The signing ceremony with three partners in the fields of smart governance, innovation based on artificial intelligence, and sustainable development is a significant milestone, marking the beginning of a strategic, in-depth, and promising cooperation between the Tay Ninh provincial government and leading institutes and universities in South Korea and Vietnam.
Speaking at the signing ceremony, Vice Chairman of the Tay Ninh Provincial People's Committee Pham Tan Hoa emphasized: "The Fourth Industrial Revolution, where science , technology, innovation, and especially artificial intelligence (AI) have become the core driving force, determines the speed and quality of development of each nation and each locality."
For Tay Ninh, proactively integrating, absorbing, and applying advanced scientific and technological achievements to socio-economic development is a strategic and urgent task.
Tay Ninh province recognizes that digital transformation and AI-based development are not only inevitable trends but also the shortest path for the province to optimize resources, enhance competitiveness, improve the quality of life for its people, and realize its goal of rapid and sustainable development.
The cooperation agreement, signed at the ceremony, focuses on four key strategic objectives: establishing a "Korea-Vietnam AI-Innovative and Intelligent Governance Network." This will serve as a platform for connecting and sharing knowledge and experience among academic institutions, governments, and businesses, creating an open, dynamic, and effective collaborative space.
Focus on developing and implementing AI governance models and smart provincial strategies in Tay Ninh. This is a key task, directly addressing the challenge of improving the efficiency of state management, building a digital government, and better serving citizens and businesses.
The next pillar is strengthening the capacity for education, research, and training of high-quality human resources, especially in the fields of semiconductor technology, AI, and innovative startups. People are always the decisive factor, and investing in human resource training is investing in the sustainable future of the province. Along with this is cooperation in forming and developing an innovative startup ecosystem and promoting bilateral investment.
Tay Ninh hopes this collaboration will open up new opportunities for startups, creating high-tech products and services bearing the Tay Ninh brand.
The convergence of leading institutions such as Inha University; the Institute for Policy and Smart Governance Research from South Korea, a country with one of the most developed science and technology sectors in Asia; along with the University of Economics Ho Chi Minh City; the International Training Institute; and other prestigious training and research centers in Vietnam, will provide Tay Ninh with invaluable intellectual resources, precious practical experience, and a global network of partners.
To ensure the memorandum of understanding is quickly put into practice and becomes effective, Tay Ninh commits to decisively directing and creating all favorable conditions in terms of mechanisms, policies, and resources within the framework of legal regulations so that the cooperation contents can soon yield concrete and practical results, making a positive contribution to the overall development of the province and all parties involved.
