Revise the licensing procedures for research and collection of intangible cultural heritage.
Specifically, Decree No. 31/2024/ND-CP amends and supplements several articles of Decree No. 01/2012/ND-CP dated January 4, 2012, of the Government, amending, supplementing, replacing, or repealing regulations related to administrative procedures under the management function of the Ministry of Culture, Sports and Tourism.

Specifically, Decree No. 31/2024/ND-CP amends and supplements point a, clause 3, Article 2 of Decree No. 01/2012/ND-CP on procedures for licensing research and collection of intangible cultural heritage as follows:
Vietnamese citizens residing abroad, foreign organizations, and individuals wishing to conduct research and collection should submit one set of documents directly, by mail, or electronically to the Director of the Department of Culture, Sports and Tourism/Director of the Department of Culture and Sports. This includes: an application form (Appendix I) and a project proposal (Appendix II) clearly stating the purpose, location, timeframe, and Vietnamese partners participating in the research and collection of intangible cultural heritage. In cases where the research and collection area spans two or more provinces or centrally-governed cities, one set of documents should be submitted directly, by mail, or electronically to the Minister of Culture, Sports and Tourism.
Within 15 working days from the date of receipt of the application for the Minister of Culture, Sports and Tourism and 10 working days for the Director of the Department of Culture, Sports and Tourism/Director of the Department of Culture and Sports, the heads of the above agencies are responsible for considering the issuance of the license. In case of refusal, the reasons must be clearly stated in writing.
Amend the procedures for issuing professional licenses to owners of shops trading in relics, antiques, and national treasures.
In addition, Decree No. 31/2024/ND-CP also amends and supplements Point d, Clause 3, Article 2 of Decree No. 01/2012/ND-CP on procedures for granting practice certificates to owners of shops buying and selling national relics, antiques and treasures as follows:
The shop owner submits one set of application documents for a license to trade in relics, antiques, and national treasures directly, by mail, or electronically to the Director of the Department of Culture, Sports and Tourism/Director of the Department of Culture and Sports.
The application dossier for a professional license to trade in relics, antiques, and national treasures includes: Application form for a license (Appendix IV); Legally certified copies of relevant professional qualifications.
