During the meeting, Prime Minister Pham Minh Chinh congratulated the Resident Coordinator, the Heads of Representative Offices of United Nations organizations, and UN staff in Vietnam, and also extended his congratulations to the Secretary-General, leaders, and staff of the United Nations on the occasion of the 78th anniversary of the founding of the United Nations.

Recalling the process of recovery and healing the wounds of war, putting the past behind and looking towards the future, Prime Minister Pham Minh Chinh affirmed that Vietnam cherishes peace , consistently pursues an independent, self-reliant, multilateral, and diversified foreign policy, is a friend, a reliable partner, and an active and responsible member of the international community; and implements the "four no's" national defense policy.
The Prime Minister affirmed that Vietnam consistently and strongly supports multilateralism with the United Nations playing a central role, global, people-to-people, comprehensive, and holistic solutions, promoting dialogue and cooperation, upholding international solidarity, adhering to the UN Charter and international law, placing people at the center; and is ready to share experiences and contribute more proactively and positively to the common work of the United Nations and to resolving major world issues, for the benefit of peace, security, cooperation, and sustainable development in the world.

According to the Prime Minister, the vision of the United Nations as stated in its Charter is entirely consistent with Vietnam's development orientation; affirming that for Vietnam, the United Nations is a reliable and long-standing friend; Vietnam always remembers the valuable support of the United Nations over the past four decades and strives to contribute to the activities of the United Nations. Most recently, Vietnam successfully served as a non-permanent member of the UN Security Council, as Vice President of the 77th session of the UN General Assembly, and increased its contribution of forces to UN peacekeeping operations.
To contribute to ensuring global food security, Vietnam could export approximately 7.5 million tons of rice in 2023, while actively contributing to the implementation of the UN Secretary-General's initiative on sustainable food system transformation.

During the meeting, Prime Minister Pham Minh Chinh and the Resident Coordinators and Heads of Representatives of United Nations organizations discussed several specific priorities for cooperation between Vietnam and the United Nations development system in the coming period, particularly in supporting Vietnam to successfully implement the Sustainable Development Goals (SDGs), responding to climate change, especially in the Mekong Delta, and implementing the Joint Declaration on the establishment of a partnership for a just energy transition (JETP).
The Prime Minister stated that Vietnam is striving to achieve the Sustainable Development Goals based on promoting self-reliance and self-strength, along with international support, including from the United Nations. The Prime Minister affirmed that Vietnam always appreciates, listens to, and requests that UN organizations in Vietnam continue to provide policy advice, support in improving institutions, training human resources, and enhancing national governance capacity.
The Prime Minister stated that the Government will continue to promote and create the best possible conditions for the effective implementation of United Nations cooperation programs and projects for Vietnam; he requested that both sides continue to coordinate in reviewing and addressing difficulties and obstacles in the implementation of programs and projects, focusing on innovation, simplifying procedures, harmonizing regulations and plans of all parties while still ensuring the role and direction of aid utilization, concentrating resources on key projects to help turn the situation around, transform the state, avoid fragmentation and dispersion, and harmonize the interests of all parties.
The Prime Minister requested that the United Nations share the difficulties and challenges faced by Vietnam, a country that has experienced many years of war and embargoes, and is currently developing with a transitioning economy.

The UN Resident Coordinator and Heads of UN organizations all acknowledged and highly appreciated Vietnam's proactive, dynamic, and positive contributions to the United Nations and to the common work of the international community, especially in contributing to ensuring food security and maintaining peace.
The opinions also highly appreciated Vietnam's orientations, commitments, efforts, and development achievements over more than 35 years of reform and in recent times, especially in implementing the Sustainable Development Goals, ensuring social security, preventing and controlling COVID-19, restoring and developing the economy and society after the pandemic, preventing and controlling HIV/AIDS, popularizing and improving the quality of education and training, training human resources, protecting the rights and interests of women and workers, protecting the environment and preserving heritage, and preventing and combating transnational crime…
The delegates put forward several recommendations, proposed directions for cooperation, and affirmed their commitment to stronger and more effective cooperation with Vietnam. UN Resident Coordinator Pauline Tamesis stated that the United Nations is very proud to have accompanied Vietnam throughout its journey from a country ravaged by war, surrounded by embargoes and threatened by famine, to a nation that ensures food security for its people, achieves significant poverty reduction, rapid economic growth, and is now asserting its position and role in the region and globally, including its role as a non-permanent member of the Security Council, a member of the UN Human Rights Council, and one of the leading contributors to peacekeeping operations.
She affirmed that the United Nations highly appreciates Vietnam's stance on multilateralism, which demonstrates a shared commitment to peace, development, people-centeredness, happiness, prosperity, and cooperation – the pillars of the UN's 2030 Agenda for Sustainable Development. The UN's efforts in Vietnam are also aimed at contributing to socio-economic development and the achievement of the Sustainable Development Goals.
The Prime Minister expressed his gratitude and appreciation for the recommendations made at the meeting and instructed relevant ministries and agencies to study and incorporate these recommendations into the development and implementation of policies in the future.
