In 2023, Party committees, government agencies, and internal affairs agencies focused on leading, directing, and effectively implementing national defense and security tasks, maintaining national security and territorial sovereignty . They concentrated on effectively combating and preventing activities aimed at establishing a "separate state," the activities of cults, and illegal religious activities. They effectively implemented measures to prevent violations and crimes, especially drug-related crimes and social order issues, preventing the occurrence of security hotspots. Coordination between judicial and auxiliary judicial agencies in investigation, prosecution, trial, and execution of judgments was ensured to be close, effective, and in accordance with the law. Judicial reform was given attention, strengthened, and improved.

For 2024, Party committees at all levels will continue to effectively implement the Party's guidelines and the State's and province's policies and laws on internal affairs, anti-corruption, and judicial reform. Internal affairs agencies will continue to coordinate, proactively monitor the situation, firmly protect national territorial sovereignty, border security, and domestic security; promptly advise Party committees and authorities on resolving complex issues at the grassroots level, and be ready to respond to any situation that may arise. They will effectively implement anti-corruption measures; detect and handle corruption and negative practices. They will continue to improve the quality of investigation, prosecution, and trial work, focusing on the quality of argumentation at trials; and promptly resolve petitions, complaints, and denunciations.

Concluding the conference, Provincial Party Secretary Tran Quoc Cuong requested that Party committees, Party organizations, and leaders of agencies and units direct the thorough implementation of Party and State documents, as well as those of the Provincial Party Committee, on internal affairs, anti-corruption, and judicial reform. He urged them to focus on leading and directing the timely resolution of prominent and complex issues in their localities and units. He also called for strengthening coordination in task implementation, proactively monitoring border security, internal political security, and public sentiment to prevent any passive or unexpected situations. Furthermore, he stressed the need to proactively develop plans and strategies to ensure the absolute safety of key targets and political, economic, and social events in the province, with a focus on activities commemorating the 70th anniversary of the Dien Bien Phu Victory.

Maintain and strictly implement the combat readiness duty regime; strengthen the deployment of officers and soldiers to grassroots levels and closely monitor the local areas; launch intensive campaigns to attack and suppress all types of crime, especially drug-related crimes and social order crimes. Strengthen state management in implementing policies in ethnic minority and border areas; proactively combat and prevent activities that exploit ethnic, religious, democratic, and human rights issues to spread false and untrue propaganda contrary to the Party's guidelines and policies, and the State's laws and regulations, and to promote the establishment of a "separate state"; promptly handle newly arising issues and prevent the occurrence of hotspots related to ethnicity and religion. Pay attention to developing Party members and core forces within religious communities and influential figures among ethnic minorities to serve as the core for propaganda and mobilization of the people.

Effectively implement the coordination regulations between Party committees and agencies in carrying out tasks, especially between prosecuting agencies in investigation, prosecution, trial, and handling of crime reports and denunciations. Strictly adhere to the regulations on information, reporting, and seeking opinions from the Provincial Party Standing Committee and the Provincial Party Committee's Executive Board regarding cases and incidents. The Provincial Steering Committee for Anti-Corruption and Negative Phenomena will focus on directing the decisive and strict handling of corruption and negative cases and incidents that have been placed under monitoring. Clarify the causes and conditions giving rise to corruption and negative phenomena; and the responsibility of the heads of agencies and organizations where corruption and negative phenomena occur. Strictly implement the work of receiving citizens and resolving complaints and denunciations; and comprehensively and effectively implement judicial reform tasks.
