The "seed capital" from the industrial promotion program has helped many businesses, cooperatives, and households, especially craft villages in Hai Lang district, overcome difficulties and create momentum in investing in and applying modern machinery and equipment for production, resulting in many quality products that meet market demands.

As one of the rural industrial models that received 50 million VND from the district-level industrial promotion fund in 2023, the industrial garment factory of Ms. Le Thi Minh Hue in Dong Son village, Hai Son commune, Hai Lang district is currently operating effectively and has created regular jobs for many local workers. With over 20 years of experience in the garment industry, Ms. Hue has always wanted to develop her family's economy while supporting local workers to earn additional income right in her hometown.
Therefore, after researching the market, since 2019, Ms. Hue has invested nearly 100 million VND to purchase machinery and equipment, then receives garment products from several garment companies inside and outside the province for processing. On average, Ms. Hue's facility processes 1,000 - 2,000 garment products per month. During peak periods, the facility produces nearly 4,000 products per month.
Ms. Hue said: "To complete a garment, many steps are required, such as cutting fabric, hemming, overlocking, sewing, etc., so it requires a lot of labor. Workers who don't know how to sew can learn in about a month. Although it doesn't require high technical skills, the seamstress must be skillful and meticulous to create quality and aesthetically pleasing products."
"With effort, each person can earn an average of 4-5 million VND per month." After more than 5 years of development, Ms. Hue's garment factory has received many orders from all over the country, and its production scale has increased more than 2.5 times compared to the beginning.
Therefore, the requirement is to invest in more machinery to increase productivity and enhance competitiveness in terms of product quality and price.
In the context of limited funds, with the support of 50 million VND from the district-level industrial promotion program, along with matching funds from her family, Ms. Hue was able to realize her investment goals.
Currently, Ms. Hue's garment factory provides employment for over 40 workers, with an average income of 3-4 million VND per worker per month. The factory's average revenue is 150 million VND or more per month.
Ms. Hue shared: “Thanks to the support from the industrial promotion fund, I have boldly invested in additional machinery such as thread cutting machines, button making machines, packaging machines, etc., to modernize the process, improve product quality, and meet the increasingly high demands of the garment market. This has led to more orders, creating regular jobs for many rural workers, especially women.”
Thanks to funding from the district-level industrial promotion program, Mr. Ho Minh Thanh and Ms. Nguyen Thi Hue, a couple residing in My Chanh village, Hai Chanh commune, Hai Lang district, have been further motivated to preserve and develop the traditional local craft of making tapioca dumplings.
In the small house filled with the fragrant aroma of flour, filling, and the familiar scent of banana leaves, Ms. Hue proudly introduces this as a specialty cake from her hometown, a recipe that requires years of experience to make the cake with the right flavor. Every day, Ms. Hue's family makes and sells about 2,000 to 3,000 cakes.
Besides family members, during peak seasons, the couple has to hire 5 or 6 extra people to help. “Previously, our family mainly made tapioca dumplings by hand. Since 2022, we have received 45 million VND from the district's industrial promotion fund, along with our family's savings, so we have boldly invested in some machinery to ensure hygiene and save time and effort, such as: a steamer, a vacuum sealing machine, a dough mixer, a flour grinder, an industrial steamer...”
Thanks to this, the productivity and quality of our products have steadily increased, becoming popular with customers both within and outside the province, who place orders continuously. In 2022, the tapioca dumplings produced by our family won first prize in the district-level selection of outstanding rural industrial products and were one of 22 products/sets certified as outstanding rural industrial products at the provincial level in 2022,” Ms. Hue said.
According to the Project Management Board for Land Development and Industrial Clusters in Hai Lang District, industrial promotion activities in 2023 and the first quarter of 2024 maintained their momentum and yielded encouraging results. Rural industrial production facilities have developed significantly in terms of quantity, scale, and quality; the management skills and expertise of workers have also improved considerably.
The implementation of industrial promotion projects is always linked to the actual needs of rural industrial establishments, giving people a new perspective on the State's support in encouraging rural industrial development and building new rural areas.
In addition to supporting the application of advanced machinery and equipment in production and improving product quality, the unit also annually introduces and connects businesses to promote their products on websites and e-commerce platforms; participates in conferences and seminars connecting supply and demand; and participates in product exhibitions at trade fairs inside and outside the province, creating opportunities for businesses to exchange knowledge, promote trade, and find markets.
According to Tran Duc Hien, Deputy Director of the Project Management Board for Land Development and Industrial Clusters of Hai Lang District: “In order to support and create leverage for rural industrial establishments to gradually develop sustainably, in the coming time, the Project Management Board for Land Development and Industrial Clusters of the district will continue to effectively implement the district's industrial promotion program for the period 2021-2025 and Resolution No. 62/NQ-HĐND dated October 12, 2021 of the District People's Council on supporting industrial promotion activities in the district for the period 2021-2025.”
"We provide advice and guidance to small-scale handicraft production facilities in the area to expand production scale and connect them with input and output markets. This contributes to promoting the shift in the local economic and labor structure towards industrialization and modernization, achieving sustainable poverty reduction and building new rural areas with high results."
