On the afternoon of April 3, at the first quarter 2025 press conference of the Ministry of Finance , Mr. Mai Son, Deputy Director of the Tax Department, informed about the value-added tax refund for Samsung Electronics HCMC CE Complex Co., Ltd. (Samsung Electronics Company) to resolve policy issues and give instructions to resolve the value-added tax refund for this enterprise.

According to Mr. Mai Son, the key to this issue is the presence of on-site export activities. The former General Department of Taxation and General Department of Customs (now the Tax Department and the Customs Department) have had many policy solutions, directing the Ho Chi Minh City Tax Department (now the Tax Department of Region II) to handle and resolve the issue.
At the most recent meeting on March 23, the tax and customs authorities worked with the business and they requested that all documents be provided by April 10 at the latest. "In case Samsung provides all documents by April 10, the tax authority will refund the tax on April 15," said the Deputy Director of the Tax Department.
Regarding the current VAT refund policy in general, Mr. Mai Son said that there is a flexible mechanism to facilitate businesses. Accordingly, businesses that comply with the policy will be given priority for tax refunds. According to regulations, after 5 days, the tax authority will proceed with the tax refund in case the business provides complete information.
Mr. Mai Son said that the Ministry of Finance had reported to the National Assembly Standing Committee that nearly 80% of tax refund dossiers were processed under the mechanism of refund first, inspection later; only a few enterprises were subject to inspection first, tax refund later, most of which were enterprises refunding tax for the first time or had risk factors.
"Policy problems or high-risk cases account for a very small proportion compared to the total number of tax refund dossiers each year," said Mr. Son, adding that the Ministry of Finance and the Tax Department will continue to listen to and evaluate comments to improve policies and procedures, ensuring transparency and convenience for businesses.
Previously, as reported by Nguoi Lao Dong Newspaper, at a dialogue between Ho Chi Minh City leaders and Korean enterprises, Mr. Kwon Choon Ki, General Director of Samsung Electronics Company, raised the issue of the company's value-added tax refund worth 22.9 million USD (about 582.1 billion VND) from June 2021 to September 2024 that has not been completed.
