(Chinhphu.vn) - A press release from the Government Office stated: On the morning of March 24, in My Tho city, Prime Minister Pham Minh Chinh attended the Conference to announce the Tien Giang Provincial Planning for the period 2021-2030, with a vision to 2050, and to promote investment in Tien Giang province.

Attending the Conference were Central Committee members: Minister of Transport Nguyen Van Thang, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council of Tien Giang Nguyen Van Danh; leaders and former leaders of ministries, branches, central agencies, Tien Giang province and localities in the Mekong Delta region, diplomatic representatives, international organizations, associations, businesses, and domestic and foreign investors.
At the Conference, Tien Giang announced the Provincial Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1762/QD-TTg dated December 31, 2023; provided basic information, potential, advantages, and development orientation of the province; announced a list of priority projects, calling for attracting large investment resources and modern, advanced technology from domestic and foreign investors.
The Prime Minister and delegates witnessed the leaders of Tien Giang province handing over investment approval decisions and investment registration certificates to 14 projects with a total capital of nearly VND17,000 billion and investment research decisions to 10 other projects with a total capital of about VND37,000 billion.

According to the Plan, the overall goal by 2030 is to strive to transform Tien Giang into a fundamentally industrial province with a synchronous and modern infrastructure system, featuring dynamic zones and economic centers for industry, tourism, marine economy, and urban development; a province playing a crucial connecting role between the Mekong Delta region and Ho Chi Minh City and the Southeast region. National defense, security, and social order and safety are ensured. The people enjoy a prosperous, civilized, and happy life.
By 2050, Tien Giang will become a modern industrial province with a fairly developed level in the country, with a modern and synchronous infrastructure system. It will become a livable place, with cultural values preserved and promoted. National defense, security, social order and safety are guaranteed. People will have a prosperous, civilized and happy life.
The planning has clearly identified new and important driving forces for the socio-economic development of Tien Giang in the coming time. In particular, the development orientations and priorities are: One strip, three centers, four economic corridors, three development breakthroughs.
A strip along the Tien River; three centers including My Tho city, Chau Thanh district and Cho Gao district; four economic corridors including: the Trung Luong - My Thuan expressway economic corridor, the economic corridor along National Highway 1 and National Highway 50B, the economic corridor along the coastal road and National Highway 50, and the economic corridor along the Tien River connecting urban and industrial areas with the Mekong Delta region; three breakthroughs in development: infrastructure, administrative reform - improving the investment environment and human resources.
Tien Giang focuses on developing important economic sectors in line with the province's potential and advantages, including: Developing manufacturing and processing industry; processing modern, concentrated, large-scale, green and environmentally friendly agricultural and aquatic products; becoming the province's key economic sector and strength; developing services based on the main areas: Tourism, trade, logistics and seaports.
It embodies the characteristics of the Mekong Delta region.
Speaking at the Conference, Prime Minister Pham Minh Chinh said that planning work in recent times has been implemented synchronously, methodically, and scientifically from the central to local levels in accordance with the Law on Planning; the work of establishing, appraising, and approving plans has basically been completed (109/111 plans).
The Prime Minister emphasized that planning plays a very important role, creating great opportunities, long-term impacts, and is an important driving force in the development of the country in general and of each locality in particular. Planning plays a leading role, orienting rapid, sustainable, and comprehensive development; planning must have a long-term, strategic vision, innovative thinking, and be one step ahead; helping to effectively exploit land, sea, and underground space.
In terms of viewpoints, planning closely follows the Party's guidelines and policies, the State's laws; closely follows the practical situation; closely follows the needs and aspirations of the people.
In terms of ideology, planning must take people as the center, subject, goal, resources, and driving force for development, without sacrificing progress and social justice to pursue mere economic growth; resources originate from thinking, driving force originates from innovation, strength originates from the people; planning must be consistent with the development trends of industries, fields, regions, the country, and the world.
The task of planning is to find out potentials, opportunities, and advantages (effectively exploit and attract all necessary resources for rapid and sustainable development); identify conflicts, shortcomings, limitations, and challenges to propose solutions to resolve and overcome them; build a list of projects to promote investment; mobilize resources for implementation; and organize scientific and effective implementation.
The Prime Minister noted that planning work should not be perfectionist or hasty; what is ripe, clear, proven to be correct in practice, effectively implemented, and agreed upon by the majority should be included in the planning. Once the planning has been developed and approved, it must be implemented well, closely following the planning; at the same time, people and things must always be put into motion, development, adjusted, and supplemented when necessary. The mobilization of provincial resources must be linked to regional resources, regional resources must be linked to national resources, and national resources must be linked to international resources.
Within the overall context of the region and the country, the Tien Giang provincial planning has been meticulously and systematically prepared in a scientific manner; built on the basis of leveraging unique potentials, outstanding opportunities, and competitive advantages, as well as overcoming existing shortcomings and limitations. The plan has outlined the perspective, vision, and key development goals, breakthroughs in development; development options, solutions, and resources for implementing the plan in the coming period.
In terms of potential and advantages, Tien Giang is a province in the Mekong Delta, so it converges the elements of the region as the "rice granary", "fruit granary" and "shrimp - fish granary" of the whole country, along with a rich and diverse ecosystem, peaceful river scenery, friendly and hospitable people, a heroic tradition of patriotism and unique cultural values of the river region...
Tien Giang province, particularly My Tho City, is one of the earliest established cities in the Mekong Delta region, boasting numerous advantages in terms of natural conditions and geo-economics, being "close to the market, close to the river, and close to the road"; serving as a transit hub for goods between the Mekong Delta provinces and Ho Chi Minh City and the rest of the country; having a relatively convenient water and land transportation system; and possessing significant potential and advantages for socio-economic development, especially in marine economy, agriculture, tourism, services, and trade.
The rich and diverse natural conditions of different ecological regions and the advantages of the river system, islands on rivers and seas, 32 km long coastline, historical and cultural relics, traditional craft villages, Dong Thap Muoi ecological zone... are advantages for the development of eco-tourism and other types of tourism.
The province has abundant human resources, with a population of nearly 1.8 million people in 2023, ranking second in the Mekong Delta region.
Taking advantage of the potentials and advantages, over the past time, the Party Committee, government and people of Tien Giang have strived and achieved positive results: Production and business have recovered positively (in 2023, the province's GRDP increased by 5.72%); the agricultural sector has increased quite well and higher than the same period; 100% of communes are recognized as new rural areas, ranked 1/13, export turnover increased by 32%, ranked 2/13 of provinces and cities in the Mekong Delta; the fields of culture, society, health, education and training have made much progress, people's lives have been improved; national defense - security and foreign affairs have been strengthened.
In addition, Tien Giang shares the same difficulties and challenges as the Mekong Delta: Climate change, landslides, subsidence and salinity are complicated; strategic infrastructure for transportation, society, health care and education is still limited; lack of high-quality human resources; large industrial centers for processing, manufacturing, and agricultural and aquatic products have not been formed; and regional and global production and supply chains have not been connected.
To make people's lives increasingly prosperous, civilized, and happy.
The provincial planning has opened a new direction and development space for Tien Giang in the general picture of the provinces and cities of the whole country. In agreement with the general goal set out in the Planning, the Prime Minister emphasized the goal of people increasingly having a prosperous, civilized, happy life, each year better than the previous year.
The Prime Minister pointed out "1 focus, 2 enhancements, 3 accelerations" in implementing the Tien Giang Provincial Planning.
The core and central task is to mobilize and effectively use all legal resources to promote traditional growth drivers (investment, export, consumption) and make breakthroughs in new growth drivers such as green economy, digital economy, circular economy, sharing economy, knowledge economy, climate change response, and sustainable development.
The two enhancements are enhancing human factor development (improving people's knowledge, training high-quality human resources, nurturing talents, ensuring social security, leaving no one behind); enhancing regional, area, domestic and international connectivity through the transportation system, production and supply chain.
The three priorities are to promote the development of synchronous and comprehensive strategic infrastructure (in terms of transportation, climate change response, digital infrastructure, healthcare, education, society, etc.); promote the development of industries serving agricultural processing and industries serving agriculture; promote the application of science and technology, innovation in production and business, create jobs, and stabilize and develop people's livelihoods.
According to the Prime Minister, the implementation of provincial planning is based on the country's solid foundation after nearly 40 years of renovation. Our country has never had such a foundation, potential, position and international prestige as today. This gives us confidence and hope in the development process. Although the global FDI trend is declining, Vietnam is still a bright spot in attracting FDI. The investment and business environment is constantly improving, with many indicators rising in global rankings.
In addition, the Prime Minister also cautioned against complacency and negligence, noting that Vietnam is a developing country with a transitional economy of modest scale and limited resilience to external shocks. It is crucial to clearly understand and implement solutions to overcome challenges and difficulties.
The Prime Minister recalled five valuable lessons of the Vietnamese revolution: (1) Firmly uphold the banner of national independence and socialism; (2) The revolutionary cause is of the people, by the people and for the people; (3) Strengthening solidarity within the Party, national solidarity, and international solidarity; (4) Combining national strength with the strength of the times, strength at home and abroad; (5) The Party's leadership role is the decisive factor.
Thanking and welcoming businesses and investors who have chosen Tien Giang as the place to carry out investment projects, the Prime Minister emphasized the spirit of "three together": "listening and understanding together", "sharing vision and action together", "working together, enjoying together, winning together and developing together". Tien Giang must create all favorable conditions for investors, reduce compliance costs, reduce logistics costs... for businesses.
The Prime Minister urged businesses to develop long-term, sustainable business strategies, fulfill investment commitments and cooperation agreements; adhere to planning guidelines and priorities; be pioneers in innovation, green and digital transformation, technology transfer, improve business management capabilities, focus on human resource training, and contribute to improving regulations, mechanisms, and policies. Businesses and investments should comply with the law, uphold a strong business culture and social responsibility, ensure employee benefits and policies, and actively contribute to social security.
The Prime Minister requested relevant ministries and branches to effectively implement the Party's guidelines and policies, the State's policies and laws, and the direction of the Government and the Prime Minister; create a favorable investment and business environment with the motto "Taking people and enterprises as the center, the subject, the goal and the driving force of development"; promptly and effectively resolve recommendations and proposals from the province, people and enterprises; promptly complete relevant legal regulations and policies. Central ministries and branches must closely coordinate, remove obstacles and difficulties, strengthen decentralization, improve implementation capacity at all levels, strengthen inspection and supervision; and avoid the "ask-give" mechanism that can easily lead to negativity.
The Prime Minister urged the business community, investors, ministries, departments, and leaders at all levels of Tien Giang province: What is said must be done; what is committed must be fulfilled; and what is implemented must yield tangible, measurable, and quantifiable results, creating a new momentum, new impetus, new confidence, and new victories for Tien Giang province.
For the people, the province must disseminate and thoroughly explain the planning more widely so that the people understand and grasp it through various forms, thereby supporting the plan, following the plan, monitoring its implementation, and benefiting from it with the spirit of "The people know - The people understand - The people trust - The people follow - The people do - The people benefit".
