Training on the implementation of the 2024 Land Law for 124 communes and wards in the province

On July 19, Lam Dong Department of Agriculture and Environment organized an online training conference on the implementation of the 2024 Land Law and instructed and discussed with localities on the implementation of decentralization and delegation of powers according to Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government to implement a number of State management contents on Agriculture and Environment for 124 communes and wards in Lam Dong province.

The training conference was directly delivered to the remaining 198 communes, wards and special zones in the province to exchange and guide communes, wards and special zones in the whole province to ensure smooth, effective and efficient operation of land policies when implementing two-level local government, and at the same time support localities in resolving administrative procedures in the land sector.

Speaking at the conference, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Ngoc Phuc said that since July 1, Lam Dong province has operated a two-level government model with a large number of tasks related to administrative procedures in the land sector transferred to the commune level for implementation.

The Vice Chairman of Lam Dong Provincial People's Committee suggested that based on practical activities after 2 weeks of operating the 2-level local government, the results of implementing the 2024 Land Law and implementing administrative procedures, delegates should focus on exchanging and discussing difficulties and problems, proposing tasks and solutions in the coming time. Thereby, helping the implementation of the 2024 Land Law and handling of administrative procedures at the local level to achieve the set goals and tasks.

To systematically implement the two-level local government model without causing disruption in work handling, the Prime Minister has issued 28 decrees on decentralization, delegation of power and assignment of authority.

In particular, the Ministry of Agriculture and Environment advised the Government to issue 3 decrees including: Decree No. 131 and 136 dated June 12, 2025 regulating decentralization and decentralization of state management in the fields of Agriculture and Environment; Decree No. 151 dated May 12, 2025 regulating the decentralization of authority of two-level local governments and decentralization and decentralization in the field of land, creating a complete legal basis for the implementation of the organization of two-level local governments.
