Sở Nông nghiệp và Môi trường Sơn La quyết định mức tự chủ của các đơn vị sự nghiệp

Thực hiện Nghị định số 60/2021/NĐ-CP ngày 21/6/2021 của Chính phủ quy định cơ chế tự chủ tài chính của đơn vị sự nghiệp công lập; Nghị định 111/2025/NĐ-CP ngày 22/5/2025 của Chính phủ sửa đổi, bổ sung một số điều của Nghị định số 60/2021/NĐ-CP ngày 21/6/2021 của Chính phủ quy định cơ chế tự chủ tài chính của đơn vị sự nghiệp công lập; Thông tư số 56/2022/TT-BTC ngày 16/9/2022 của Bộ Tài chính hướng dẫn một số nội dung về cơ chế tự chủ tài chính của đơn vị sự nghiệp công lập; xử lý tài sản, tài chính khi tổ chức lại, giải thể đơn vị sự nghiệp công lập, Sở Nông nghiệp và Môi trường đã chỉ đạo các đơn vị sự nghiệp trực thuộc xây dựng phương án tự chủ theo quy định.

Based on the autonomy plan of public service units, based on relevant regulations, the report synthesizing the financial autonomy classification plan and revenue and expenditure estimates of public service units 2 under the Department of Agriculture and Environment for the period 2026-2030 under the Department, the appraisal results of the Department of Finance, the Department of Agriculture and Environment decided to grant autonomy in 2025 as follows:

There is 01 public service unit that self-insures regular expenses (Group 2), self-insurance level is 100%;

There is 01 public service unit that partially self-insures regular expenses (Group 3), self-insurance level is 15%.

There are 07 public service units whose regular expenditures are guaranteed by the State Budget (Group 4), with a self-guarantee level of less than 10%.

The assignment of financial autonomy to public service units in 2025 is the last year of the stabilization period. Units are responsible for reporting and evaluating the implementation of the autonomy mechanism in 5 years, based on the implementation results of the previous period, the tasks of the planning year and the next stabilization period, public service units develop a new stabilization period autonomy plan and send it to the superior management agency for consideration and verification along with the time of preparing the budget estimate of the planning year...; Based on the classification of service units and the State budget funding to support/grant regular expenditures, order the implementation of tasks, the fee revenue is left for 3 regular expenditures (if any) in 2025; The head of the unit is responsible for organizing the implementation of the unit's financial autonomy according to regulations./.
