An important change in the settlement of administrative procedures (TTHC) in the land sector is about to be applied in Hanoi . According to Decision No. 973/QD-TTPVHCC issued by the Director of the City Public Administration Service Center, many new locations will receive applications from people and businesses.
This Decision takes effect from July 1, 2025, and is issued to ensure that the reception and settlement of administrative procedures is continuous, smooth, and uninterrupted.

Accordingly, instead of gathering at one location as before, people can go to branches of the City Public Administration Service Center to carry out a series of provincial-level procedures. These procedures include initial land registration, change registration, issuance, re-issuance or correction of Certificates, land plot separation or consolidation.
However, some specialized procedures are still only received at Branch No. 01 of the City Public Administration Service Center. These procedures are related to land allocation, land lease, land use purpose change without auction and land dispute resolution under the authority of the Chairman of the Provincial People's Committee.
For communal-level administrative procedures, people will have more options. Procedures such as initial land registration for households and individuals or land dispute mediation can be carried out at communal-level public administrative service points or at the Center and branches.
To help people grasp information, branches will publicly post a list of administrative procedures within their scope of reception. The Hanoi City Public Administration Service Center also announces support channels. When encountering difficulties, individuals and organizations can contact the switchboard 024.1022 (extensions 7, 8) or 1900.1009.
