The Standing Committee of the National Assembly's Committee on Science, Technology and Environment organized a workshop to gather feedback on the draft Law on Digital Technology Industry.

On the morning of April 26th, at the National Assembly Office headquarters (22 Hung Vuong Street, Hanoi), under the chairmanship of Deputy Chairman of the Committee on Science, Technology and Environment Nguyen Phuong Tuan, the Standing Committee of the Committee on Science, Technology and Environment held a workshop to provide feedback on the draft Law on Digital Technology Industry.

Attendees included Deputy Minister of Science and Technology Bui Hoang Phuong; representatives from the Ministry of Science and Technology and the Ministry of Education and Training ; businesses in the digital technology industry; and experts and scientists.

Deputy Chairman of the Committee on Science , Technology and Environment Nguyen Phuong Tuan delivered a speech at the workshop.

Regarding the regulations on controlled testing mechanisms for products and services applying technology and artificial intelligence in the draft law, some opinions suggest that the drafting committee needs to further clarify the difference between the testing mechanism applied in technology, innovation, and creativity and the mechanisms related to previous pilot programs.

At the same time, the controlled testing mechanism in the draft law needs to ensure the following contents are regulated: Selection criteria and conditions; registration, evaluation, and licensing procedures; adjustment, extension, and termination of controlled testing; mechanisms for guiding and controlling the testing process; rights, obligations, and responsibilities of agencies, organizations, and individuals in the controlled testing process.

Overview of the conference

Some opinions suggest that the draft Law should consider regulating three types of controlled testing: technological testing; technological and legal testing; and legal testing.

Regarding approval criteria, feasibility criteria should not be included, as they are difficult to determine due to the high-risk nature of the products and services proposed for trial approval. In addition to general criteria, regulations should be in place to classify trial conditions according to scale, risk level, and participating entities.

Concluding the discussion, Deputy Chairman of the Committee on Science, Technology and Environment Nguyen Phuong Tuan highly appreciated the enthusiastic and responsible contributions, which serve as a basis for the drafting and reviewing agencies to finalize the draft Law on Digital Technology Industry. Some opinions regarding the consideration of granting provincial People's Committees the authority to approve trials and the trial mechanism in the digital environment will be studied and incorporated into the draft law.
