Criteria and standards for considering accelerated promotion in military rank.
The circular stipulates that officers whose current rank is two or more ranks lower than the highest rank of their current position or title, and who achieve exceptionally outstanding accomplishments, may be considered for accelerated promotion upon receiving one of the awarded commendations.
These include: the Gold Star Order; the Ho Chi Minh Order; the First-Class Independence Order; the First-Class Military Merit Order; the First-Class Labor Order; the First-Class Order for National Defense; the First-Class Combat Order; the title of Hero of the People's Armed Forces; the title of Hero of Labor; and the Ho Chi Minh Prize.

The circular also clarifies that, within the term of office, a promotion to a higher rank can only be considered once, exceeding one rank; the consideration will take place after the officer receives a commendation decision. Exceptional cases not specified will be considered and decided by the competent authority.
Criteria and standards for considering early promotion to a higher rank.
Regarding the criteria and standards for early promotion, the Circular stipulates that officers may be considered for early promotion when they meet all the criteria and standards for accelerated promotion, but their current rank is one rank lower than the highest rank ceiling for their current position or title; early promotion may be considered after the officer receives a commendation decision.
Another criterion/standard is that if a person's current military rank is one or more ranks lower than the highest rank ceiling for their current position or title, and they have received one of the following forms of commendation, they may be considered for promotion within 24 months of the scheduled time.
These are the forms of commendation: Independence Order, second and third class; Military Merit Order, second and third class; Labor Order, second and third class; Order of National Defense, second and third class; Combat Merit Order, second and third class; and the Order of Courage.
In addition, consideration for early promotion is also based on the criterion that the current rank is lower than the highest rank ceiling for the position or title held, and that in the years within the term of holding the current rank, the individual has performed their duties well or better, falling under one of the cases considered for early promotion, not exceeding 12 months.
This applies to individuals who have been recognized as professors, associate professors, or doctors working in their specialized field (promotion to higher ranks ahead of schedule is only considered once).
Another category includes being awarded one of the following honorary achievements: National Emulation Soldier; Army Emulation Soldier; a prize or medal in a national competition or sports event, or a competition or sports event at the ministerial or sectoral level; a medal or prize in an international military sports event; an officer participating in United Nations peacekeeping operations and receiving an award of commendation or higher; the project leader or initiator of a project or initiative that won the "Youth Innovation in the Army" award; a National Outstanding Young Person; an Army Outstanding Young Person...
Criteria and standards for considering early salary increase
Circular 18 also stipulates that officers of general rank who receive one of the forms of commendation as prescribed above may be considered for early salary increase; those who receive one of the forms of commendation as prescribed above may be considered for an early salary increase no more than 24 months ahead of schedule.
For officers of the rank of major or lieutenant who receive one of the aforementioned forms of commendation, they may be considered for an early salary increase; receiving one of the aforementioned forms of commendation may also qualify them for an early salary increase no more than 24 months ahead of schedule.
In addition, candidates must meet the criteria and standards for promotion to a higher rank ahead of schedule as stipulated in the circular, and may be considered for an early salary increase no more than 12 months ahead of schedule.
If an employee achieves multiple accomplishments within their tenure, only one achievement will be considered for early salary increase (the remaining achievements will not be retained). If not yet considered, one of the achieved accomplishments will be retained for consideration in the next early salary increase.
