The truth about Lam Dong stopping teaching English to grades 1 and 2

On September 4, the Department of Education and Training of Lam Dong province said that the feedback from some parents about primary schools stopping teaching English to first and second graders was inaccurate.

Lam Dong Department of Education and Training stated: English in grades 1 and 2 is an elective subject in the current general education program. Teaching is guaranteed by the state budget, not mobilizing socialized funds or collecting services from parents.

Thus, students from grades 1 to 5 will still learn English in the primary school curriculum. The difference is that instead of using "socialized funding sources" as before, schools will have to develop plans, review teacher needs, funding and submit them to management to be allocated budget according to regulations.

Lam Dong Province Department of Education and Training has instructed primary schools in the area to include elective English subjects for grades 1 and 2 in the annual education plan.

Schools review and arrange teaching staff. In case of shortage, they can report for recruitment or contract according to Decree 111/2022/ND-CP; develop budget estimates and submit them to competent authorities for additional budget.

Previously, the People's Committee of Lam Vien Ward - Da Lat (Lam Dong Province) issued a document asking about continuing to implement socialization in teaching English to students in grades 1 and 2.

In response, the Department of Education and Training of Lam Dong province said that teaching English at primary level uses the state budget and is not subject to mobilizing contributions from parents.

The Department also confirmed that it will not stop teaching English to primary school students, but only stop mobilizing contributions from parents and non-state resources.

Thus, parents do not incur additional costs when their children learn English at the elementary level.
