Accompanying the inspection of the progress of the Phan Thiet airport project (now Phan Thiet Airport) were Mr. Duong Van An, Member of the Central Committee of the Party, Secretary of the Binh Thuan Provincial Party Committee, and many generals and high-ranking officials from the Ministry of National Defense, Military Region 7, and the Air Defense-Air Force Command.
Lieutenant General Nguyen Tan Cuong and his delegation visited the construction site of Phan Thiet Airport (Thien Nghiep commune, Phan Thiet city, Binh Thuan province). At the site, representatives from the Air Defense - Air Force Command and the Department of Transport of Binh Thuan province reported to the Deputy Minister of National Defense on the progress and difficulties encountered in the implementation of the Phan Thiet Airport project.
General Nguyen Tan Cuong (second from the right), along with the Secretary of the Binh Thuan Provincial Party Committee Duong Van An and officials from the Ministry of National Defense, inspected the Phan Thiet airport project on the morning of March 14.
After inspecting the project site, Lieutenant General Nguyen Tan Cuong held a working meeting with the leaders of the Provincial Party Committee, the Provincial People's Committee, and specialized agencies of Binh Thuan province.
According to a report by the Director of the Department of Transport of Binh Thuan province, the province has now completed the compensation and land clearance for the entire 545.56 hectares and handed over 150 hectares of military zone, 247.4 hectares of airfield, and 2.56 hectares of flight control tower to the Ministry of National Defense for management. Currently, only 1 hectare of the Vor tower is being prepared for handover.
General Nguyen Tan Cuong listened to a progress report on the project from representatives of the Air Defense and Air Force Command right at the construction site.
Regarding the staff housing area, covering 100,162.9 m², the province has compensated 12 households and one organization for an area of 62,817.9 m² ; the remaining 3 households have not yet received compensation due to low compensation rates (covering an area of 37,345 m² ). Currently, the Air Force Officer Training School has erected a fence around the 100,162.9 m² area for management purposes.
Furthermore, several difficulties remain after the land use plan for Phan Thiet City for the period 2021-2030, with a vision to 2050, was not approved, thus lacking a basis for continued land acquisition. Additionally, some forest land areas require approval for conversion to other uses before being handed over to the Ministry of National Defense for use as flight guidance stations and artillery positions. Besides that, there is a shortage of construction materials for the various contract packages...
General Nguyen Tan Cuong held a working meeting with agencies of the Ministry of National Defense and the People's Committee of Binh Thuan province.
At the meeting, Deputy Minister Nguyen Tan Cuong commended the efforts of the Binh Thuan Provincial People's Committee and units under the Ministry of National Defense in resolving administrative procedures and investment in construction. However, according to Deputy Minister Nguyen Tan Cuong, the project still faces many difficulties and obstacles, leading to delays in its progress. Therefore, he requested that the units closely coordinate with the Binh Thuan Provincial People's Committee to complete the handover of the project's land area.
General Nguyen Tan Cuong delivered a directive speech at the working session with the People's Committee of Binh Thuan province and units under the Ministry of National Defense.
Meanwhile, according to the People's Committee of Binh Thuan province, the Phan Thiet airport project is currently behind schedule due to a change in the BOT investor, and the civilian components have not been implemented simultaneously with the military components.
The Phan Thiet airport project (now named Phan Thiet Airport) has been upgraded from level 4C to level 4E, with a 3,050m runway used jointly by military and civilian purposes. Currently, the procedures for changing the BOT investor for the civilian portion, implemented by the People's Committee of Binh Thuan province, are progressing very slowly. Therefore, completing the entire project by the end of 2023 as directed by the Government is highly unlikely.
