This was the directive of the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, at the working session of the Standing Committee of the Provincial Party Committee with the Provincial Farmers' Association on some key tasks for 2024, which took place this afternoon, March 11th. The Standing Vice Chairman of the Provincial People's Committee, Ha Sy Dong, and the Head of the Provincial Party Committee's Mass Mobilization Department, Le Thi Lan Huong, also attended the meeting.

In 2023, all levels of the Farmers' Association and its officials and members throughout the province proactively, creatively, and flexibly implemented the tasks of the Association and the farmers' movement. Political and ideological propaganda and education were intensified, carried out extensively and promptly; the organizational structure and personnel of the Association were consolidated and strengthened to improve operational efficiency; and the quality of membership was enhanced.
The core role of the association in building the peasant class is increasingly affirmed, contributing to raising political awareness, knowledge, and production and business skills for farmers. Consulting, service, support, vocational training, and the development of economic models, cooperatives, and associations continue to be promoted, contributing to the transformation of the rural economy and labor structure and improving the lives of farmers.
During the year, the province gained more than 2,000 new members, bringing the total number of members in the province to nearly 88,600. A movement was launched encouraging farmers to compete in excellent production and business, unite to help each other get rich and achieve sustainable poverty reduction, with nearly 27,500 households achieving the title of excellent producers and business operators at various levels.
We have supported and guided the construction of over 156 agricultural production models applying scientific and technological advancements; and coordinated the construction of over 96 exemplary models of safe crop cultivation, livestock farming, and aquaculture according to VietGAP standards. In collaboration with the Provincial Youth Union, Tuoi Tre Newspaper, and Greenfeed Vietnam Joint Stock Company, we organized the "Supporting Farmers" program, providing assistance to 40 disadvantaged farming families with children who are academically gifted students in Vinh Tu and Vinh Thai communes (Vinh Linh district) with a total budget of 920 million VND.
From the Farmers Support Fund, 361 projects have been invested in, with 765 households receiving loans; in coordination with banks, the program to provide loans to farmers has been effectively implemented. To date, the total capital channeled through associations has reached over 2,533 billion VND, with 1,031 groups comprising 33,953 farmer households receiving loans.
Building on the achievements of the past year, in 2024, the Provincial Farmers' Association has set out 12 key tasks, including: continuing to concretize the implementation of the Party's viewpoints and policies, the State's laws and regulations, and those of the province and the Central Farmers' Association regarding agriculture, farmers, and rural areas; effectively implementing national target programs; and promoting the application of information technology and digital transformation in the management and operation of the association.
Promoting the role and improving the quality and effectiveness of social supervision and criticism; proactively gathering information and feedback from farmers to resolve issues promptly, avoiding hotspots and mass complaints; organizing a conference for the Chairman of the Provincial People's Committee to dialogue with farmers in 2024; focusing on maintaining and promoting the results of implementing Resolution 04-NQ/TU of the Provincial Party Committee on promoting agricultural restructuring associated with the implementation of the National Target Program for building new rural areas...
At the same time, it is proposed to increase the supplementary budget allocation to the Farmers' Support Fund. Annually, allocate funds from the budget, national target program funds, and direct credit sources to the Farmers' Association; support the development of professional branches, professional groups, cooperatives, and cooperative groups; and replicate digital transformation models at the grassroots level...
During the meeting, delegates proposed solutions to raise awareness of legal compliance among farmer members, especially in remote and disadvantaged areas. They also emphasized the need for properly targeted and relevant vocational training for farmers, and stressed the importance of strengthening coordination with relevant units.
Concluding the meeting, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, Nguyen Dang Quang, agreed with the proposals of the Provincial Farmers' Association.
At the same time, it is requested that the Provincial Farmers' Association coordinate with the Department of Finance to urgently develop a plan to supplement the capital of the Farmers' Support Fund for submission to the Provincial People's Committee for approval. Strengthen the dissemination of information to members and farmers about new policies and guidelines of the Party and State related to farmers, especially the Land Law, the Cooperative Law, the Law on Grassroots Democracy; and exemplary and effective models...
Promote vocational training for farmers; strengthen support for farmers based on the principle of "everyone standing up on their own," fostering solidarity and mutual assistance to achieve sustainable wealth creation and poverty reduction. Continue to effectively implement the coordination regulations with departments, agencies, and units in carrying out tasks. Intensify the training of association officials at all levels.
