Promoting site clearance for Gia Nghia - Chon Thanh Expressway Project

Dong Nai province aims to basically complete the compensation, clearance, and handover of the site of the North-South Expressway Project, West section, Gia Nghia - Chon Thanh, by December 2025 for construction. Up to now, all work, processes, and procedures are being accelerated with the goal of completing the set plan.

Hundreds of hectares of land were handed over early

As one of the households with land within the scope of the North-South Expressway Project, West section Gia Nghia - Chon Thanh, in early October 2025, Ms. Nguyen Thi Lien's family (in Nghia Trung commune) was one of the first households to sign a commitment to hand over the site for project construction. "My family has more than 4 hectares of land in the project area. When the authorities announced the land recovery and disseminated compensation and support policies, I found it satisfactory, so my family decided to sign the minutes of handing over the site to the State for project construction" - Ms. Nguyen Thi Lien said.

Similarly, after realizing that the compensation and support policy implemented by the State was satisfactory, Ms. Le Thi Thuy's family (in Phuoc Son commune) also cut down a garden of more than 6,000 square meters to soon hand over the site for project construction.

The project section passing through Dong Nai province has a total length of more than 100km. To implement the project, the authorities must reclaim nearly 941 hectares of land, with nearly 4,300 plots of land.

The work of land acquisition and site clearance (GPMB) was assigned by the Provincial People's Committee to the Provincial Land Fund Development Center and its branches: Bu Dang, Dong Phu, Dong Xoai, Chon Thanh to coordinate with the communes and wards where the project passes through to implement.

As of October 22, the authorities have issued notices of land reclamation, reaching more than 99% of the plan. Along with that, the inventory work has also reached more than 98% of the plan. The work of determining the origin of the land, drafting compensation and support plans has reached nearly 50% of the plan.

According to the Provincial Land Fund Development Center, along with implementing the procedures of compensation and site clearance, to speed up the progress of site handover, the branches of the Land Fund Development Center have also coordinated with communes and wards to mobilize households to hand over the site early.

Specifically, up to now, the entire project has had about 288 hectares of land handed over to people ahead of schedule.

Progress is behind schedule

In early October 2025, the Provincial People's Committee launched a 90-day and night plan to implement land acquisition, compensation, support and resettlement for this project.

According to the plan, Dong Nai aims to complete site clearance for 60% of the project area by the end of October 2025, complete site clearance for 90% of the project area by the end of November, and basically complete site clearance by the end of December.

Compared to the set plan, by October 22, the project area with completed site clearance work had only reached nearly 33%, which is only more than half of the plan to be completed by the end of October 2025.

According to the Provincial Land Fund Development Center, in the remaining time, the unit and its branches will continue to coordinate with communes and wards to focus on solving unachieved tasks in the past to complete the set plan. Specifically, by the end of October 2025, the work of issuing land recovery notices, counting assets attached to land, and determining land origin will be completed. Along with that, the drafting and public posting of compensation and support plans for 90% of the project area will be completed. In particular, the authorities will continue to strengthen the work of mobilizing households to hand over the land before the deadline to reach the milestone of 60% of the land area being handed over by the end of October 2025.

The North-South Expressway project, the western section of Gia Nghia - Chon Thanh, passes through 10 communes and wards of Dong Nai province, including: Bu Dang, Phuoc Son, Tho Son, Nghia Trung, Dong Tam, Tan Loi, Nha Bich, Binh Phuoc , Dong Xoai and Chon Thanh.

Provincial Party Committee member, Vice Chairman of the Provincial People's Committee Ho Van Ha said: In the coming time, Dong Nai province will implement many infrastructure projects, so the province wants to take the results and effective experiences from the North - South Expressway Project, West section, Gia Nghia - Chon Thanh as a model to replicate in the next projects. Therefore, the units must not delay the progress committed to the project site clearance work.

“In land acquisition, it is necessary to determine the mobilization plan as the main one and be persistent. It is necessary to classify and identify difficult cases to find solutions with the motto of “going to every alley, knocking on every door” - Vice Chairman of the Provincial People's Committee Ho Van Ha also noted.
