The National Assembly adopted the Resolution of the Tenth Session.

On the afternoon of December 11th, at the closing session of the Tenth Session, under the chairmanship of National Assembly Chairman Tran Thanh Man and the direction of Standing Vice Chairman of the National Assembly Do Van Chien, the National Assembly voted to approve the Resolution of the Tenth Session of the 15th National Assembly with 454 out of 457 National Assembly deputies present voting in favor, achieving 99.3%.

Implement the laws and resolutions that have been passed promptly, strictly, consistently, effectively, and efficiently.

At its Tenth Session, the National Assembly passed 51 laws and 38 resolutions. The resolution stipulates that the Standing Committee of the National Assembly, the Government, the Supreme People's Court, the Supreme People's Procuracy , and relevant agencies must promptly implement the laws and resolutions passed at the Tenth Session, ensuring timeliness, strictness, consistency, effectiveness, and efficiency.

The Government and the Prime Minister have directed relevant ministries and agencies to develop, issue, or submit to competent authorities for issuance, detailed regulations and guidelines for the implementation of laws and resolutions, so that these laws and resolutions can be implemented immediately upon their entry into force. At the same time, agencies are urged to promptly prepare the content to be submitted to the National Assembly at its First Session, 16th National Assembly, ensuring quality and timely completion.

The National Assembly requests the Government and the Prime Minister to direct ministries, sectors, and localities to closely coordinate with relevant agencies to continue closely monitoring developments and forecasting the domestic and international situation, implementing synchronously, promptly, and comprehensively the tasks and solutions, overcoming existing shortcomings and inadequacies in all fields, and striving to successfully achieve the goals, targets, and tasks in the socio-economic development plan for 2026.

Regarding the work of drafting and implementing laws in 2025, the National Assembly requests that agencies build upon achievements, thoroughly address existing shortcomings and limitations, and promptly handle newly arising issues. It emphasizes tightening discipline and order, upholding the responsibility of leaders, and strictly fulfilling assigned tasks and powers. It also calls for decisive measures to complete the Legislative Orientation Project for the 16th National Assembly term on schedule, in conjunction with institutionalizing the Resolution of the 14th Party Congress; and to promptly concretize and implement it comprehensively and effectively in the annual legislative program.

Regarding crime prevention and control, prevention, detection and handling of corruption, waste, and negative practices, as well as investigation, prosecution, trial, and execution of judgments, the National Assembly requests that agencies continue to effectively implement the targets, tasks, and solutions according to Resolution No. 96/2019/QH14 dated November 27, 2019, on crime prevention and control, the work of the People's Procuracy, the People's Courts, and the execution of judgments, and other resolutions of the National Assembly.

Strengthen effective solutions to prevent, combat, and fight against all types of crime more effectively. Innovate and improve the efficiency of state management, inspection, examination, and auditing to prevent and deter corruption, waste, and negative practices, focusing on areas with high potential for corruption, waste, and negative practices. Essentially agreeing with the Government's reports on the results of implementing the 5-year plans for the period 2021-2025 regarding national finance, medium-term public investment, borrowing, and public debt repayment, the National Assembly requests the Government and the Prime Minister to continue to build on the achievements, and to effectively address the limitations and shortcomings in order to achieve the goals and tasks regarding national finance, borrowing and public debt repayment, and medium-term public investment in the period 2026-2030.

To ensure double-digit growth targets are met, the projected increases in revenue, expenditure, budget deficit, and public debt, as presented in the government's reports to the National Assembly, pose a significant challenge in balancing resources and managing state finances and budgets in the coming period.

The National Assembly directs the Government to continue researching and implementing appropriate, flexible, and proactive solutions to propose adjustments to state budget targets when significant fluctuations occur, in order to maintain macroeconomic stability, control inflation, and ensure the major balances of the economy. Public investment capital allocation for the 2026-2030 period must comply with the laws on state budget and public investment, be consistent with the Resolution of the 14th National Congress of the Communist Party of Vietnam, and the goals and development orientations in the 10-year socio-economic development strategy 2021-2030 and the 5-year socio-economic development plan 2026-2030. Focus on effectively resolving complex, outstanding, and long-standing cases.

The National Assembly also requested the Government, the Prime Minister, the Supreme People's Court, the Supreme People's Procuratorate, ministries, central agencies, and local authorities at all levels to study, consider, resolve, and respond to the proposals and recommendations of the Presidium of the Central Committee of the Vietnam Fatherland Front; and to focus on effectively resolving complaints and denunciations in accordance with regulations, especially complex, long-standing, and unresolved cases.

The Government and the Prime Minister are strengthening their direction to ministries, sectors, and localities to enhance their sense of responsibility and accelerate implementation progress; summarizing and evaluating the pilot implementation of specific mechanisms and policies; and researching and institutionalizing them into general policies for the whole country in accordance with the conclusions of the Central Committee of the Party and the Politburo.

The National Assembly also allowed the extension of the implementation and disbursement period of state budget funds for 2025 until December 31, 2026, for national target programs on building new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas, in order to achieve the remaining goals and targets of the programs for the 2021-2025 period.

Allow the Government to approve the Phase 2 Feasibility Study Report of the Long Thanh International Airport Project within its authority without having to report to the National Assembly for approval.

Allow the compensation, support, and resettlement aspects of the North-South high-speed railway project to be separated into independent projects, with funding allocated from the central and local budgets.

This allows for the expansion of the application of specific mechanisms and policies in Articles 3, 4, 5, 6, 7, and 8 of Resolution No. 170/2024/QH15 dated November 30, 2024, of the National Assembly to resolve difficulties and obstacles for projects and land in inspection, audit, and judgment conclusions with similar legal situations, and where the time of the violation or wrongdoing is determined in the inspection, audit, and judgment conclusions before the date this Resolution is issued, nationwide.
