The Standing Committee of the Science, Technology and Environment Committee organized a workshop to contribute ideas to perfect the draft Law on Digital Technology Industry.

On the morning of April 26, at the National Assembly Office (22 Hung Vuong, Hanoi), under the chairmanship of Deputy Chairman of the Committee on Science, Technology and Environment Nguyen Phuong Tuan, the Standing Committee of the Committee on Science, Technology and Environment held a workshop to contribute ideas to perfect the draft Law on Digital Technology Industry.

Attending were Deputy Minister of Science and Technology Bui Hoang Phuong; representatives of the Ministry of Science and Technology, the Ministry of Education and Training ; enterprises in the field of digital technology industry, experts and scientists.

Regarding the provisions on the controlled testing mechanism for products and services applying technology and artificial intelligence in the draft law, there are opinions that the drafting committee needs to continue to clarify the difference between the testing mechanism applied in technology, innovation and creativity and the mechanisms related to previous pilots.

At the same time, the controlled testing mechanism in the draft law needs to ensure regulations on contents such as: Selection criteria and conditions; registration, appraisal and licensing procedures; adjustment, extension and termination of controlled testing; mechanism for guiding and controlling the testing process; rights, obligations and responsibilities of agencies, organizations and individuals during the controlled testing process.

Overview of the workshop

Some opinions suggest that the draft Law considers regulating 3 types of controlled testing: technology testing; technology and legal testing; legal testing.

Regarding approval conditions, it is not advisable to stipulate feasibility conditions, as they are difficult to determine due to the high-risk nature of the products and services proposed for trial approval. In addition to the general conditions, there should be regulations allowing for the classification of trial conditions according to scale, risk level and participants.

Concluding the discussion, Vice Chairman of the Committee for Science, Technology and Environment Nguyen Phuong Tuan highly appreciated the enthusiastic and responsible discussion opinions, which are the basis for the drafting agency and the reviewing agency to complete the draft Law on Digital Technology Industry. Some opinions on considering the authority to approve testing for the Provincial People's Committee and the testing mechanism in the digital environment will be studied and absorbed to be stipulated in the draft law.
