Is it true that Lam Dong province has stopped teaching English to first and second graders?

Ahead of the new school year, many parents have reported that Lam Dong province will stop teaching English to first and second graders.

On September 4th, the Department of Education and Training of Lam Dong province stated that the complaints from some parents regarding primary schools stopping English lessons for first and second graders were inaccurate.

The Department of Education and Training of Lam Dong province clearly states that English in grades 1 and 2 is an elective subject in the current general education program. The teaching of English is funded by the state budget and is not permitted to involve socialized funding or service fees from parents.

Thus, students from grades 1 to 5 will still learn English in the primary school curriculum. The difference is that instead of using "socialized funding" as before, schools will have to develop plans, review teacher and funding needs, and submit them to management for budget allocation according to regulations.

The Department of Education and Training of Lam Dong province has instructed primary schools in the area to include English as an optional subject for grades 1 and 2 in their annual educational plans.

Schools should review and reorganize their teaching staff; if there is a shortage, they can report it to arrange for recruitment or contracting in accordance with Decree 111/2022/ND-CP; they should also prepare budget estimates and submit them to the competent authority for budget allocation.

Previously, the People's Committee of Lam Vien Ward, Da Lat (Lam Dong Province) sent a document inquiring about the continued implementation of social mobilization in teaching English to students in grades 1 and 2.

In response, the Department of Education and Training of Lam Dong province stated that teaching English at the primary school level uses state budget funds and does not fall under the category of soliciting contributions from parents.

The Department also affirmed that there is no plan to stop teaching English to primary school students, but only to stop mobilizing contributions from parents and non-state resources.

Therefore, parents do not incur any additional costs when their children learn English at the primary school level.
