Thanh Hoa is ready to "reach the finish line together" for the 500kV circuit 3 power line project.

On April 20th, Mr. Do Trong Hung, Secretary of the Thanh Hoa Provincial Party Committee, inspected the progress of land clearance and encouraged officials and workers constructing the 500kV power line project (circuit 3) through the province.

Accordingly, during a field inspection at the foundation site of tower 70 in Nga An commune, Nga Son district, and the foundation site of tower 132 in Trieu Loc commune, Hau Loc district, the Provincial Party Secretary acknowledged and highly appreciated the proactive and collaborative efforts between the investor, contractor, and local authorities in successfully carrying out the assigned tasks, contributing to the overall effort to bring the 500kV circuit 3 power line project to completion on schedule before June 30, 2024. He particularly emphasized the consensus and support of the people in the areas where the project passes through.

To ensure the project's energization deadline of June 30th is met, Thanh Hoa Provincial Party Secretary Do Trong Hung requested the Vietnam Electricity Group and the National Power Transmission Corporation to closely coordinate with local Party committees and authorities to promptly resolve any arising issues and urge contractors to focus on construction according to the set schedule. At the same time, he requested that provincial departments and agencies, according to their assigned functions and duties, proactively advise and promptly guide local Party committees and authorities in resolving difficulties and obstacles during the project implementation.

Regarding the remaining work, the Thanh Hoa provincial leadership is continuing to request that the 11 districts and towns through which the 500 kV circuit 3 power line project passes leverage the strength of the entire political system and actively participate in land clearance work; striving to complete the mobilization of people to hand over all land for the power line corridor by April 30th, ensuring sufficient conditions for the construction unit to lay the wires, as well as creating other conditions such as: land for material storage, access roads to foundation locations, ensuring security and order for officials, engineers, and workers on the construction site...

Key and urgent energy projects

The 500 kV circuit 3 transmission line project is of great importance in strengthening the 500 kV North-Central transmission grid capacity, increasing the transmission capacity between the Central and Northern regions from approximately 2,200 MW currently to about 5,000 MW, contributing to ensuring electricity supply for the North both now and in the coming years.

The project has a total length of approximately 519 km, from Quang Trach (Quang Binh) to Pho Noi (Hung Yen), passing through 211 communes and wards in 43 districts and towns across 9 provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh , Hai Duong, and Hung Yen. The total number of pylons is 1,179, with a total investment of approximately 22,000 billion VND. It is expected to be completed before June 30, 2024, meaning it will only take about one year to complete.

Given the importance of the project, the Prime Minister, as well as leaders of relevant ministries, departments, and localities, have actively intervened to resolve issues and ensure the project is completed on schedule. Construction work has been carried out diligently, braving the elements, with three shifts and four teams, even during holidays and Tet (Lunar New Year).

According to EVN/EVNNPT leaders, some of the biggest obstacles to the project are the procedures for converting forest land, regulations on impacting forests to build temporary roads for construction of each component project; and difficulties in mobilizing construction machinery and equipment...

To address these difficulties and ensure project progress, at a meeting on February 17th, Deputy Prime Minister Tran Hong Ha requested ministries, localities, agencies, investors, construction units, and supervisory consultants to continue seriously and effectively implementing the Prime Minister's directives to ensure progress, quality, technical standards, safety, hygiene, environmental protection, and prevention of corruption, negative practices, and waste.

The Ministry of Agriculture and Rural Development and relevant ministries and agencies are urgently submitting to the Government for consideration and resolution of obstacles related to regulations on impacting forests for the construction of temporary roads for projects (the forest land will be returned after the project is completed). Initially, they should submit a Resolution on this matter to the Government for issuance in the last week of February 2024; subsequently, they should continue to submit amendments to Decree 156/ND-CP and related regulations to fundamentally resolve the issue.

Relevant ministries, agencies, and organizations, along with investors and contractors, should coordinate closely and effectively with local authorities to expedite the completion of land clearance and handover for the expressway and power line projects according to the assigned schedule. The Ministry of Natural Resources and Environment should study and provide general guidance to local authorities regarding difficulties in identifying land users; and promptly submit to the Prime Minister a proposal to adjust the land use targets for energy projects in localities.

The Deputy Prime Minister requested that the agencies continue their efforts, demonstrate the highest level of responsibility, for the sake of the country and the people, and strive to complete the projects on schedule.

According to the project steering committee, the investor of the 500KV circuit 3 power line project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) is expected to begin laying and pulling the wires by the end of April. However, up to 50% of the distance between two poles has not yet been handed over by the localities, affecting the progress.

At the same time, although the land for all pile foundation locations of the project has been handed over to the contractors by the local authorities, only 521 foundation locations have been completed, reaching nearly 50%, and only 221 steel columns have been delivered, corresponding to 20%.
