Mr. Phan Ngoc Tho, Permanent Deputy Secretary of the Provincial Party Committee and Head of the Steering Committee for Sustainable Poverty Reduction in Thua Thien Hue province, delivered a speech at the launching ceremony.
A Lưới is a mountainous, highland, border district of Thừa Thiên Huế province, with 77% of its population being ethnic minorities. A Lưới is also on the list of 74 poorest districts nationwide for the period 2021-2025, according to a decision by the Prime Minister .
Mr. Huynh Cong Quang, Secretary of the District Party Committee and Head of the Steering Committee for Sustainable Poverty Reduction in A Luoi District, stated that the locality is embarking on the implementation of the National Target Program for Sustainable Poverty Reduction for the period 2021-2025 with many difficulties and challenges. According to the survey of poor households based on the new standards, by the end of 2021, A Luoi District had 7,022 poor households, accounting for 49.98%; and 2,185 near-poor households, accounting for 15.55%.
Over the past two years, the Party Committee and government of A Luoi district have identified sustainable poverty reduction as a particularly important political task, a continuous effort throughout the 2020-2025 term for the entire political system and all the people. This is also a top priority in the leadership, direction, management, and implementation of socio-economic development tasks in the locality.
According to Mr. Quang, with the efforts and determination of the entire political system and the active participation of the people, the sustainable poverty reduction work in A Luoi district has initially achieved positive results. By the end of 2022, 1,623 households in A Luoi district had escaped poverty, exceeding the plan by 193 households. Preliminary surveys and reviews indicate that by the end of 2023, an additional 1,914 households in A Luoi will have escaped poverty.
After two years of implementing the National Target Program for Sustainable Poverty Reduction, A Luoi district has helped 3,573 households escape poverty, a reduction of 25.58%. To date, the poverty rate in A Luoi district is 24.4% (3,485 households), meeting the criteria to be removed from the national poverty list by the end of 2023.

Speaking at the launching ceremony, Mr. Phan Ngoc Tho, Permanent Deputy Secretary of the Provincial Party Committee and Head of the Steering Committee for Sustainable Poverty Reduction in Thua Thien Hue province, affirmed that in recent years, the province has effectively directed and implemented sustainable poverty reduction efforts. Poverty reduction policies have been implemented promptly and in accordance with regulations; many sectors and localities have adopted effective approaches suitable to each target group; and several poverty reduction models have been implemented successfully, contributing to the successful achievement of the goal of reducing the poverty rate in the entire province to 1.84% by 2025 and, by the end of 2023, meeting the conditions to remove A Luoi from the list of 74 nationally poor districts. This is an important condition for building Thua Thien Hue province into a centrally-governed city according to Resolution 54 of the Politburo.
However, despite the achievements, sustainable poverty reduction efforts in Thua Thien Hue province still face limitations. In particular, the poverty rate in A Luoi district remains high; the district still has 11 communes with a poverty rate exceeding 25%, and there are still 1,752 temporary houses in need of support.
The head of the Steering Committee for Sustainable Poverty Reduction in Thua Thien Hue province stated that A Luoi district aims to reduce the poverty rate to 12.1% by the end of 2025. However, the district's budget revenue remains low; the lives of a segment of the population are still facing many difficulties. In particular, funding to support poor households in eliminating temporary housing is limited.

"On behalf of the Provincial Steering Committee for Sustainable Poverty Reduction, I call upon social organizations, businesses, and philanthropists to continue to show concern, support, and contribute financially to eliminate temporary housing for poor households in A Lưới district," the Standing Deputy Secretary of the Thừa Thiên Huế Provincial Party Committee stated.
At the launching ceremony, 33 organizations and businesses donated more than 7 billion VND to support the elimination of temporary housing for poor households in A Luoi district. The Steering Committee for Sustainable Poverty Reduction of Thua Thien Hue province committed to using the funds for the intended purpose, supporting poor households to eliminate temporary housing, stabilize their lives, and rise out of poverty sustainably.
