The Department of Agriculture and Rural Development of Binh Thuan province has recently issued a document to departments, agencies, and localities in the province, requesting them to review, inspect, and continue to focus on directing the implementation of the Project on preventing riverbank and coastal erosion until 2030.
Accordingly, the Department of Agriculture and Rural Development requests that departments, agencies, units, and the People's Committees of districts, towns, and cities focus on directing and promoting the dissemination of legal regulations to raise awareness among organizations, communities, and people throughout the province about the project and plan for preventing and controlling riverbank and coastal erosion, so that organizations and individuals proactively and voluntarily comply.
Inspect, detect, prevent, and promptly handle violations of regulations on the protection and use of riverbeds, banks, and coastlines; especially the construction of houses and structures along rivers, on rivers, and along coastlines, and the illegal exploitation of sand and gravel in riverbeds and along coastlines, which increase the risk of riverbank and coastal erosion. Inspect, review, and classify areas prone to riverbank and coastal erosion, assess the level of danger, and prioritize them, mobilizing local resources to implement measures, focusing on placing landslide warning signs; organize the relocation of households living in areas experiencing severe erosion, especially in particularly dangerous areas, to ensure the safety of people and property.
The Department of Agriculture and Rural Development also requested that relevant departments and localities prioritize resources for constructing riverbank protection structures in densely populated areas, traditional craft villages, and critical infrastructure that cannot be relocated. Emphasis should be placed on integrating riverbank and coastal erosion prevention and control into relevant programs, projects, and plans currently being implemented at the local level. Resources should be mobilized from various sources to build multi-purpose riverbank and coastal erosion control embankments, reducing the burden on the state budget. A review and plan should be developed, along with a list of households living in areas experiencing severe erosion or at high risk of erosion.
It is known that on July 6, 2020, the Prime Minister issued Decision No. 957/QD-TTg approving the plan for preventing and controlling riverbank and coastal erosion until 2030. The overall objective is to proactively manage and prevent riverbank and coastal erosion, creating conditions for stable socio -economic development in riverside and coastal areas, contributing to ensuring national security and defense.
Specifically, the goal is to complete landslide remediation in key vulnerable areas directly affecting densely populated residential areas, dike systems, and essential infrastructure along rivers and coastlines by 2025. By 2030, the aim is to complete the stabilization of river flow in several tributaries and confluences on main river sections, estuaries, and coastal areas with complex erosion and sedimentation patterns requiring remediation.
Following a preliminary review of the three-year (2021-2023) implementation of the Project, the Ministry of Agriculture and Rural Development has compiled a number of shortcomings and limitations, highlighting the low effectiveness of the project, particularly in the implementation of non-structural solutions. The proposal from the Binh Thuan Department of Agriculture and Rural Development aims to build upon the achievements and address the shortcomings and limitations of the past period, in line with the Ministry of Agriculture and Rural Development's directive to focus on implementing this Project.
