Prime Minister sets deadline for "3 major tasks"

According to the announcement of the Government Office, Prime Minister Pham Minh Chinh has given specific instructions on the progress of the following tasks: Eliminating temporary and dilapidated houses nationwide; important national works and projects, key to the transport sector; promoting disbursement of public investment capital in 2025.

The Government Office issued Notice No. 338/TB-VPCP summarizing the conclusions of Prime Minister Pham Minh Chinh at the 15th Session of the Central Steering Committee on Eliminating Temporary and Dilapidated Houses Nationwide; the 18th Session of the State Steering Committee for National Key Projects and Projects in the Transport Sector; and the 2nd Conference on Promoting the Disbursement of Public Investment Capital in 2025.

Complete the goal of eliminating temporary and dilapidated houses before August 31, 2025.

Regarding the task of eliminating temporary and dilapidated houses nationwide, the Prime Minister directed:

The Ministry of Ethnic Minorities and Religion continues to update and clearly identify the difficulties and obstacles faced by localities in order to proactively resolve them within its authority; it will preside over and coordinate with the Ministry of Construction , the Ministry of Agriculture and Environment, the Ministry of Finance, and the Central Committee of the Vietnam Fatherland Front to decide on adjusting the support funds from the funds mobilized in the nationwide emulation movement to eliminate temporary and dilapidated houses and from the launched program to support the difference in housing costs for the two national target programs that will commence in 2025.

The Ministry of Construction continues to urge localities to promptly implement housing support for people with meritorious services to the revolution and relatives of martyrs' families, as well as housing support for poor and near-poor households under the National Target Program for Sustainable Poverty Reduction, ensuring that the assigned targets are met (before July 27, 2025).

The People's Committees of provinces and centrally-administered cities shall direct departments, agencies, and especially the heads of local governments and heads of steering committees at all levels to decisively implement the Program with the spirit of " 6 clear points: clear person, clear task, clear responsibility, clear authority, clear time, clear results" to accelerate progress and basically complete the elimination of temporary and dilapidated houses in their localities before August 31, 2025. They shall also urgently complete the support for eliminating temporary and dilapidated houses for families of revolutionary martyrs and their relatives before July 27, 2025. They shall promptly review and consolidate the steering committees at all levels in their localities to conform with the two-tiered local government model after the reorganization, in order to direct the work of eliminating temporary and dilapidated houses in their localities, ensuring continuity and uninterrupted operation.

For localities where temporary or dilapidated houses have not yet been started, the Provincial Party Secretary, City Party Secretary, and Chairman of the Provincial People's Committee directed the simultaneous commencement of construction before June 25, 2025, and strived to complete and hand over the houses to the people before August 15, 2025.

Construction of Phong Chau Bridge to be completed in October 2025.

Regarding the task of implementing national key projects and priority projects in the transportation sector, the Prime Minister requested:

The Ministry of Finance has directed the Vietnam Expressway Investment and Development Corporation (VEC) to expedite the preparation of the feasibility study report for the Ho Chi Minh City - Long Thanh expressway expansion project, to be approved in July 2025; and the Ministry of Construction to complete the procedures for the commencement of the Dau Giay - Tan Phu project in August 2025.

Hanoi City and Lam Dong Province are completing the procedures to commence the construction of component project 3 of the Hanoi Capital Ring Road 4 in July 2025; and to commence the Tan Phu - Bao Loc and Bao Loc - Lien Khuong projects on August 19, 2025.

The Ministry of Construction has directed investors and contractors to organize construction in three shifts and four teams to accelerate the progress of the remaining sub-projects of the North-South Expressway in the 2021-2025 period, the Hoa Lien - Tuy Loan project, and the Bien Hoa - Vung Tau sub-project 2, ensuring completion in 2025; and to strengthen monitoring and supervision of the implementation of projects managed by local authorities, promptly advising the Prime Minister on direction and management to meet the set deadlines.

The provinces of Binh Duong, Dong Nai, Tuyen Quang, Ha Giang, and Dak Lak need to be decisive in implementing and applying technical solutions to shorten construction time to ensure the completion of projects DATP 3 and 5 of the Ho Chi Minh City Ring Road 3, DATP 1 Bien Hoa - Vung Tau, Tuyen Quang - Ha Giang, and DATP 3 Khanh Hoa - Buon Ma Thuot in 2025.

The provinces and cities of Can Tho, Soc Trang, Lang Son, and Cao Bang have directed investors and contractors to proactively resolve difficulties and obstacles, supplement manpower, machinery, and equipment, and operate in 3 shifts and 4 teams to accelerate the construction progress of the Chau Doc - Can Tho - Soc Trang, Huu Nghi - Chi Lang, and Dong Dang - Tra Linh projects.

The Ministry of National Defence and the People's Committee of Phu Tho province are accelerating the progress of the Phong Chau bridge construction project, striving for completion in October 2025.

The Ministry of Public Security, the People's Committee of Hanoi City, and the People's Committee of Bac Ninh Province are focusing resources and decisively directing the acceleration of the Gia Binh airport project and the road connecting it to Hanoi, ensuring that the project progresses according to schedule.

Regarding Long Thanh International Airport, the Ministry of Finance and the Ministry of Construction have directed the Vietnam Airports Corporation (ACV) and relevant agencies and units to continue building on the achievements already made, strictly control quality and labor safety, organize construction in a rational and scientific manner, and strive to basically complete the project in 2025.

Address any problems that arise directly at the unit, construction site, or project.

Regarding the task of disbursing public investment funds , The Prime Minister stated that this is one of the key political tasks for 2025, and one of the bases for evaluating and ranking cadres, civil servants, and public employees annually. Accelerating the disbursement of public investment capital must go hand in hand with ensuring the quality and aesthetics of the projects, occupational safety and health, preventing cost overruns, and combating corruption, negative practices, losses, and waste.

Further enhance the role of heads of ministries, agencies, and units, as well as heads of Party committees and local governments; uphold a high sense of responsibility and strictly implement directives from superiors. Leadership and guidance must demonstrate high determination, great effort, and decisive action; each task must be completed thoroughly, and assignments must ensure "six clear points: clear person, clear task, clear responsibility, clear authority, clear time, and clear results." Proactively inspect and address emerging issues at units, construction sites, and projects, ensuring timeliness, flexibility, and effectiveness.

Review and clearly identify shortcomings and weaknesses in each stage of the direction, management, and implementation of each project; thereby promptly addressing obstacles in each stage, especially regarding investment procedures, land compensation and resettlement, acceptance procedures, and investment capital settlement..., and proposing specific, synchronized, and timely solutions to resolve obstacles and overcome weaknesses in implementation.

Regularly review and promptly reallocate funds from projects with slow disbursement rates to projects with good disbursement rates and a need for additional funding, as per regulations.

The Ministry of Construction, the Ministry of Agriculture and Environment, and the People's Committees of provinces and cities, according to their assigned functions, tasks, and authority, should focus on reviewing and resolving difficulties and obstacles to ensure the supply of common construction materials (sand, embankment soil) to effectively serve the construction of investment projects.

Ministries, central and local agencies should continue to review investment procedures that need to be streamlined, as well as institutional difficulties and obstacles related to project implementation and disbursement of public investment capital, and submit them to relevant ministries for handling or report to competent authorities on matters exceeding their authority as prescribed.

- Regarding the task of eliminating temporary and dilapidated houses, to date, the whole country has eliminated nearly 263,000 temporary and dilapidated houses, achieving over 90% of the total target. Following the 4th meeting of the Steering Committee, an additional 23 localities have completed the goal of eliminating temporary and dilapidated houses; the Prime Minister issued Official Dispatch No. 84/CĐ-TTg on June 8, 2025, requesting a focus on completing the goal of eliminating temporary and dilapidated houses before August 31, 2025.

- In the task of implementing national key projects in the transportation sector, to date, 19 projects/projects have been put into operation, notably: the completion and commissioning of 2,268km of expressways; the commissioning of Terminal 3 at Tan Son Nhat International Airport; and the ongoing construction of 52 projects/projects, basically adhering to the set schedule... At the 17th session on May 10, 2025, the Prime Minister assigned 34 tasks to ministries, sectors, and localities. To date, the units have completed 11 tasks on time, are actively implementing 19 tasks as regular management and operation work, and 4 tasks have not yet met the required progress.

- Regarding the disbursement of public investment funds, in the first six months of 2025, the whole country disbursed approximately 264.8 trillion VND, reaching 32.06% of the plan, higher than the same period last year in both the percentage and value of disbursement.
