The Vietnam General Confederation of Labor (VGCL) is urgently implementing a policy to support full-time union officials working under labor contracts to take leave and enjoy new benefits and policies according to Resolution 07 of the Government. How has the Vietnam General Confederation of Labor resolved difficulties for the group of full-time union officials working under contracts who quit their jobs due to organizational restructuring but are not eligible for policy 178, Madam?

In the process of implementing Decree 178/2024/ND-CP dated December 31, 2024 of the Government on policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of the organizational arrangement of the political system, the General Confederation received feedback from trade unions at all levels requesting that full-time trade union officials working under contract regimes enjoy policies under Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP. Therefore, on May 21, 2025, the General Confederation sent Official Dispatch No. to the Ministry of Home Affairs officially proposing to add full-time trade union officials signing professional and technical labor contracts to the group enjoying policies under Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP.

Next, the Standing Committee of the Party Committee of the General Confederation reported to the Party Committee of the Fatherland Front , Central organizations and issued an Official Dispatch on continuing to guide the implementation of Decree No. 178/2024/ND-CP, to direct localities and sectors: "While waiting for opinions from competent authorities, agencies and units shall resolve regimes and policies according to regulations".

At the same time, the General Confederation established a Research Team for specialized union officials who sign professional and technical labor contracts to review and propose solutions to resolve policies and regimes for this group according to the General Confederation's capacity and authority, referred to as Team 3713.

By July 4, 2025, the Politburo issued Conclusion No. 174-KL/TW on a number of tasks to continue building the organization and operation of two-level administrative units to ensure smoothness and efficiency. Accordingly, Clause 5 states: "The Vietnam General Confederation of Labor is assigned to preside over and coordinate with the Ministry of Home Affairs to research, advise, propose, and guide the settlement of regimes and policies for full-time trade union officials working under contract (receiving salaries and allowances from trade union funds) affected by the arrangement".

Immediately after Conclusion No. 174-KL/TW, the General Confederation directed Group 3713 of the General Confederation to coordinate with the Ministry of Home Affairs to study and propose solutions to resolve policies for full-time union officials working under contract.

The Standing Committee of the Party Committee of the General Confederation of Labor has sent an Official Dispatch to the Party Committee of the Fatherland Front and Central organizations to report on the plan to resolve benefits for full-time trade union officials working under contracts applying Decree No. 178/2024/ND-CP. At the same time, the General Confederation of Labor also sent Document No. 01/TTr-TLĐ dated July 17, 2025 to the Government requesting the Government to issue a Resolution to apply Decree No. 178/2024/ND-CP to resolve policies for full-time trade union officials working under contracts.

Based on the opinion of the Government Office, on July 28, 2025, the General Confederation held a meeting with the participation of representatives of the Central Organizing Committee, the Government Office, the Ministry of Home Affairs, the Ministry of Finance and the Ministry of Justice to contribute ideas and discuss the plan to submit to the Government. The opinions at the conference all "requested to review and recalculate the proposed plan lower than the severance policy level of Decree No. 178/2024/ND-CP".

On August 1, 2025, the Standing Committee of the Party Committee of the General Confederation of Labour sent an Official Dispatch to the Party Committee of the Fatherland Front, Central mass organizations, the Ministry of Finance and the Ministry of Justice to seek comments on the draft submission to the Government and the draft Resolution of the Government as a basis for perfecting the policy. After that, the General Confederation of Labour sent an Official Dispatch No. 1 to receive and explain the comments of the Party Committee of the Fatherland Front, Central mass organizations, the Ministry of Justice and the Ministry of Finance to the Ministry of Home Affairs to submit to the Government for promulgation of the Resolution.

After that, the General Confederation continued to send Document No. to the Ministry of Home Affairs and the Minister of Home Affairs to contribute comments to the draft Resolution of the Government in the direction of, in addition to the termination policy, proposing to add an early retirement policy for full-time union officials working under labor contracts who are eligible for early retirement. The benefit level is equal to 80% of the policies of Decree 178/2024/ND-CP.

On September 17, 2025, the Government officially issued Resolution No. 07/2025/NQ-CP, effective from the date of signing until November 1, 2025. The General Confederation will soon issue a guiding document to implement Resolution No. 07/2025/ND-CP of the Government.

I think that Resolution 07 has basically resolved many current problems encountered in the process of implementing organizational restructuring with specialized union cadres.

Could you tell us how many people will benefit from Resolution 07? Where will the funding come from? Is it too urgent to implement the support in just over a month? Will cases after November 1, 2025 be resolved?

According to our preliminary review, there are 511 cases proposed to enjoy the regime under Decree 07, but after review, there are 425 people who are eligible. These are people who signed contracts before January 15, 2019, receiving salaries and allowances from the union's financial resources.

The estimated funding to pay for 425 people, about 400 billion VND, is taken from the union's finances according to decentralization.

Resolution 07 requires that all subjects under the Resolution must have their records reviewed by competent authorities and resolved promptly and promptly before November 1, 2025, which means that all benefits must be paid to people before November 1, 2025. This means that units will have to review records in less than 1 month and must issue decisions on early retirement or termination of employment for those records; at the same time, units must calculate to ensure financial resources to ensure payment.

Cases after November 1, 2025 will not be resolved according to Resolution 07. Therefore, time is very urgent, trade unions at all levels must carefully review the records, calculate correctly and sufficiently to pay promptly, ensuring rights.
