Equivalent conversion of floor scores and benchmark scores: Ensuring fairness

Same common standard scale

At the 2025 Choice Day, many candidates were concerned about the equivalent conversion of admission scores and the threshold to ensure input quality (floor score) between admission methods and combinations. Nguyen Manh Hung from Hung Yen wondered whether candidates had to do this conversion themselves or the training institution? In addition, would this make things more complicated and would it bring convenience and fairness to candidates?

This year, there are some new points in university admissions, so Ms. Nguyen Phuong Loan and her daughter Nguyen Thi Thanh Truc (Trung Gia, Hanoi) are worried when registering their admission wishes. Currently, many higher education institutions have stopped determining admission quotas according to each method and converted them into equivalent admission scores. Therefore, Ms. Loan and her daughter are wondering how to set their admission wishes to increase their chances of being admitted.

According to the guidance of the Ministry of Education and Training , training institutions will have to convert the equivalent admission scores and floor scores between admission methods and combinations. Mr. Nguyen Ngoc Ha - Deputy Director of the Department of Quality Management ( Ministry of Education and Training ) discussed that the concept of converting the equivalent admission scores is essentially a step to adjust the technique of using examination theory, to ensure fairness between admission combinations as well as between different admission methods.

Assessing learners' abilities through scores, such as raw scores of the High School Graduation Exam, is still one of the popular, highly quantitative methods used in Vietnam and other countries around the world. However, using raw scores directly for subjects will not be truly fair if the difficulty of the exam questions between subjects is very different. For example, the Deputy Director of the Department of Quality Management hypothesized that subject A is more difficult, with an average score of 5, compared to the average score of subject B of 7.

Thus, a student who scores 6 points in subject A (higher than the average of that subject) should clearly be evaluated higher than a student who scores 6 points in subject B (lower than the average of that subject). However, if we only add up the raw scores, the difference and disparity will not be shown. Therefore, it is necessary to use the testing theory in a scientific and objective way to determine how many points of this combination are "equivalent" to how many points of the other combination at the admission standard score threshold.

This year, the Ministry of Education and Training will implement the conversion of exam scores between different admission methods. For example, between exam scores according to the capacity assessment method and high school graduation exam scores at the admission standard score threshold.

Mr. Nguyen Ngoc Ha shared that in testing theory, methods to correct raw scores such as: Z-score (Z score), Robust Z-score (RZC score), T-score (T score), percentile score... are often used because they help eliminate (or at least minimize) the difference in difficulty between exam questions of different subjects, by standardizing the scores in each subject according to the internal distribution of that subject. Thanks to that, the scores of candidates in different subjects are brought to the same common standardized scale, helping to compare more fairly and consistently.

Candidates do not have to convert their scores themselves.

Mr. Nguyen Ngoc Ha noted that candidates only need to register their admission wishes on the General Admission Support System of the Ministry of Education and Training (System). The adjustment will be carried out by the Ministry of Education and Training and universities according to specific instructions. The conversion or adjustment of scores does not complicate the exam, on the contrary, it is an inevitable step to ensure fairness in admission and education management.

With a flexible approach and standardization techniques suitable for practical conditions, the Ministry of Education and Training still maintains the transparency of scores, but reflects more accurately the candidates' abilities from the exam results. This not only creates favorable conditions for universities to recruit suitable candidates, but also helps students feel secure in choosing their favorite subjects, in line with their strengths, abilities, and career orientation when entering grade 10, without worrying about difficult graduation exams or easily affecting their future admission opportunities.

Based on data from the Ministry of Education and Training, Mr. Nguyen Quang Trung - Deputy Head of the Department of Communications and Admissions (University of Commerce) acknowledged that most admission methods use the scores of two high school graduation exams, so there is no need to convert. With the admission method combining foreign language certificates and high school transcripts, the University of Commerce has developed a conversion method.

Mr. Nguyen Quang Trung noted that even if they have registered for admission at school, or even passed the direct admission, candidates are required to register their admission wishes on the General Admission Support System of the Ministry of Education and Training. Candidates can refer to the benchmark scores of previous years according to the method of considering high school graduation exam scores to set reasonable admission wishes. In particular, students need to study the method of calculating admission scores between the methods of the previous year, avoiding thinking that they are at a safe threshold when in fact the calculation method has changed.

This year, universities do not determine quotas for each admission method or combination, but only determine quotas for each major/training program. Mr. Nguyen Phu Khanh - Vice President of Phenikaa University said that when considering admission, the System will automatically select the highest score among the methods/combinations that candidates have, ensuring the highest benefits for candidates. Therefore, candidates need to have a strategy to arrange their admission wishes to increase the chance of being admitted.

Accordingly, when placing wishes on the System, candidates need to pay attention to three basic principles: First, candidates need to divide their wishes into three different groups: Safe wish group; Target wish group, within their ability; Wish group with a slightly higher standard score than their ability. Second, when placing wishes on the System, candidates should not choose too few wishes. Third, they should not focus on placing all their wishes on one school.

According to Mr. Nguyen Ngoc Ha, the Ministry's announcement of the difference between the combinations will be an important reference source to help candidates choose the most beneficial combination when applying. This is especially important for candidates whose scores are only average in some subjects but can still optimize their chances of admission by choosing the right combination.
