On the afternoon of April 8, delegates attending the (expanded) conference listened to Comrade Le Van Dung - Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, briefly report on the situation of all aspects of work in the first quarter and the key directions and tasks for the second quarter of 2024; discuss and evaluate the results achieved and the difficulties and obstacles that need to be resolved to carry out the tasks of the second quarter of 2024. On the morning of April 9, delegates attending the conference listened to and gave opinions on important contents according to the conference agenda.
I. Discuss and give opinions on reports, conclusions, programs and plans
1. Report on task performance results for the first quarter of 2024
During the quarter, the Provincial Party Committee and the Provincial Party Committee Standing Committee led the implementation of tasks in the context of many difficulties and challenges in the national and provincial economies; especially focusing on implementing the conclusions of the Central Inspection Committee and the issue of perfecting the personnel work of leaders and managers. However, all levels and sectors have focused on leading and directing the stabilization of the ideological situation, implementing political tasks and achieving some positive results in all aspects of work.
Regarding the work of Party building and the political system: The Standing Committee of the Provincial Party Committee has extensively organized the political activity "Steadfast steps under the Party flag"; organized a summary of Party building work for the 2020 - 2025 term; summarized 15 years of implementing the Party Charter and summarized the implementation of Directive No. 35-CT/TW of the Politburo on Party Congresses at all levels; focused on reviewing and supplementing the planning of leaders and managers, at the same time focusing on perfecting, arranging and assigning cadres, associated with preparing personnel for Party Congresses at all levels; promptly issued and ensured the progress of plans to seriously implement the contents of Conclusion Notice No. 581 of the Central Inspection Commission; consolidated the Steering Committee for anti-corruption and negativity at the provincial level and organized the implementation of the annual work program, held monthly and quarterly meetings to ensure regulations; established Sub-committees of the 23rd Provincial Party Congress; National defense and security work, security and order in the area are basically guaranteed.
On socio -economic leadership:
Although the economic recovery in the first three months of the year was slow, there were some bright spots compared to the same period in 2023.
The economic scale in the first quarter of 2024 is estimated at over VND 26.2 trillion. The trade and service sector increased by 3.3% over the same period in 2023. The total number of visitors and tourist accommodation in the first 3 months of the year is estimated at over 1.6 million, up 25% over the same period; of which, international visitors are estimated at over 0.9 million, up 36%. Agricultural, forestry and fishery production has developed steadily with a growth rate of over 3.2%. Domestic revenue basically met the requirements in the quarter.
Successfully organized the Conference to announce the Provincial Planning for the period 2021 - 2030, with a vision to 2050 and opened the National Biodiversity Restoration Year - Quang Nam 2024. At the conference, the province granted investment approval decisions, investment registration certificates, and investment location research agreements to 10 investors with 16 projects with a total registered capital of approximately 20 trillion VND. This is a positive signal for us to invite more domestic and foreign investors to join the locality in the process of realizing the announced planning.
However, in addition to the achieved results, there are still many difficulties, limitations and shortcomings: (1) The concretization and implementation of a number of Resolutions and Conclusions of the Central Committee and the Standing Committee of the Provincial Party Committee have not ensured progress. (2) The arrangement, assignment, consolidation and completion of leadership and management positions in a number of agencies and units are still slow. Although the work of completing and supplementing personnel has been directed to be implemented strongly, it cannot be completed immediately. (3) Negative economic growth (down 3.1% compared to the same period last year) ; in which, the growth rate of the industry - construction sector decreased by 8.1%, and industry alone decreased by 9.8%. (4) State budget revenue has not reached the target. Revenue from land use fees, beer, and hydropower is still quite low compared to the plan. (5) Enterprises face many difficulties in production and business, especially enterprises related to real estate investment projects. The resolution of difficulties and obstacles for businesses and investors has not been effective. (6) The progress of many key projects is still slow, especially difficulties in site clearance. The progress of disbursement of public investment capital is still slow compared to the plan. (7) The implementation of national target programs has not yet met requirements. The capital sources for 2022 and 2023 have not been fully disbursed and there is still a lot of transferred capital. Some criteria for new rural communes have not been maintained. (8) Although there have been many efforts in administrative reform, it has still fallen quite low in the PAPI rankings. (9) The management and protection of forests and mineral resources still have many limitations and shortcomings, leading to forest encroachment and illegal gold mining, causing negative public opinion. (10) The situation of petitions, complaints, denunciations, recommendations and reflections has arisen a lot and tends to increase; The rate of resolving complaints and denunciations is low, some complicated and prolonged cases have not been resolved completely, causing complicated impacts on the security and order situation of the province . (11) The situation of lack of determination, fear of consulting, not doing the right thing, not doing the full task according to the assigned responsibilities and tasks still appears.

- Report on the 3-year implementation of Resolution No. 06-NQ/TU, dated May 4, 2021 of the XXII Provincial Party Committee on continuing to promote sustainable poverty reduction in the province for the period 2021 - 2025; Conclusion of the Standing Committee of the Provincial Party Committee on continuing to implement Resolution No. 06-NQ/TU, dated May 4, 2021 of the Provincial Party Committee.
- Report on the 3-year implementation of Resolution No. 07-NQ/TU, dated May 4, 2021 of the 22nd Provincial Party Committee on the development orientation of the Southeast region to 2025, with a vision to 2030.
- Report on the 3-year review of the implementation of Resolution No. 08-NQ/TU, dated May 4, 2021 of the 22nd Provincial Party Committee on the construction and development of type I urban areas under Quang Nam province; Conclusion of the Standing Committee of the Provincial Party Committee on continuing to implement Resolution No. 08-NQ/TU, dated May 4, 2021 of the Provincial Party Committee.
- Summary report on 10 years of implementing Resolution No. 33-NQ/TW, dated June 9, 2014 of the 11th Party Central Committee on building and developing Vietnamese culture and people to meet the requirements of sustainable national development.
2.2. Programs and plans include:
- Program to implement Resolution No. 42-NQ/TW, dated November 24, 2023 of the 13th Party Central Committee on continuing to innovate and improve the quality of social policies to meet the requirements of national construction and defense in the new period.
- Plan to implement Resolution No. 43-NQ/TW, dated November 24, 2023 of the 13th Party Central Committee on continuing to promote the tradition and strength of great national unity, building our country to be increasingly prosperous and happy, associated with the implementation of Resolution No. 29-NQ/TU, dated April 11, 2023 of the Provincial Party Committee.
- Program to implement Resolution No. 44-NQ/TW, dated November 4, 2023 of the 13th Party Central Committee on the Strategy to protect the Fatherland in the new situation.
II. Comrade Luong Nguyen Minh Triet, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee delivered a concluding speech at the conference.
1. On key tasks for the second quarter of 2024
1.1. Strengthen the work of building and rectifying the Party and the political system; each agency, unit, and Party Committee should pay attention to doing better ideological work, promoting the spirit of solidarity and unanimity, overcoming difficulties and challenges, encouraging and motivating cadres, civil servants, and public employees to compete in labor and dedication, promoting the pioneering and exemplary role of cadres and Party members, especially leaders in performing public duties.
- Timely concretize and implement programs and plans to implement the Resolutions, Directives and Conclusions issued by the Central Committee, the Provincial Party Committee and the Provincial Party Standing Committee, especially the Programs, Plans and Conclusions approved at this Conference.
- Urgently complete the 2024 thematic content on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle in conjunction with political activities on the occasion of Uncle Ho's birthday on May 19 and identifying and overcoming the situation of cadres, civil servants and public employees showing signs of shirking, avoiding and fearing responsibility.
- The Subcommittees of the 23rd Provincial Party Congress focused on developing action plans, proactively implementing the preparation of documents, personnel and necessary conditions to organize party congresses at all levels for the 2025-2030 term.
- Focus on the work of perfecting and arranging the organizational apparatus and arranging cadres (especially perfecting the team of key leaders and managers of the province and some localities). Consolidate and perfect leadership and management positions at all levels. Complete the review and supplement of the planning of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee and leadership and management positions at the provincial level to ensure regulations and feasibility associated with the orientation of personnel preparation for the Party Congresses at all levels for the 2025 - 2030 term.
- Seriously implement and complete the review, consider responsibilities and focus on overcoming violations and shortcomings according to the content of the Central Inspection Commission's Conclusion Notice, ensuring strict compliance with procedures and regulations. Promote the effectiveness and efficiency of the Party's inspection, supervision and discipline work.

1.2. Promote solutions to mobilize all resources to promote production and business, create jobs and livelihoods for people, and create more growth momentum for the province. Focus on resolving administrative procedure problems for projects, improving the business environment, attracting investment, and creating favorable conditions for people and businesses to conduct production and business activities. Diversify state budget revenue sources; effectively develop and implement the Project to prevent budget losses in all areas, especially revenues from land, mineral exploitation, and e-commerce; promptly resolve backlogs to maximize revenue from land use fees.
1.3. Focus on discussing measures to remove difficulties and obstacles for businesses and investors; absolutely do not create more barriers for businesses and people. Focus on handling projects and outstanding and long-standing issues .
1.4. Urgently complete the draft Plan for implementing the Quang Nam Provincial Planning for the period 2021 - 2030, with a vision to 2050, submit it to the Prime Minister for approval and implementation; in which, pay attention to researching and developing specific projects and plans for the formation of a national pharmaceutical industry center, deep processing of agricultural, forestry and silicate products according to the plan. Sectors and localities focus on reviewing, building, adjusting and supplementing district planning, general planning; detailed planning in accordance with the Provincial Planning in a synchronous, effective and quality manner. Strengthen investment promotion activities .
1.5. Promote solutions to effectively implement compensation and site clearance work, speed up the construction progress of key projects and works in the province, associated with the responsibilities of sectors and localities, especially the leaders . Have solutions to speed up the disbursement of public investment capital, attaching the personal responsibility of the leaders to the disbursement work. Focus on directing, guiding, inspecting and urging to effectively implement and speed up the disbursement progress of public investment capital for 3 national target programs; projects under the Socio-Economic Recovery and Development Program; associated with poverty reduction, job creation and ensuring social security in the province. Focus on drastic solutions to mobilize resources to carry out the work of eliminating temporary and dilapidated houses in the province.
1.6. Promote administrative reform and digital transformation; implement decentralization and delegation of power more strongly and drastically in all fields, especially for districts, towns and cities. Focus on developing solutions to overcome the fields that are currently assessed by indexes (PAPI...) as being in the average, low average and low groups. Complete the development and implementation of the Project on rearranging administrative units at district and commune levels for the period 2023 - 2025, ensuring strictness, on schedule and progress according to the requirements of the Central Government.
1.7. Strengthen measures to ensure political security, order, social safety, traffic safety, and deforestation prevention in the province. Focus on fire prevention and fighting; solutions to ensure water security during the dry season. Inspect, review the whole situation and focus on leading and directing the serious implementation of inspection conclusions and recommendations of the State Audit. Strengthen inspection, examination, and rectification of planning, land, construction, mineral exploitation, forest protection, environmental protection, etc. management. Regularly monitor and grasp the situation of the people; improve the quality of handling petitions and recommendations of citizens; promptly resolve difficulties, problems, reflections, and recommendations of the people, not allowing them to linger and prolong, causing public outrage and public opinion.
1.8. Direct the Vietnam Fatherland Front Congress, the Youth Union Congress for the 2024-2029 term and the Congress of Ethnic Minorities at district and provincial levels to ensure the set goals, requirements and progress. Direct the organization of exciting activities to celebrate the 70th anniversary of the Dien Bien Phu Victory; the 80th anniversary of the founding of the Vietnam People's Army, the 35th anniversary of the National Defense Day; proactively develop and implement a specific plan to organize activities to celebrate the 50th anniversary of the liberation of the homeland.
2. To continue to effectively implement the goal of sustainable poverty reduction in the spirit of Resolution No. 42-NQ/TW dated November 24, 2023 of the 13th Party Central Committee and Resolution No. 06-NQ/TU of the Provincial Party Committee, it is necessary to focus on the following key tasks and solutions:
- Promote the leadership and direction of Party committees; the responsibility of members of the Steering Committee of National Target Programs and the role of the People in implementing the Sustainable Poverty Reduction Program. Innovate the content and methods of propaganda suitable for each target and each region; promptly encourage, promote and replicate typical models in implementing poverty reduction work. Promote the effectiveness of the emulation movement "Quang Nam joins hands for the poor - No one is left behind".
- Synchronously deploy multi-dimensional sustainable poverty reduction solutions; focus on providing and guiding people to access basic social services; support production development, diversify livelihoods to help people increase income and escape poverty sustainably.
- Focus on disbursing investment capital of the National Target Program on Sustainable Poverty Reduction to ensure the set progress; pay attention to implementing specific mechanisms according to Resolution No. 111/2024/QH15 of the National Assembly; strengthen integration and promote the effective use of resources of National Target Programs to implement the goal of sustainable poverty reduction.
- Research and develop projects, mechanisms and policies to implement the goal of sustainable poverty reduction according to the multidimensional poverty standard for the period 2022 - 2025 suitable for each region and target group; especially social protection policies for poor households without the ability to work to ensure a minimum standard of living and access to basic social services in the spirit of Directive No. 05-CT/TW, dated June 23, 2021 of the Central Party Secretariat.
- Promote the effectiveness and efficiency of government management; synchronous and close coordination between sectors and levels in implementing sustainable poverty reduction. Complete the poverty reduction database associated with the implementation of Project 06 on developing applications of population data, identification and electronic authentication to serve national digital transformation; increase the provision and disclosure of information related to the Sustainable Poverty Reduction Program and help people connect with the labor market, goods market, etc.
3. To continue implementing Resolution No. 07-NQ/TU, in the coming time, it is necessary to focus on a number of key tasks as follows:
- Strictly manage planning, current status, construction order and land in the Southeast region. Raise the responsibility of leaders in inspection and supervision, promptly detect and coordinate strict handling of cases of illegal construction, expansion, change of land use purpose, tree planting and burial in the project area. Carry out well the work of compensation, site clearance, resettlement, creating clean land fund for project implementation.
- Actively propose the Central Government to issue specific policies, mechanisms and strategies for the Southeast region of the province. Complete the approval procedures for the Project on socialization and investment in the form of public-private partnership to exploit Chu Lai airport; legal procedures for investment in the Cua Lo route project associated with Tam Hoa duty-free zone; invest in the construction, expansion and upgrading of National Highway 14D connecting Laos and Thailand to Chu Lai port. Develop projects to form an industrial center for deep processing of silica products; a pharmaceutical industry center.
Resolutely resolve the problems of the Ky Ha Port Dredging Project. Prioritize industrial development towards ecology, circular economy, specialization, and high automation; promote the development of supporting industries associated with logistics services, seaport logistics, airports, and railways.
- Review and adjust preferential policies to encourage investment. Develop Chu Lai Open Economic Zone into a multi-sector, multi-sector marine economic zone. Promote vocational training, strengthen connections between vocational training institutions and the labor market and businesses. Attract investment in practical university education zones according to international standards.
- Diversify investment resources for infrastructure development associated with restructuring the Eastern region's economy towards tourism services - industry - marine economy - high-tech agriculture. Take advantage of attracting resources from ODA loans and the central budget; clear and connect resources, research investment types in the form of PPP... Early investment in implementing the Quang Nam province's Integrated Adaptive Development project to serve the goal of natural disaster prevention and control, environmental improvement combined with socialization of investment in tourism development and riverside services.
- Based on the Provincial Planning, focus on adjusting, supplementing, and building new Projects for the development of sectors and fields; adjusting the Chu Lai Open Economic Zone Master Plan, Tam Ky City Master Plan, Nui Thanh Town Expansion Master Plan (Nui Thanh Urban Area), Duy Hai - Duy Nghia Urban Area Master Plan, Duy Xuyen District, Binh Minh Urban Area Master Plan; approving the Sub-Zone Planning Projects, Urban Landscape Planning. Accelerate the commencement of construction of the Central Gas and Power Center Project.
- Promote investment promotion and development cooperation activities. Organize working delegations, exchange experiences at home and abroad to promote and select capable and experienced investors to invest and develop high-end coastal tourism, service, entertainment and resort chains.
4. To continue building and developing type I urban areas in the province according to the Resolution of the 22nd Provincial Party Congress, term 2020 - 2025, associated with the implementation of the arrangement of administrative units at district and commune levels according to Conclusion No. 48-KL/TW of the Politburo and concretizing the Provincial Planning for the period 2021 - 2030, with a vision to 2050, it is necessary to focus on the following key contents:
- Review and adjust the content of the work program and roadmap for implementing tasks of building and developing type I urban areas in the province to ensure consistency with the urban development orientation according to the Provincial Planning and in accordance with the practical situation of the locality to ensure feasibility.
- Focus on completing the inter-regional planning of the Eastern district; clearly defining the role, function, and relationship of the Tam Ky - Nui Thanh area according to the orientation of a type I urban area. Implement the provincial urban development program; including the goal of developing the southern dynamic urban cluster of the province. Invest in completing unfinished infrastructure works in the 2024 - 2025 period of Tam Ky city; invest in ensuring the standards for recognition of some inner-city wards of Nui Thanh district.
- Research and develop a Project for investment in the development of type I urban areas in conjunction with the Project for the arrangement of district and commune-level administrative units for the period 2026 - 2030 according to Conclusion No. 48-KL/TW; in which, clearly identify functional areas, administrative centers, inner-city and suburban areas when forming a type I urban area on the basis of merging administrative units of Nui Thanh district and Tam Ky city. On that basis, develop specific mechanisms and policies on investment, finance, training, fostering, attracting human resources, decentralizing specific management... to allocate resources to implement the current missing and weak criteria of each locality and of the locality after the merger to ensure the gradual upgrading of urban types.
- Promote administrative reform, effectively implement the Smart City Construction Project; improve the quality of the electronic connection system. Strengthen domestic and international cooperation; seek cooperation with foreign organizations and experts to receive technology and knowledge transfer, improve urban management capacity and attract investment projects on infrastructure and climate change response.
- Promote the role and effectiveness of the Steering Committee for the construction and development of type I urban areas under the province. Innovate methods, improve the leadership capacity and fighting strength of Party committees and organizations; standardize the staff, considering this an important and decisive task.
5. To continue to build and develop the culture and people of Quang Nam to develop comprehensively; to build a culture rich in the identity of the land and people of Quang Nam ; to be determined to build Quang Nam into a fairly developed province of the country by 2030, it is necessary to focus on the following key tasks:
- Thoroughly grasp and effectively implement Conclusion No. 76-KL/TW dated June 4, 2020 of the Politburo; direction of General Secretary Nguyen Phu Trong at the 2021 National Cultural Conference; direction of Comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department at the National Workshop on "National value system, cultural value system, family value system and standards of Vietnamese people in the new period". Timely concretize when the Central Committee issues new directive documents on Vietnamese culture and people to implement in conjunction with the goals, targets and tasks of building and developing Quang Nam culture and people according to the Quang Nam Provincial Planning for the period 2021 - 2030, with a vision to 2050.
- Improve the effectiveness and efficiency of state management of culture and arts in the context of developing a socialist-oriented market economy, international integration, and the explosion of information technology and communications. Fight against signs of ideological and moral degradation, "self-evolution", "self-transformation", and wrong views in literature and arts; prevent the infiltration of toxic cultural products. Build a digital cultural environment suitable for the digital economy, digital society, and digital citizens. Increase investment in culture to 2% of total annual local budget expenditure; build a number of key, high-quality cultural works according to the Provincial Planning.
- Building Quang Nam people to develop comprehensively in the context of international integration associated with preserving and promoting the national value system, cultural values, family values and Vietnamese human standards in the new period, especially for the younger generation. Building a lifestyle to comply with the law, friendly and responsible for the environment and social community.
- Building a healthy and civilized cultural environment; building a civilized and progressive lifestyle in weddings, funerals and festivals; Gradually narrow the gap of cultural enjoyment between urban and rural areas, between plains and mountainous areas, among people of people in society. Improve the quality and efficiency of building families, ethnic groups, communities, agencies and cultural units. Perform well the relationship of family, school and society in protecting, caring and educating children.
- Focus on building culture in politics and economy. Strengthen the work of building and regulating the Party and the political system to be strong and strong. Urgently complete the content of learning and follow Ho Chi Minh's ideology, morality and style associated with political activities to celebrate Uncle Ho's birthday on May 19 and the identification and overcoming the situation of cadres, civil servants and public employees showing signs of pushing, avoiding and fear of responsibility. Implement well the professional ethical standards of cadres, party members, union members, members, civil servants and officials.
- Review standardization, improve quality and efficiency in grassroots cultural institutions. Completing the Mat Mother Monument complex of Vietnam Heroic Mother; Building the provincial Children's Cultural Palace; Provincial Gymnastics and Sports Complex. Research and build traditional art performances of the province; The temple area of the Hung Kings and its ancestors with meritorious services to the country in Quang Nam. Focus on investment in conservation, embellishment and promotion of the value of tangible cultural heritage, intangible, historical and cultural relics.
- Focus on investing in developing cultural industry, developing foreign culture in parallel with building and perfecting the cultural market. Expanding exchanges and promoting international cultural cooperation. Researching mechanisms and policies to attract large enterprises to invest in developing cultural industry, developing valuable cultural and tourism products associated with the land and people of Quang Nam.

In addition, the 15th Provincial Party Committee Conference has implemented the process of introducing personnel to supplement the planning of provincial leadership and management titles for the term of 2020 - 2025, 2021 - 2026 and term 2025 - 2030, 2026 - 2031; supplement the Provincial Party Committee for the term 2020 - 2025; Implementing the process of introducing candidates for the title of President and Vice Chairman of the Provincial People's Committee for the term 2020 - 2025.
