On the afternoon of October 8th, in Ngoc Lac district, the Standing Committee of the Provincial Party Committee held a conference to unify the coordination mechanism in advising, directing, and implementing solutions to prevent and resolve incidents where citizens gather in large numbers to protest at the headquarters of provincial and district-level agencies and departments, causing a disruption of security and order in the 11 mountainous districts. Attending the conference were members of the Provincial Party Standing Committee: Nguyen Ngoc Tien, Head of the Provincial Party Committee's Internal Affairs Department; Mai Xuan Liem, Vice Chairman of the Provincial People's Committee; Major General Tran Phu Ha, Director of the Provincial Police; representatives of leaders from provincial departments, agencies, and organizations; and leaders from 11 mountainous districts in the province.

Over the past period, the Standing Committee of the Provincial Party Committee has strengthened its leadership and guidance to Party committees, Party groups, departments, agencies, the Fatherland Front, mass organizations at the provincial level, district, town, and city Party committees, and subordinate Party committees in organizing the implementation of solutions to prevent and resolve mass and complex complaints among the people in the province.

Heads of Party committees and governments at all levels, and heads of functional agencies and departments have done a good job of receiving citizens regularly and on an ad hoc basis, promptly grasping their thoughts and aspirations, listening to their suggestions and complaints; and directly engaging in dialogue with citizens in complex cases to resolve pressing issues that lead to complaints. From 2023 to the present, heads of Party committees at all levels have received 3,245 people regarding 1,812 cases...
The work of receiving citizens and resolving complaints and denunciations at departments, agencies, districts, towns, and cities is receiving increasing attention, ensuring regular and timely explanations, guidance, receipt, and processing of petitions according to regulations; coordination between agencies and units is carried out closely, effectively handling cases involving large numbers of people and complex complaints. Coordination between provincial-level departments and agencies, and with the Party committees and governments of districts, towns, and cities in preventing and resolving complaints is also carried out closely.
At the conference, delegates discussed and clarified difficulties, obstacles, shortcomings, and limitations in leadership and guidance in preventing, coordinating, and resolving potential and ongoing cases of complaints; shared experiences and effective methods from practical leadership and guidance at the local level and within their units; and proposed solutions to improve the effectiveness of coordination, prevention, and resolution of complaints and large gatherings in the province in the coming period.

In his remarks at the conference, the Standing Deputy Secretary of the Provincial Party Committee acknowledged, commended, and highly appreciated the proactive and timely spirit of the Provincial Police in assessing the situation, advising the Standing Committee of the Provincial Party Committee to issue documents and organize conferences to unify the coordination mechanism in advising, directing, and implementing solutions to prevent and resolve incidents involving large gatherings of people and complaints that disrupt public order and security.

The comrade stated clearly: Thanh Hoa is a large province with a large population and vast territory. In recent years, it has experienced high economic growth, with many large projects, including national, regional, and provincial key projects being implemented... yet the political security and social order in the province remain very stable. Although there have been complex, large-scale, and escalated complaints and disputes, given the nature of a large province with a developing economy and land acquisition for large projects, these cases remain under the control of the Party committee, the government, and law enforcement agencies in the province.

The work of receiving citizens and resolving complaints and denunciations in the province has seen many positive changes. In particular, the awareness of all levels and sectors regarding the work of receiving citizens and resolving complaints and denunciations has increasingly improved, considering it a key task. The responsibility of regularly receiving citizens by the heads of Party committees and governments has become a regular practice and is strictly adhered to, becoming a routine task for leaders of Party committees and governments from the provincial to the grassroots level.
Party committees and authorities have decisively directed specialized agencies to focus on resolving complaints and denunciations within their jurisdiction; the tendency to pass the buck and avoid responsibility has been largely overcome; and the number of appeals to higher levels has also decreased significantly.
The province has focused on resolving many complex and protracted complaint cases, contributing to stabilizing the situation at the grassroots level; mediation in resolving complaints and denunciations has been given attention and promoted. In some localities, complex cases involving large gatherings of people and those escalated to higher levels have been proactively and decisively addressed by provincial departments, coordinating with and guiding Party committees and authorities to find solutions from the outset, thus controlling the situation and ensuring security and order in those areas and throughout the province.

The Deputy Secretary of the Provincial Party Committee raised concerns about potential risks that could lead to large gatherings of people filing complaints, causing disruption to public order and security in the coming period. He also requested that Party committees and authorities at all levels, especially the Secretaries and Chairmen of the People's Committees at all levels, and the heads of departments and sectors, take responsibility for leading, directing, and implementing the work of receiving citizens and resolving their complaints and denunciations; and that this be considered an important and ongoing political task.
Party secretaries, chairmen of People's Committees at all levels, and heads of departments, agencies, and units must directly receive citizens and directly lead and direct the work of resolving citizens' complaints and denunciations in their respective areas, agencies, and units, and be responsible to their superiors and to the law for this work. They must strictly adhere to the scheduled citizen reception times to listen to the people's concerns, grievances, suggestions, and proposals for timely resolution. Citizen reception should be linked to directing and resolving citizens' complaints and denunciations definitively, and to monitoring and urging the resolution of cases until a result is achieved. Along with citizen reception, dialogue with citizens should be encouraged, and citizens should be persuaded to strictly comply with the laws of the State and the policies of the province and locality.
When complaints and denunciations arise at agencies, units, and localities, the Party Secretary, Chairman of the People's Committee, and the head of the agency must decisively direct specialized agencies and competent authorities to resolve them objectively and in accordance with the law, without avoiding or shirking responsibility; resolving citizens' feedback and suggestions in a fair and reasonable manner.
All complaints and denunciations from citizens must be received, considered, and resolved without shirking or avoiding responsibility, which would cause frustration and tension among the people. When numerous and complex complaints and denunciations arise, the Party Secretary, the Chairman of the People's Committee at all levels, and the head of the agency or unit must directly supervise the investigation to clarify the content and causes, comprehensively consider all legal aspects and practical circumstances, and direct the resolution. At the same time, public dialogues must be organized with the complainants to listen to their concerns and gather additional information to guide the resolution of the case in a fair and reasonable manner.
To advise the Provincial Party Committee and the Provincial People's Committee on effectively resolving complaints and denunciations in the province, it is requested that the Provincial Party Committee's Internal Affairs Department take the lead in coordinating with relevant agencies to advise the Standing Committee and the Provincial Party Committee on improving the work of receiving citizens and resolving complaints and denunciations, especially regarding the coordination mechanism in leadership and direction.
It is proposed that the Provincial Inspectorate take the lead and coordinate with relevant departments, districts, towns, and cities to compile complex, large-scale, and escalated complaint cases that have the potential to become hotspots. These cases should be thoroughly and specifically studied based on legal regulations, and recommendations for resolving them definitively should be made, especially those related to land, land clearance, and the environment.
The provincial police, in coordination with relevant agencies, will closely monitor the situation and strictly handle extremist actions, incitement to mass protests and demonstrations, and resistance to law enforcement during mass protests, especially those with the potential to become hotspots of public security and order. They will direct the police in districts, towns, and cities to proactively monitor the situation and advise local Party committees and authorities on resolving mass protest cases, preventing any passive or unexpected situations; and promptly thwarting any attempts by malicious elements to exploit protests to undermine local authorities and disrupt public security and order. Simultaneously, they will develop solutions to address the issue of individuals colluding to file mass protests and bypassing established channels.
The Vietnam Fatherland Front and political organizations must strengthen their oversight of citizen reception and complaint resolution; and monitor the resolution of complaints and denunciations that they have forwarded to competent authorities. Simultaneously, the Vietnam Fatherland Front and mass organizations must effectively disseminate information and encourage citizens to comply with regulations on complaint resolution, adhere to laws on complaints and denunciations, avoid large gatherings, and not listen to incitement or provocation. They must also promote mediation, dialogue, and persuasion of citizens; and put an end to untrue complaints and denunciations, and deliberate non-compliance with regulations on complaint resolution when the law is already in effect.
The Provincial Party Committee's Propaganda Department and the Department of Information and Communications direct media agencies in the province to provide accurate, timely, truthful, and objective information on complaints and denunciations, contributing to shaping public opinion and supporting the work of receiving citizens and resolving their complaints and denunciations.
The Deputy Secretary of the Provincial Party Committee emphasized: The coordination mechanism for resolving issues must be under the centralized and unified leadership and direction of the Party committee, directly and regularly by the Standing Committee and the Executive Committee of the Party committee. In this mechanism, the internal affairs agency, the police agency, and the inspection agency are the core bodies responsible for advising, coordinating, and resolving issues to ensure stability; while also actively participating the Fatherland Front and its member organizations.
