Deputy Minister of Defense Nguyen Tan Cuong inspects Phan Thiet airport

Also inspecting the progress of the Phan Thiet airport project (now Phan Thiet Airport) were Mr. Duong Van An, member of the Party Central Committee, Secretary of Binh Thuan Provincial Party Committee and many generals and senior officers of the Ministry of National Defense, Military Region 7 and the Air Defense - Air Force.

Senior Lieutenant General Nguyen Tan Cuong and his delegation visited the Phan Thiet airport construction site (Thien Nghiep commune, Phan Thiet city, Binh Thuan province). At the site, representatives of the Air Defense - Air Force Service and the Department of Transport of Binh Thuan province reported to the Deputy Minister of National Defense on the progress and difficulties in implementing the current Phan Thiet airport project.

After inspecting the project site, Senior Lieutenant General Nguyen Tan Cuong had a meeting with leaders of the Provincial Party Committee, Provincial People's Committee and specialized agencies of Binh Thuan province.

According to the report of the Director of the Department of Transport of Binh Thuan province, the province has completed the compensation and site clearance of the entire 545.56 hectares and handed over to the Ministry of National Defense to manage 150 hectares of military area; 247.4 hectares of airport area; 2.56 hectares of flight control tower, currently only 1 hectare of Vor tower is being prepared for handover.

Senior Lieutenant General Nguyen Tan Cuong listened to the representative of the Air Defense - Air Force report on the project progress right at the construction site.

For the public housing area of 100,162.9 ^m2 , the province has compensated 12 households and one organization, with an area of 62,817.9 ^m2 ; the remaining 3 households have not received compensation because the compensation price is low (area of 37,345 ^m2 ). Currently, the Air Force Officer School has built a fence around the 100,162.9 ^m2 land area for management.

In addition, there are still some difficulties after the land use planning for the period 2021-2030, vision to 2050 of Phan Thiet City has not been approved, so there is no basis for continuing to reclaim land; on the other hand, some forest land areas need to be approved when changing to other purposes of use to hand over to the Ministry of National Defense for flight guidance stations and artillery positions. Besides, there is a shortage of construction materials for bidding packages...

Senior Lieutenant General Nguyen Tan Cuong had a working session with agencies of the Ministry of National Defense and the People's Committee of Binh Thuan province.

At the meeting, Deputy Minister Nguyen Tan Cuong praised the efforts of the People's Committee of Binh Thuan province and units under the Ministry of National Defense in resolving administrative procedures and construction investment. However, according to Deputy Minister Nguyen Tan Cuong, the project still faces many difficulties and obstacles, leading to the project's progress being slower than required. Therefore, the units are required to closely coordinate with the People's Committee of Binh Thuan province to hand over all land areas of the project.

Senior Lieutenant General Nguyen Tan Cuong gave a speech at the working session with the People's Committee of Binh Thuan province and units under the Ministry of National Defense.

Meanwhile, according to the People's Committee of Binh Thuan province, the Phan Thiet airport project is currently delayed due to a change in the BOT investor, and civil items have not yet been implemented synchronously with military items.

The Phan Thiet Airport project (new name is Phan Thiet Airport) was adjusted from level 4C to level 4E, with a 3,050 m runway for both military and civilian use. Currently, the procedures for changing the civil BOT investor implemented by the People's Committee of Binh Thuan province are very slow. Therefore, the possibility of completing the entire project by the end of 2023 as directed by the Government is very difficult to implement.
