Hundreds of hectares of land were handed over ahead of schedule.
As one of the households whose land falls within the scope of the Western North-South Expressway Project, specifically the Gia Nghia - Chon Thanh section, in early October 2025, Ms. Nguyen Thi Lien's family (in Nghia Trung commune) was among the first to sign a commitment to hand over the land for the project's construction. "My family owns more than 4 hectares of land within the project area. When the authorities announced the land acquisition and explained the compensation and support policies, I found them satisfactory, so my family decided to sign the handover agreement to the State for the project's construction," said Ms. Nguyen Thi Lien.
Similarly, after realizing that the compensation and support policies implemented by the State were adequate, Ms. Le Thi Thuy's family (in Phuoc Son commune) also proceeded to cut down their orchard of over 6,000 square meters to promptly hand over the land for the project's construction.
The section of the project passing through Dong Nai province has a total length of over 100km. To implement the project, authorities have to reclaim nearly 941 hectares of land, comprising almost 4,300 land plots.
The land acquisition and site clearance work is assigned by the Provincial People's Committee to the Provincial Land Fund Development Center and its branches in Bu Dang, Dong Phu, Dong Xoai, and Chon Thanh, in coordination with the communes and wards where the project passes through.
As of October 22nd, authorities have issued land acquisition notices exceeding 99% of the plan. Simultaneously, land surveying has reached over 98% of the plan. The process of determining land ownership and drafting compensation and support plans has reached nearly 50% of the plan.
According to the Provincial Land Development Center, along with carrying out the procedures of the compensation and land clearance process, to speed up the handover of land, the branches of the land development center have also coordinated with communes and wards to encourage households to hand over land early.
Specifically, to date, approximately 288 hectares of land for the entire project have been handed over by residents ahead of schedule.
Progress is behind schedule.
In early October 2025, the Provincial People's Committee launched a 90-day plan to implement land acquisition, compensation, support, and resettlement for this project.
According to the plan, Dong Nai aims to complete land clearance for 60% of the project area by the end of October 2025, 90% by the end of November, and essentially complete land clearance by the end of December.

Compared to the plan, as of October 22nd, the area of the project for which land clearance has been completed has only reached nearly 33%, which is just over half of the target to be completed by the end of October 2025.
According to the Provincial Land Development Center, in the remaining time, the unit and its branches will continue to coordinate with communes and wards to strengthen efforts to resolve outstanding tasks in order to complete the set plan. Specifically, by the end of October 2025, the issuance of land acquisition notices, inventory of assets attached to the land, and determination of land ownership will be completed. Along with that, the draft compensation and support plan for 90% of the project area will be completed and publicly posted. In particular, the authorities will continue to strengthen efforts to encourage households to hand over the land ahead of schedule to reach the target of 60% of the land area handed over by the end of October 2025.
The Western North-South Expressway project, specifically the Gia Nghia - Chon Thanh section, passes through 10 communes and wards in Dong Nai province: Bu Dang, Phuoc Son, Tho Son, Nghia Trung, Dong Tam, Tan Loi, Nha Bich, Binh Phuoc , Dong Xoai, and Chon Thanh.
Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha stated: In the coming time, Dong Nai province will implement many infrastructure projects, so the province wants to use the results and effective experience from the Western section of the North-South Expressway project from Gia Nghia to Chon Thanh as a model to replicate in subsequent projects. Therefore, the units must not fall behind the committed schedule regarding land clearance for the project.
"In land clearance, the main approach must be persevering and persistent. It's necessary to categorize and identify difficult cases to find solutions, following the principle of 'going to every alley, knocking on every door'," Vice Chairman of the Provincial People's Committee Ho Van Ha also noted.
