
At 7 a.m. at the Ia Jip village cultural house, a large number of people had come to attend the citizen reception of the Party Secretary and Chairman of the Nay Quyen Commune People's Council. Greeting the people with a friendly smile and warm handshakes, the Party Secretary warmly asked about the health and life of the people, and opened up issues for the people to boldly express their opinions.
In an open atmosphere, dozens of opinions were given, people frankly presented "hot" issues in the locality such as environmental pollution from pig farms, degraded rural traffic infrastructure, localized flooding in the rainy season due to lack of drainage ditches...
Without avoiding, the Party Secretary of the commune acknowledged and responded to each of the people's opinions. For recommendations under the authority of the commune level, comrade Nay Quyen directed the departments and branches to handle them immediately, committing to a specific time for completion. For recommendations under the authority of higher levels, the commune will receive them, report to the competent authority, and closely monitor and respond to the people as soon as possible.
Expressing his joy at the quick, clear and decisive working style of the Party Secretary of the commune, Mr. Kpa Son, village elder of Ia Jip hamlet, shared: “For a long time, people thought that the commune cadres were “far away”. Now that they see the Party Secretary of the commune come down to the village, listen to each opinion and give a definitive answer, people are very excited. From the answers, people not only see the commitment but also see a specific action plan. Thanks to that, people trust the leadership of the Party, and security and order are maintained.”

Similarly, located nearly 30 km from the Uar Commune Party Committee headquarters, the people of Phum village were very excited when the Party Secretary himself came to the village to periodically receive citizens. Many people decided to take time off from farming to go to the village cultural house to express their thoughts, wishes and recommendations to the commune leader.
Mr. Hiao Biap, Party Cell Secretary and Head of Phum Village, said: Due to the long distance, many people are old and do not have means of transportation, so they cannot come to the commune Party Committee headquarters to present their opinions and recommendations. Therefore, when they heard that the Commune Party Committee Secretary and the People's Reception Council would organize a reception right at the village, the people were very much looking forward to it.
Mr. Biap believes that receiving citizens right at the village or hamlet is a creative way, suitable to local reality. Not only listening to presentations, commune leaders directly inspect and survey the situation to come up with reasonable solutions, avoiding the situation of prolonged complaints and repeated dialogues at the headquarters but without results.
Typically, the spraying of pesticides by drones on 8 hectares of sugarcane of a villager affected the cassava area of 3 neighboring households in the village, making these households upset. After listening to the presentations from both sides, the Party Secretary of the commune analyzed, assessed the situation and proposed a solution.
“The sugarcane owner has decided to compensate 3 households 7 million VND and pledged not to repeat the mistake. The 3 households that submitted a petition have also agreed to the compensation. Everyone is satisfied with the reasonable and decisive way the Party Secretary of the commune has resolved the problem,” Mr. Biap said excitedly.

According to Mr. Nay Quyen, after the merger, Uar commune now has 16 hamlets, of which the farthest hamlet is located nearly 30 km from the commune Party Committee headquarters. With the view that the commune is no longer a place to "report up and wait for instructions down" but must be the agency that detects problems the earliest, contacts the people most often, and is responsible for bringing policies closer to the people, the commune Party Committee has implemented a model of receiving citizens right at the hamlet, organized periodically on the 10th and 15th of every month.
This model still operates in parallel with the regulations for receiving citizens at headquarters. Through citizen reception sessions, Party committees and authorities grasp the legitimate aspirations and wishes of the people; at the same time, promptly resolve arising problems and inadequacies to bring mechanisms, policies and laws into life.
“After 5 meetings with citizens in villages and hamlets since the two-level government came into operation, it has shown clear effectiveness. Many long-standing complaints have been resolved, contributing to ensuring local security and order. People have promoted their right to mastery, consensus, and joined hands with the government to build their homeland to become more and more prosperous,” said the Party Secretary of the commune.
