(CLO) On the morning of October 22, the People's Committee of Hai Duong province organized a conference to disseminate and guide the implementation of the 2023 Housing Law and the 2023 Real Estate Business Law.
The Housing Law and the Real Estate Business Law, effective from August 1, 2024, introduce many new provisions, providing an opportunity to address previously existing difficulties and obstacles in order to create a healthy investment and business environment and protect the rights of citizens and businesses in accordance with the law.
Furthermore, the provisions of the Law and the contents of the implementing decrees this time cover most of the state management aspects in the field of housing and real estate business.

At the conference, leaders from the Department of Housing and Real Estate Market Management and the Legal Department ( Ministry of Construction ) disseminated and provided guidance on the 2023 Housing Law, decrees, decisions, and circulars detailing the law; introduced the basic contents of the 2023 Real Estate Business Law; the relationship between these two laws and other laws; and Government Decree No. 100/ND-CP dated July 26, 2024, regulating the development and management of social housing.
Addressing the delegates attending the conference, Mr. Tran Van Quan, Vice Chairman of the People's Committee of Hai Duong province, requested that delegates and investors carefully review the contents, especially the new points of the law. For unclear or differing interpretations, he urged them to compile and propose solutions so that experts from the Ministry of Construction can provide direct guidance at the conference, facilitating implementation in the locality.
Regarding some of the projects that Hai Duong province is currently implementing, such as: researching and advising the Provincial People's Council to issue a mechanism to support the implementation of construction investment projects according to the plan: in addition to supporting land fee exemption, it also supports land clearance costs and infrastructure investment costs in social housing areas for both urban and suburban cases. This content requires seeking opinions, suggestions, and guidance from the Ministry of Construction and requesting experts from the Ministry to provide additional information and best practices from other localities. In addition, there are many other ongoing projects with differing opinions; the leaders of the Department of Construction are requested to compile this information for consultation with the leaders and experts of the Ministry of Construction.
