to resolve them effectively and definitively; propose to competent authorities measures to address any shortcomings in legal regulations (if any); and publicly announce the time and location for receiving citizens by the head of the agency or unit on the agency's website (if any) and at the agency's or organization's office.
Agencies and units must publicly disclose hotline addresses and email addresses, and promptly receive, process, and resolve feedback, suggestions, and complaints from citizens and businesses, especially regarding acts of harassment and inconvenience; publicly disclose the results of handling, and if errors are found, publicly apologize to citizens and businesses and rectify the consequences, handling violations in accordance with regulations...
