
On the morning of November 4th, after hearing a report on the proposed number of Vice Chairmen of the People's Committee at commune-level administrative units for the 2021-2026 term, the Steering Committee for the reorganization of commune-level administrative units in the province for the 2023-2025 period unanimously agreed on the principle of appointing 2 Vice Chairmen of the People's Committee for Type II commune-level administrative units.
According to the Department of Internal Affairs' report, the province currently has 235 commune-level administrative units (178 communes, 47 wards, and 10 towns). Of these, 22 are Type I commune-level administrative units, 194 are Type II units, and 19 are Type III units.
Currently, all Type I commune-level administrative units have been assigned two Vice Chairmen of the People's Committee; all Type III units have been assigned one Vice Chairman of the People's Committee.
However, following the province's policy implemented in June 2021, only 14 Type II commune-level administrative units have been allocated two Vice Chairmen of the People's Committee, while 180 units currently have only one Vice Chairman.
The province has agreed to allow all Type II commune-level administrative units to have two Deputy Chairmen of the Commune People's Committee in the future. This will facilitate the restructuring of commune-level administrative units; reduce the workload for current commune-level People's Committee leaders, especially in places where the Party Secretary also serves as the Chairman of the Commune People's Committee; and at the same time, accelerate the progress and improve the quality of handling local affairs.
The Steering Committee assigned the Department of Internal Affairs to guide district-level units in implementing the allocation of the number of Vice Chairmen of the People's Committees at the commune, ward, and town levels.
