Continuing the agenda of the 7th Session of the 15th National Assembly , on the morning of June 20th at the National Assembly building, under the chairmanship of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly held a plenary discussion on the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050, and the revised General Planning Project for Hanoi Capital City until 2045, with a vision to 2065.

Representative Nguyen Van Than, from the National Assembly delegation of the province, delivered a speech during the discussion.

During the session, delegates highly appreciated and considered the Hanoi Capital City Planning for the period 2021-2030, with a vision to 2050, and the revised Master Plan for the Capital City to 2045, with a vision to 2065, to be meticulously and thoroughly prepared. They regarded these as important legal tools for the management of planning, construction, and development of the Capital City.

Participating in the discussion, delegate Nguyen Van Than, from the Thai Binh Provincial National Assembly Delegation, suggested that a comprehensive review of the planning implementation from 2011 to the present is necessary to serve as a basis for formulating plans for the following years. He also proposed clarifying the legal and scientific basis for setting timelines for plan implementation. He suggested defining the plan's objectives in a highly specific and appropriate manner, outlining solutions and a roadmap for achieving those goals. Regarding the revised plan's application of the "City within the Capital" model, the delegate suggested considering a "Capital within Hanoi" model. He argued that this would provide the country with the necessary legal basis and create advantages to concentrate resources for the development of the capital city…

Next, National Assembly delegates held group discussions on the draft Law amending and supplementing a number of articles of the Land Law No. 31/2024/QH15, the Housing Law No. 27/2023/QH15, the Real Estate Business Law No. 29/2023/QH15, and the Law on Credit Institutions No. 32/2024/QH15.

In the afternoon, the National Assembly convened a plenary session in the assembly hall to hear presentations and verification reports on the draft Law on Urban and Rural Planning; and presentations and verification reports on the draft Law on Geology and Minerals. Following this, National Assembly deputies held group discussions on the draft Law on Geology and Minerals and the draft Law on Urban and Rural Planning.

During the discussion, National Assembly deputies stated that the draft Law on Urban and Rural Planning, comprising 6 chapters and 65 articles, was designed based on the consolidation and supplementation of current regulations from the Construction Law and the Urban Planning Law. The law regulates the urban and rural planning system; the preparation, appraisal, approval, review, adjustment, and management of urban and rural planning; and state management of urban and rural planning. National Assembly deputies focused their discussion on several major issues in the draft law, including the scope of application; the urban and rural planning system; cases related to boundaries and administrative limits when preparing urban and rural plans; principles in urban and rural planning activities; general planning for centrally-governed cities; general planning for districts; and the review and local adjustment of planning...

Regarding the draft Law on Geology and Minerals, delegates unanimously agreed on the necessity of enacting the law to institutionalize the Party's views, guidelines, and policies; contribute to perfecting the legal framework for geological and mineral activities, ensuring consistency and uniformity with the legal system, and conforming to international treaties and commitments to which the Socialist Republic of Vietnam is a member; overcome existing shortcomings and inadequacies of the current Mineral Law; and especially, the early enactment of the Law on Geology and Minerals will contribute to resolving difficulties and obstacles arising from practical experience related to the process and procedures of mineral exploitation, in order to promptly supply common construction materials for the construction of infrastructure projects, especially national key projects.
