Ready to work through Tet on Ring Road 4 project

In the final days of 2024, hundreds of workers were busy at the construction site of the Capital Region's Ring Road 4 project. The contractors were determined to continue construction throughout the Tet holiday, aiming to complete the parallel road by 2025.

According to Mr. Hoang Trong Hai, commander of construction team number 1, package number 9, implemented by Vinaconex, has reached over 43% of the contract value. Currently, the contractor has paved approximately 8km of the entire route with concrete, while the remaining sections are being constructed with crushed stone base. Several bridge sections over the canal are also under construction.

According to Mr. Hai, for key projects like the Ring Road 4, the workload increases significantly towards the end of the year, requiring overtime work for personnel. Despite the hardships, contractors, workers, and engineers are all united and determined to accelerate progress.

"Taking advantage of the good weather, we mobilized workers and machinery to adhere to the assigned schedule. Construction activities on the site continued as normal during the New Year holiday. As for the Lunar New Year, although there is no specific plan yet, everyone is ready to stay and work throughout the holiday to complete the parallel road project in 2025," Mr. Hai said.

However, the project still has many discontinuous areas where land has not yet been handed over, spanning approximately 4.38 km. For example, in package number 9, there are 10 remaining points in Hoai Duc district and 2 points in Dan Phuong district. The existing structures are mainly residential areas, factories, and underground and aboveground infrastructure.

Prepare a reserve of quantities to cope with bad weather.

At the construction site of package 8, the section passing through Soc Son and Me Linh districts, a portion of the railway overpass in Kim Hoa commune has had its pillars completed. Many sections of the route through Me Linh district have been paved with asphalt, creating a new look for the area.

A representative from the contractor, Truong Son Corporation, stated that the project has completed approximately 64% of the construction work to date, ensuring it is on schedule.

A technical officer in charge of package number 8 shared that the contractor is accelerating progress and striving to exceed the schedule to create a reserve in case of adverse weather conditions during construction.

"For sections where the land has been cleared, the consortium of contractors is committed to completing the parallel road project through Me Linh and Soc Son by June 2025," the contractor's representative affirmed.

Meanwhile, package number 10, passing through Ha Dong district and Thanh Oai district, and package number 11, passing through Thuong Tin district, are also being simultaneously implemented by contractors on multiple fronts, ensuring the project's progress.

When will construction on the highway begin?

Speaking with Giao Thong Newspaper, a representative of the Hanoi Traffic Project Management Board said that to date, the Board has received 776.82/786.2 hectares of land, equivalent to 48.35/52.73 km, reaching 91.7%.

Currently, the project still has 8.3% of the land, equivalent to more than 4.4km in length, that has not yet been cleared. Along the entire construction route, there are still many discontinuous and fragmented sections.

Currently, most of the agricultural land has been cleared. The remaining land clearance issues relate to residential land, long-standing burial grounds, and the relocation of high-voltage power lines. Hanoi is striving to complete the land clearance for the project before the Lunar New Year of 2025.

Hanoi People's Committee Vice Chairman Duong Duc Tuan affirmed that the progress of implementing the component projects, including compensation, support, land clearance, and parallel road construction, has basically met the requirements. The biggest difficulty currently is the implementation of Component Project 3 - Investment in the construction of the expressway under the public-private partnership (PPP) method.

"Component project 3 requires approximately 30 months of construction. If all goes smoothly and an investor is selected in the first quarter of 2025, then construction can begin in the second quarter of 2025," Mr. Tuan affirmed.

The Capital Region's Ring Road 4 project has a total length of nearly 113km, passing through 3 provinces and cities, including Hanoi (58km), Hung Yen (19.3km), and Bac Ninh (36.2km). The project's starting point is at the junction with the Hanoi - Lao Cai expressway, and its end point is at the junction with the Noi Bai - Ha Long expressway.

The project has a total investment of over 85,813 billion VND, of which the Ring Road 4 expressway is invested under a PPP with an investment of 56,500 billion VND. Construction started in June 2023 and the parallel road is scheduled to be completed in 2026, according to the project approval, and the expressway is to be completed in 2027.

After more than 17 months since the commencement of construction, 4 construction packages in Hanoi have been simultaneously implemented along a 48.35km route with 32 construction teams (23 road sections, 9 bridge sections).
