Son La Department of Agriculture and Environment decides the level of autonomy of public service units.

Implementing Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government stipulating the financial autonomy mechanism of public service units; Decree No. 111/2025/ND-CP dated May 22, 2025 of the Government amending and supplementing a number of articles of Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government stipulating the financial autonomy mechanism of public service units; Circular No. 56/2022/TT-BTC dated September 16, 2022 of the Ministry of Finance guiding a number of contents on the financial autonomy mechanism of public service units; handling of assets and finances when reorganizing and dissolving public service units, the Department of Agriculture and Environment has directed its affiliated service units to develop autonomy plans according to regulations.

Based on the autonomy plan of public service units, based on relevant regulations, the report synthesizing the financial autonomy classification plan and revenue and expenditure estimates of public service units 2 under the Department of Agriculture and Environment for the period 2026-2030 under the Department, the appraisal results of the Department of Finance, the Department of Agriculture and Environment decided to grant autonomy in 2025 as follows:

There is 01 public service unit that self-insures regular expenses (Group 2), self-insurance level is 100%;

There is 01 public service unit that partially self-insures regular expenses (Group 3), self-insurance level is 15%.

There are 07 public service units whose regular expenditures are guaranteed by the State Budget (Group 4), with a self-guarantee level of less than 10%.

The assignment of financial autonomy to public service units in 2025 is the last year of the stabilization period. Units are responsible for reporting and evaluating the implementation of the autonomy mechanism in 5 years, based on the implementation results of the previous period, the tasks of the planning year and the next stabilization period, public service units develop a new stabilization period autonomy plan and send it to the superior management agency for consideration and verification along with the time of preparing the budget estimate of the planning year...; Based on the classification of service units and the State budget funding to support/grant regular expenditures, order the implementation of tasks, the fee revenue is left for 3 regular expenditures (if any) in 2025; The head of the unit is responsible for organizing the implementation of the unit's financial autonomy according to regulations./.
