The conference was held in a hybrid format, combining in-person and online participation across all 63 provinces and cities. Deputy Minister Pham Ngoc Thuong chaired the conference.

Attending the training conference at the main venue were representatives and specialists from departments, bureaus, and units under the Ministry of Education and Training ; and experts on subjects and educational activities from relevant units and organizations.

At the local locations, participants included leaders and specialists from the Department of Education and Training and the District Department of Education and Training; and administrators and teachers of Natural Sciences , History and Geography, Experiential Activities, and Career Guidance from schools nationwide.

In his opening remarks, Deputy Minister Pham Ngoc Thuong stated: The 2023-2024 school year marks the third year of implementing the teaching of Natural Science, History and Geography, Experiential Activities, and Career Guidance at the lower secondary level. Based on reports from the provinces, many localities have proactively and flexibly organized the teaching of these subjects very effectively.

The monitoring team implementing Resolution 88 also assessed that the process of organizing teaching and learning according to the 2018 General Education Program, including integrated subject teaching, has basically achieved important results, meeting the program's objectives.

However, educational reform in general, as well as the organization of teaching Natural Sciences, History and Geography, experiential activities, and career guidance, is taking place nationwide in a very large number of schools. This is also a new and challenging area; the conditions in different regions and localities vary in terms of infrastructure, teaching staff, and teaching organization, so it is inevitable that there will be obstacles, difficulties, and confusion.

The Deputy Minister stated that, in the past period, the Ministry of Education and Training has held many training sessions and issued guidance documents to gradually organize the teaching and learning of these subjects effectively.

Summarizing reports on the difficulties encountered in implementing Natural Science, History and Geography, Experiential Activities, and Career Guidance subjects in localities, the Director of the Department of Secondary Education, Nguyen Xuan Thanh, stated: Most localities face difficulties due to a shortage of teachers and teachers lacking confidence in teaching; difficulties in organization and implementation; testing and evaluation; lack of facilities and laboratory equipment; and difficulties in funding implementation.

At the conference, Director Nguyen Xuan Thanh directly provided training on issues related to teaching Natural Sciences, History and Geography, career guidance activities, guidance on implementing the system of documents, and solutions to specific obstacles and difficulties encountered after the local inspection and evaluation process in the past for each subject.

Deputy Minister Pham Ngoc Thuong acknowledged the role of the teaching staff and recognized the teachers who have overcome difficulties and hardships, making great efforts to resolve issues, ultimately aiming for the benefit of the students.

To improve the teaching of subjects and educational activities in schools, the Deputy Minister requested that units under the Ministry, according to their functions and duties, continue to listen to feedback from the grassroots level in order to better advise, direct, and implement the 2018 General Education Program.

In addition, emphasis should be placed on inspection and monitoring, and gathering information on implementation in localities. Difficulties must be addressed, successes must be replicated, and negligence must be promptly addressed through written directives to ensure the effectiveness of inspection and monitoring. The functions and administrative management of the Ministry's agencies should be further strengthened and clarified. Units under the Ministry of Education and Training are requested to continue researching specialized topics to organize training sessions.

The Deputy Minister stated: Training and professional development is a continuous process, linked to both short-term and long-term goals, with a strategic focus on the teaching staff. Along with this, there is a need to systematize relevant documents to ensure consistency in implementation.

Regarding local authorities, the Deputy Minister noted the need to continue raising awareness about educational reform throughout the sector and society, especially among parents and students.

Furthermore, localities need to focus on ensuring resources and reviewing policies and incentives for teachers. In particular, there should be forms of reward for teachers who have achieved success in educational reform. This is a recognition that creates strength and resources to overcome difficulties and implement the program.
