Thanks to effective propaganda and mobilization efforts, and a determination to create resources for investing in basic infrastructure projects in the locality, the land clearance work for residential area projects in Quynh Phu district has received high consensus from the people, thereby helping many projects to be implemented early.
The infrastructure construction project for the residential area in Quynh Ngoc commune (Quynh Phu district) requires the acquisition of a total area of 11.2 hectares, and the land clearance work has been largely completed.
Create consensus among the people
In recent times, the land clearance work in Quynh Phu district has been actively implemented to create land reserves for projects in residential areas throughout the district. The Land Development and Industrial Cluster Center of Quynh Phu district has always worked alongside local authorities to improve efficiency and accelerate the progress of land clearance.
Mr. Nguyen Ngoc Nhuong, Director of the Center, shared: Land clearance is a difficult task, directly related to the rights of the people as well as the progress of project implementation. Therefore, when implementing land clearance work, the Center actively coordinates with localities to promote propaganda and mobilization, regularly meeting with, encouraging and explaining to people the importance of the projects, thereby helping people understand and agree.

Thanks to effective land clearance efforts, many roads in residential areas of Quynh Phu district have been widened, improving transportation and promoting local socio -economic development.
The infrastructure construction project for the residential area in Quynh Ngoc commune covers a total area of 11.2 hectares, requiring the acquisition of agricultural land from 168 households, primarily in Quynh Lang village. After receiving permission from the competent authorities to change the land use purpose, Quynh Phu district directed its specialized departments and agencies to strictly adhere to the procedures and regulations of the law regarding land clearance. Simultaneously, they intensified propaganda efforts regarding the significance of this project, resulting in enthusiastic and supportive local residents in the land clearance process.
Mr. Pham Van Tap, Secretary of the Party Committee and Chairman of the People's Council of Quynh Ngoc commune, said: "With the determination to soon transform the commune into a type V urban area, the Party Committee of the commune has issued a specialized resolution, established a steering committee for propaganda and mobilization, organized propaganda at meetings, and promoted the role of the team of propagandists in the villages to help people understand and work together to implement the plan. As a result, in a short time, 164 out of 168 households have signed the land handover documents and received over 13 billion VND in compensation, and have proactively handed over the land to the investor."
Mr. Vu Dinh Tan, from Quynh Lang village, Quynh Ngoc commune, shared: "For me, land is a national asset. Now that the locality has a project that requires land acquisition, through the dissemination of information, I understand the importance of the project in contributing to changing the face of my homeland, so my family is ready to hand over 1,100 square meters of land along with many perennial crops so that the project can be implemented soon."

The Land Development and Industrial Cluster Center of Quynh Phu District organized the payment of compensation to people whose land was expropriated for the An Dong commune residential area project.
Openness and transparency
Quynh Phu District is currently implementing land clearance for 3 residential infrastructure projects: Hai Van Luong in Quynh Hai commune; Dong Phuc in An Le commune; and the residential infrastructure project in Quynh Ngoc commune. Currently, the land clearance work is receiving high levels of support and consensus from the people because the projects are implemented openly, transparently, and in accordance with regulations.
The Dong Phuc residential area infrastructure project in An Le commune has a total land acquisition area of 9.1 hectares, mainly agricultural land belonging to 87 households. In October 2023, the District People's Committee approved the investment in the project, and to date, land clearance work has been carried out by the District Land Fund Development and Industrial Cluster Center in coordination with the local authorities according to the correct procedures.
Mr. Duong Van Truong, Secretary of the Party Committee and Chairman of the People's Council of An Le commune, affirmed: When a decision is made to invest in a project in the locality, the District Land Fund Development Center and Industrial Cluster, together with the local authorities, follow the correct procedures, from issuing land acquisition notices, compiling statistics on assets on the land, developing compensation plans, and gathering public opinions... On January 10, 2024, the District Land Fund Development Center and Industrial Cluster, the District Investment and Construction Project Management Board, in coordination with the local authorities, organized a conference to introduce and implement the land clearance work for the project. Households whose land is being acquired were provided with basic information about the project, land compensation prices, compensation for assets on the land, and support policies... as regulated. All requests and questions from households were promptly and satisfactorily answered by the district's specialized units, creating trust among the people.
Mr. Pham Van Hai, from Dong Phuc village, An Le commune, shared: "My family owns more than 1,870 square meters of agricultural land within the project area. After hearing from district authorities about the importance of the project in promoting local economic development, my family agreed to sign the land handover form and receive compensation as stipulated."
As of January 10, 2024, in the three residential infrastructure projects currently undergoing land clearance, besides the Dong Phuc residential area in An Le commune where residents are completing the paperwork for land handover, the Hai Van Luong residential area in Quynh Hai commune has 89 out of 131 families having signed the land handover documents, and the Quynh Ngoc residential area has 164 out of 168 families having signed the land handover documents.
Mr. Nguyen Ngoc Nhuong, Director of the District's Land Development and Industrial Cluster Center, added: "For households that have not yet signed the land handover documents, in the coming time we will continue to disseminate information, persuade, discuss, and explain the policies and regulations of the Party and the State to ensure their compliance. At the same time, we request that localities continue to review and verify the origin of land use and the living conditions of affected households, ensuring their legitimate rights and creating consensus among the people, thereby contributing to accelerating land clearance and ensuring the progress of projects as planned."
