On October 18, at the City Convention and Performance Center, the People's Committee of Hai Phong City organized the first Patriotic Emulation Congress (2025-2030) with the theme "Promoting the tradition of the heroic Port City - the cultured Eastern land, competing to successfully implement the Resolution of the first City Party Congress, term 2025-2030".

In his opening speech, Chairman of the City People's Committee Le Ngoc Chau said that in the 2020-2025 period, the patriotic emulation movement in Hai Phong and the former Hai Duong province has developed strongly, spreading widely throughout society. Many practical emulation movements have been effectively implemented, making an important contribution to promoting socio-economic development, maintaining national defense and security, and improving people's lives.

According to Mr. Chau, after the two localities merged on July 1, the city entered a new development phase with open space, potential and strongly enhanced resources. This is the foundation to create new vitality for patriotic emulation movements, contributing to the successful implementation of the Resolution of the first City Party Congress.

Hai Phong is currently the only locality in the country to maintain a double-digit economic growth rate for more than 10 consecutive years, 1.8 times higher than the average. The city has basically completed the industrialization and modernization goals in the spirit of Resolution No. 29 of the Politburo, affirming its role as a leading industrial, seaport and logistics center in the Northern region.

Speaking at the Congress, Vice President Vo Thi Anh Xuan highly appreciated the outstanding results of the patriotic emulation movement in Hai Phong in recent years. She praised the efforts and creativity of the Party Committee, government, armed forces and people of the city, and congratulated more than 250 typical advanced models honored at the Congress.

The Vice President said that after the merger, Hai Phong will have a population of more than 4.6 million people and an area of ​​nearly 3,200 square kilometers, ranking fourth in the country in terms of population and third in terms of economic scale. This is a great advantage for the city to become one of the leading dynamic growth poles, with regional and international influence.

“Hai Phong needs to promote its heroic revolutionary tradition, solidarity and creativity; seize opportunities, overcome challenges, and effectively exploit potential and advantages for rapid and sustainable development,” said Vice President Vo Thi Anh Xuan.

The Vice President emphasized that emulation must truly become a driving force for development, arousing the spirit of creativity, the will to rise up and the strength of national solidarity. She requested Party committees, authorities, the Fatherland Front and mass organizations to thoroughly grasp President Ho Chi Minh's patriotic emulation ideology, linking the emulation movement with the political tasks of each sector, locality and unit.

“Each emulation movement must be specific, easy to understand, easy to do, diverse, suitable to the conditions of each region and each field so that everyone feels close and excited to participate; linking emulation with work and daily life so that everyone can contribute. Emulation must be done for real, effectively, bringing benefits to the people and the locality,” the Vice President emphasized.

The Vice President suggested that the city focus on promoting emulation on three development pillars including industry, seaports and tourism - services; pay attention to administrative reform, digital transformation, building a streamlined and effective government, taking the satisfaction of people and businesses as a measure. Along with that, promote emulation in developing culture, education, health care, forming high-quality human resources, civilized, dynamic and modern Hai Phong people.

The Vice President believes that with its steadfast revolutionary tradition, strong will and aspiration to rise up, the Party Committee, government and people of Hai Phong will continue to achieve many new achievements, worthy of being the national industrial, seaport and logistics center, the core urban area of ​​the Red River Delta and the Northern coastal region.

Receiving the direction of the State leaders, Secretary of the City Party Committee Le Tien Chau affirmed that the city will concretize it with synchronous and drastic tasks and solutions, so that the patriotic emulation movement can spread widely and truly become a driving force for comprehensive development. Hai Phong will focus on bringing the Resolution of the first City Party Congress into life soon, creating clear changes in all fields.

On this occasion, Hai Phong city received the Government's Emulation Flag. Five collectives were awarded Medals, including the Second Class Independence Medal for the City Party Committee Office and four collectives received the First Class Labor Medal. In addition, 47 collectives and 82 individuals with outstanding achievements in the patriotic emulation movement, along with 51 enterprises and households with outstanding contributions to the city's socio-economic development, received Certificates of Merit from the Chairman of the City People's Committee.
