According to information from the People's Committee of Hai Phong City, implementing the direction of the Central Government, on August 23, 2023, Mr. Nguyen Van Tung - Chairman of the People's Committee of Hai Phong City, signed and issued Plan 222/KH-UBND to implement the arrangement of administrative units at district and commune levels in the area for the period 2023 - 2025.

Accordingly, in 2023, relevant units and functional agencies of Hai Phong City will review and issue relevant guidance documents, organize adjustments and supplements to planning, develop plans and overall projects to arrange district and commune-level units for the period 2023 - 2025.

In 2024, Hai Phong plans to complete the arrangement of commune-level administrative units by submitting to the District People's Council, unifying the resolution, consulting the City Steering Committee, the City Party Committee, and submitting to the City People's Council for approval of the arrangement policy. At the same time, perfecting the personnel apparatus, initially resolving redundant policies, and converting related documents according to regulations.

Policy - Hai Phong: Focus on completing the merger of communes and wards in 2024

It is expected that by 2030, Kien Thuy district will become a district. At that time, Hai Phong city will have only one district, Bach Long Vi island district.

By 2025, localities that carry out the arrangement will continue to resolve the regime for redundant people in agencies, organizations and units. In addition, complete the arrangement and handling of headquarters, public assets as well as convert related documents of individuals due to changes in administrative units, edit and supplement the administrative boundary map of the new unit.

In 2023, performing the tasks assigned by the City People's Committee, the Hai Phong Department of Home Affairs chaired and coordinated with relevant local departments and branches to advise on the establishment of the Steering Committee of the Hai Phong City Party Committee on the arrangement of administrative units at district and commune levels in the area for the period 2023 - 2025.

Also in this year, the People's Committees of districts under Hai Phong City established District Steering Committees and directed communes, wards and towns to establish Steering Committees in administrative units subject to rearrangement according to regulations.

Plan No. 222/KH-UBND of the People's Committee of Hai Phong City is assessed as specific, suitable to the local situation and in accordance with the direction of the Politburo and the National Assembly Standing Committee in the resolutions on the arrangement of district and commune-level administrative units for the period 2023 - 2030 and the Plan to implement the arrangement of district and commune-level administrative units for the period 2023 - 2025 of the Government.

Two districts to become districts and cities in 2025

In Plan No. 222/KH-UBND, Hai Phong City People's Committee requested the implementation and completion of the arrangement of commune-level administrative units in the area in the period of 2023 - 2025 associated with the implementation of the projects: Establishing Thuy Nguyen City under Hai Phong City, establishing An Duong district and adjusting the boundaries to expand Hong Bang district.

In Thuy Nguyen district, in early March 2024, the People's Committee of Hai Phong City issued Document No. 403/UBND-KSTTHC agreeing in principle to organize a consultation with voters on the Project to rearrange commune-level administrative units, establish wards and establish a city under Hai Phong City in Thuy Nguyen district.

According to information from the Department of Internal Affairs of Thuy Nguyen district, the locality is currently preparing to collect voters' opinions on the Project on administrative unit arrangement to submit to the District People's Council for approval at the next session.

According to the Project on administrative unit arrangement of Thuy Nguyen district, 11 communes will be merged to form 4 new communes, including: Gia Minh - Gia Duc - Minh Tan; Lien Khe - Lai Xuan; An Son - Ky Son - Phu Ninh; Hop Thanh - Cao Nhan - Chinh My.

9 communes and towns of Thuy Nguyen district remain intact including their names and are upgraded to wards, including: Minh Duc town, communes of Quang Thanh, Hoa Dong, Thien Huong, An Lu, Hoa Binh, Ngu Lao, Tam Hung, Lap Le.

Eight new wards will be established on the basis of merging communes and towns: Nui Deo Town - Thuy Son Commune - Thuy Duong Commune; Tan Duong Commune - Duong Quan Commune; Lam Dong Commune - Hoang Dong Commune; Kien Bai Commune - My Dong Commune; Dong Son Commune - Kenh Giang Commune; Luu Ky Commune - Luu Kiem Commune; Trung Ha Commune - Thuy Trieu Commune; Phuc Le Commune - Pha Le Commune.

With this plan, Thuy Nguyen City under Hai Phong City is expected to be established in 2025, including 21 wards and communes instead of 37 communes and towns as at present with a total area of ​​nearly 270 km2 and a population of more than 382,000 people.

Ms. Tran Thi Quynh Trang - Secretary of the District Party Committee, Head of the Steering Committee for the Project to merge administrative units of An Duong district, Hai Phong city, requested localities and units in the area to urgently carry out the procedures to approve the project.

Meanwhile, in An Duong district, at the Steering Committee meeting of the District Administrative Unit Arrangement Project held on March 7, 2024, Ms. Tran Thi Quynh Trang - Secretary of the District Party Committee, Head of the District Steering Committee of the Project, requested localities and units to fully prepare the contents and conditions to organize meetings of People's Councils at all levels to approve the contents of the Project. In which, the commune level must complete before April 9, 2024, the district level must complete before April 11, 2024.

According to the Project on arranging commune-level administrative units, establishing wards, establishing An Duong district and adjusting the administrative boundaries between An Duong district and Hong Bang district, maintaining the status quo and upgrading to wards of 6 communes: An Dong, An Hoa, Dong Thai, Hong Thai, Hong Phong, Le Thien.

In addition, new wards were established: Le Loi (merging An Duong town and Le Loi commune); An Hai (Dang Cuong commune and Quoc Tuan commune); Tan Tien (Tan Tien commune and area 1 of Bac Son commune); Nam Son (Nam Son commune and area 2 of Bac Son commune).

The three communes of An Hong and An Hung in Dai Ban, which are currently under An Duong district, will be merged and form a new ward under Hong Bang district, Hai Phong city. It is expected that An Duong district will become a district in 2025.

Hai Phong will have only one district.

Not only Thuy Nguyen and An Duong districts, the remaining districts in Hai Phong City are urgently implementing the procedures for merging administrative units, arranging personnel... according to the roadmap set out in Plan 222/KH-UBND of Hai Phong City People's Committee.

The arrangement of administrative units in Hai Phong City in the period of 2023 - 2025 under the direction of the Politburo, the National Assembly Standing Committee and the Government will not only help the locality streamline and restructure the staff, civil servants and public employees, but also create favorable conditions for socio-economic development and ensure security and national defense.

This is also considered a necessary and important step to help the locality implement the Hai Phong City Planning for the period 2021 - 2030, with a vision to 2050, approved by the Prime Minister.

It is expected that by 2030, Hai Phong City will have only one district, Bach Long Vi island district.

According to the Plan, by 2030, the urban system of Hai Phong City will include: Inner city area (9 districts, including 7 existing districts and 2 new districts established including An Duong and Kien Thuy); 1 type III urban area (Thuy Nguyen city, including the entire Vu Yen island); 4 type IV urban areas; 6 type V urban areas.

After 2030, An Lao, Vinh Bao and Tien Lang districts will be developed into towns, and Cat Hai district will become an island district. Thus, in the future, Hai Phong City will have only one district, Bach Long Vi island district.

The arrangement of administrative units is expected to create favorable conditions for Hai Phong to complete the goals set out in the Hai Phong City Planning for the period 2021 - 2030, with a vision to 2050 to become a key economic center of the country.

In particular, by 2030, the contribution rate of Hai Phong City's GRDP to the country's total product (GDP) will reach about 6.8%; GRDP per capita (current price) will reach about 558 million VND (equivalent to about 21,700 USD); State budget revenue in the area will reach 300,000 - 310,000 billion VND, of which domestic revenue will reach 90,000 - 98,000 billion VND .
