On March 21, the Criminal Investigation Agency of Vinh Long Provincial Police announced that it had issued a decision to temporarily detain Nguyen Quoc Vuong (40 years old, residing in Hamlet 1, Ward 5, Vinh Long City, Vinh Long Province) for investigation into the act of usury.

Previously, on March 12th, the Criminal Investigation Department of the Vinh Long Provincial Police, in coordination with the Vinh Long City Police and the Police of Ward 5, caught Vuong red-handed receiving 10 million VND and writing a receipt from the borrower.
During a search of Vuong's residence, police seized numerous documents related to usurious lending. Initially, Vuong admitted to lending money at an interest rate of 30% per month.
The police have received numerous complaints from individuals regarding Vuong's usurious lending practices in civil transactions; they have also clarified that the amount of illicit profit from Vuong's usurious lending exceeds 200 million VND. The police are requesting that anyone involved in Vuong's activities contact the Criminal Investigation Department of the Vinh Long City Police to provide information to assist in the investigation. The case is being further investigated and processed according to the law.
