The National Power Development Plan for the period 2021-2030, with a vision to 2050 (Power Plan 8), aims for renewable energy to account for approximately 30-40% of the total installed capacity of the national power system by 2030, and this rate could reach 50-60% by 2045. Along with encouraging businesses to invest in self-consumption renewable energy systems, Thanh Hoa province is actively implementing solutions to attract new projects in line with this roadmap.

According to statistics from the Department of Industry and Trade, the province currently has 39 planned power plant projects with a total capacity of 5,486 MW. Currently, 19 projects are operational with a total capacity of over 2,488 MW; 6 projects are under construction or preparing for investment with a total capacity of 906 MW. In the renewable energy sector, 5 waste heat recovery power generation systems have been developed with a total capacity of 99.2 MW; the Yen Thai Solar Power Plant located in Yen Thai commune (Yen Dinh district) with a capacity of 30 MW; and 3 biomass power plants with a total capacity of 47.7 MW belonging to the Lam Son, Viet Dai, and Nong Cong sugarcane processing plants. The province has also developed 619 rooftop solar power systems with a total capacity of 67,126.6 kWp. Many renewable energy projects have proven effective in providing clean electricity, contributing to the reduction of greenhouse gas emissions, and initially meeting the criteria for green and sustainable production in line with the inevitable market trend.

The Yen Dinh solar power plant commenced operation in early 2019 and, after nearly five years, has reached its designed production capacity. According to the plant's representatives, the geographical location and power generation factors in Thanh Hoa are quite favorable for solar power development, particularly the intensity and duration of solar radiation – crucial elements for solar power production. Therefore, the unit is awaiting specific mechanisms to proceed with the construction of phase 2, increasing the plant's capacity to 60MW.

At Long Son Cement Plant (Bim Son town), the waste heat recovery system for electricity generation produces approximately 260 million kWh of electricity per year. This amount meets more than 40% of the plant's electricity needs, helping the company save 300-400 billion VND in electricity costs annually. According to production director Truong Van Loi, in addition to the benefits of utilizing waste heat for electricity generation, significantly reducing grid electricity consumption, and increasing production efficiency, this system also plays a crucial role in environmental protection. In particular, this is a major "plus" in the "green" production criteria, helping the company's products successfully conquer many demanding export markets such as the US, South Korea, Malaysia, and Taiwan.

In the Power Development Plan 8, Thanh Hoa province has been planned for several new renewable energy projects, including some large-scale projects in the fields of gas-fired and wind power. The Management Board of Nghi Son Economic Zone and the province's industrial parks are actively carrying out procedures to select investors for the Nghi Son LNG gas-fired power plant project with a capacity of 1,500MW. The Bac Phuong - Nghi Son wind power project with a capacity of 100MW and the Muong Lat wind power project with a capacity of 200MW have also been approved by the Provincial People's Committee for the installation of wind measurement towers for surveying.

Continue to orient renewable energy development Many businesses in the Dinh Huong - Tay Bac Ga Industrial Park have invested in rooftop solar power to serve their production and business activities.

In order to increase the proportion of renewable energy in the power source structure, the Provincial People's Committee has submitted to the Ministry of Industry and Trade and the Prime Minister for approval the addition and updating of some contents of the Plan for implementing the Power Development Plan 8; in which Thanh Hoa is requesting priority planning and updating of additional energy and renewable energy projects in the Plan for implementing Power Development Plan 8 in accordance with the spirit of Resolution No. 55-NQ/TW dated February 11, 2020 of the Politburo, forming and developing a number of renewable energy centers in regions and localities with advantages, including Thanh Hoa province. Accordingly, the province proposes adding renewable power plants such as: Nhu Thanh Biomass Power Plant (10MW), Nghi Son Waste-to-Energy Plant (20MW), Tho Xuan Waste-to-Energy Plant (12MW), Thanh Hoa I Solar Power Plant (160MWp)... to the Plan for implementing Power Development Plan 8.

Currently, to improve the investment environment and successfully attract experienced, financially capable, and competent investors in the fields of wind power, gas power, and biomass power, Thanh Hoa province is continuing to implement various solutions to strengthen land clearance, create clean land plots, improve administrative procedures, and shorten investment procedures; at the same time, actively organizing investment promotion conferences to promote the image of Thanh Hoa's investment environment to foreign investors, aiming to attract large global investors in these fields.

According to a representative from the Department of Industry and Trade, along with the above solutions, the unit will continue to advise relevant authorities on the effective implementation of the National Energy Master Plan for the period 2021-2030, with a vision to 2050, and the National Power Development Plan for the period 2021-2030, with a vision to 2050, in the province, in line with the goal of reducing greenhouse gas emissions and moving towards eliminating coal-fired power plants before 2040; and advise on attracting investment in the development of clean energy, renewable energy, and new energy sources to ensure energy security for industrial and commercial development in the province. In addition, the unit will work with the electricity sector to advise on and focus on planning the development of smart grid systems, improving energy storage technology, and upgrading the power transmission system to enhance energy efficiency and connectivity between regions.
