The proposal to restrict vehicle speeds in urban areas to no more than 30 km/hour has received mixed reactions.
Previously, in a document sent to the Ho Chi Minh City People's Committee, the Department of Transport proposed that the People's Committee approve the City's Traffic Safety Committee to research and develop a "Plan for implementing speed management for road users in the inner city area". In this plan, the City's Traffic Safety Committee proposed limiting speed to no more than 50 km/hour in urban areas and no more than 30 km/hour in areas with vulnerable road users.
According to the leaders of the Ho Chi Minh City Department of Transport, the National Technical Standard on Road Traffic Signs clearly states that the maximum permitted speed should not be less than 40 km/hour or greater than 120 km/hour. Therefore, the above proposal is not consistent with the regulations in QCVN 41:2019/BGTVT and Circular No. 31/2019 of the Ministry of Transport regulating the speed and safe distance of motor vehicles and specialized vehicles participating in road traffic.
The proposed document also contains some contents that do not fully present related issues. Therefore, the Department of Transport would like to withdraw and cancel the above document. "The Department of Transport will urgently study and complete the report contents and submit them to the City People's Committee as soon as possible" - the leader of the Department of Transport informed.
