Also attending were former members of the Politburo : Nguyen Minh Triet, former President of the Socialist Republic of Vietnam; Truong Tan Sang, former President of the Socialist Republic of Vietnam; Nguyen Van An, former Chairman of the National Assembly of the Socialist Republic of Vietnam; Tran Quoc Vuong, former Standing Member of the Secretariat; and Nguyen Thi Doan, former Member of the Central Committee of the Party, former Vice President of the Socialist Republic of Vietnam.

Comrades, members and former members of the Central Committee of the Party, alternate members of the Central Committee of the Party; leaders of the Central Committees, Offices, Ministries, branches, and mass organizations; the Communist Magazine; the Commander of Military Region 3; the Border Guard Command; and the 12th Army Corps. Also present were leaders and former leaders of the Central Committees, ministries, branches, and mass organizations, along with generals of the armed forces who are natives of Ninh Binh province; and representatives of central agencies and units stationed in the province.

International delegates included: Ms. Simona Mirela Miculescu, President of the 42nd UNESCO General Assembly; Ambassadors Extraordinary and Plenipotentiary of the Republic of Azerbaijan, the Republic of Kazakhstan, and the Acting Representative of the Republic of Peru; representatives from the Embassies of the Lao People's Democratic Republic and the Socialist Republic of Sri Lanka; the World Heritage Committee delegation; and delegates from international organizations in Hanoi.

The commemorative speech, delivered by Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, expressed pride in the historical ancient capital region, especially the Trang An Scenic Landscape Complex, a World Cultural and Natural Heritage site. It also expressed profound respect to the Central Party Committee, the Government, the National Assembly; the leaders and former leaders of the Party, State, and Vietnam Fatherland Front; the Central Committees, Ministries, Departments, and organizations; UNESCO; and domestic and international organizations, experts, and scientists.   They have shown interest in assisting and accompanying Ninh Binh province in the process of managing, preserving, and promoting the value of the Heritage site, as well as developing the local economy and society.

Early recognizing the potential and cultural-historical, natural-ecological values, since 2001, the Party Committee, Government and People of Ninh Binh province have implemented an economic model shifting from "brown" to "green," focusing on tourism and service development. Ninh Binh has focused on researching and building dossiers for submission, so that on June 25, 2014, the Trang An Scenic Landscape Complex was inscribed by UNESCO as a World Cultural and Natural Heritage Site, with outstanding global values ​​regarding: (1) Geological and geomorphological evolution representing the formation and construction of the Earth's crust; (2) Aesthetics of natural landscapes that have existed for millions of years; (3) Continuous settlement and adaptation process of humans for more than 30,000 years of history. It has become the first and only "dual" heritage site to date in Vietnam and Southeast Asia.

Immediately after Trang An became a World Heritage Site, the Ninh Binh Provincial Party Committee, People's Council, and People's Committee focused on implementing a comprehensive master plan, issuing numerous policies, and implementing synchronized solutions in the management, preservation, and promotion of the heritage site's value; implementing a development model that harmoniously integrates heritage restoration and preservation with green and sustainable growth.

Ten years after being recognized as a World Heritage Site, the Trang An Scenic Landscape Complex has been praised by many organizations, experts, and scientists as a model example of successfully combining economic development and sustainable tourism while respecting nature, ensuring a harmonious balance of interests among the people, the State, and businesses; and effectively promoting public-private partnerships.

The values ​​of the Trang An Heritage Site are strongly promoted, becoming an invaluable resource with strong appeal, serving as an endogenous resource and an important driving force for Ninh Binh's development during the period of innovation and international integration; integrating Ninh Binh into the network of UNESCO-certified heritage sites; and simultaneously playing a core, central role in shaping the development of the province's urban system towards a heritage city; promoting the socio-economic development of Ninh Binh province in accordance with the orientation, which is: "Rapid, Sustainable and Harmonious" development, economic growth always linked to socio-cultural development, ensuring social equity and progress, and protecting the ecological environment; developing green, clean, and environmentally friendly industries; and developing organic, circular, and multi-value agriculture. Promoting the development of high-quality ecotourism, linked to cultural, historical, and natural values, especially the fine traditions of the people and the land of the ancient capital, and the outstanding global value of the Trang An Scenic Landscape Complex.

Speaking at the ceremony, Ms. Simona Mirela Miculescu, President of the 42nd UNESCO General Assembly, congratulated the Trang An Scenic Landscape Complex on being inscribed by UNESCO as a World Cultural and Natural Heritage Site – an unprecedented achievement in Southeast Asia.

Ms. Simona Mirela Miculescu affirmed: The event commemorates the 10th anniversary of the Trang An Scenic Landscape Complex being inscribed by UNESCO as a World Cultural and Natural Heritage Site. This not only marks a decade of global recognition of the immense value of this natural and cultural treasure but also serves as an occasion to celebrate Trang An's unparalleled excellence in both heritage conservation and sustainable development. Trang An is also concrete evidence of the equitable sharing of benefits derived from the exploitation of the scenic area, fostering a sense of belonging, mutual respect, social cohesion, and the freedom of choice and action of individuals and groups. This achievement is the result of our collective efforts to unleash the groundbreaking power of this heritage to enrich the lives of both present and future generations.

At the ceremony, the President of the UNESCO General Assembly We wish to honor the tireless dedication of Vietnam's visionary leaders, passionate conservationists, diligent heritage managers, and vibrant communities who have embraced the spirit of harmony between heritage preservation and sustainable development.

Simultaneously, it was argued that: In an era of rapid global change, where societal shifts and differing interests often leave us feeling lost, collaborative efforts to protect Trang An become a bridge, fostering dialogue and understanding among communities, groups, and individuals worldwide. Therefore, the next ten years in Trang An's history will continue to be written through cooperation, conservation, and a shared vision for a brighter, more sustainable future for all.

At the commemoration, Comrade Tran Luu Quang, Member of the Central Committee of the Party, Deputy Prime Minister , congratulated and highly appreciated the achievements in the field of heritage preservation and promotion that the Party Committee, Government and people of Ninh Binh province have achieved in the past; in supporting and assisting businesses and people; and highly appreciated UNESCO and relevant international organizations for always accompanying, supporting and assisting Vietnam, Ninh Binh province and other provinces and cities in the region and the whole country in being recognized, preserving and promoting heritage values.

Ten years after the Trang An Scenic Landscape Complex was recognized by UNESCO as a World Cultural and Natural Heritage Site, in addition to its significance in promoting socio-economic development, the preservation and promotion of the Trang An heritage also serves as a bridge connecting cultures between Vietnam and countries around the world, with the goal and aspiration of peace having profound humanitarian significance.

To further build upon achievements and realize the aspiration of connecting the flow of time and history, enriching traditional national cultural values, and moving towards sustainable development through heritage preservation, the Deputy Prime Minister requested the Party Committee and Government of Ninh Binh province, all levels, sectors, agencies, organizations , businesses, and people to work together to continue improving forecasting, identifying the unique position, role, potential, outstanding opportunities, competitive advantages, and challenges in management; proactively and creatively mobilizing resources, especially through public-private partnerships; and leveraging the support of ministries, departments, domestic and international experts to continue building, preserving, planning, and developing the value of the Trang An Heritage Site.

Continue to promote the role, active participation, and responsibility of people in heritage areas, helping them both participate in heritage preservation and benefit from it; strongly shift the economic structure associated with innovation in green growth models, focusing on promoting the application of science and technology, digital transformation, increasing the economic value of heritage, and developing cultural industries in a professional, modern, creative, and highly competitive direction, with heritage preservation as the foundation and driving force for development. Proactively and actively integrate and cooperate internationally in the preservation, protection, and promotion of global heritage values.

He expressed confidence that, with the experience and rich cultural history of the ancient capital region, the tremendous efforts of the Party Committee, Government, and people of Ninh Binh province, the attention and support of the Central Government and other localities, and the enthusiastic and responsible companionship and sharing of the people nationwide and international friends, the values ​​of the Trang An Scenic Landscape Complex will forever be preserved and passed on to present and future generations, enduring and developing alongside the nation. This will contribute to concretizing the directive of General Secretary Nguyen Phu Trong at the National Cultural Conference: to continue building, preserving, and developing advanced Vietnamese culture, rich in identity, truly serving as the spiritual foundation, the driving force for development, and guiding the nation's path, unleashing the strength of the Vietnamese people, and inspiring the aspiration for a prosperous and thriving country, where the people are well-fed and happy.

The Provincial Party Secretary affirmed: Throughout the process of researching, building, and protecting the scientific dossier for nominating Trang An scenic area as a World Cultural and Natural Heritage site, and subsequently the 10-year journey of managing, preserving, and promoting the heritage values, the Party Committee, Government, and people of Ninh Binh province have always received the attention, leadership, and guidance of the Central Committee of the Communist Party of Vietnam, the Politburo, the Secretariat, the National Assembly, the Government, central ministries and agencies, the active support of UNESCO; and the assistance and sharing of localities, organizations, individuals, experts, and scientists both domestically and internationally.

To date, the Trang An Scenic Landscape Complex has been recognized and evaluated by UNESCO as a typical model in the management, preservation, and promotion of outstanding global values ​​of the Heritage site. It has become a symbol and an endogenous resource for socio-economic development, a soft power in international integration, contributing to promoting cultural vision, ecological ethics, education, fostering love for the homeland, national pride, willpower, and aspirations for progress among generations of people in Ninh Binh province.

The Party Committee, Government, and people of Ninh Binh province seriously understand and fully absorb the contents of the directive speech by the Deputy Prime Minister and earnestly hope to receive the attention, leadership, and guidance of the Central Committee of the Party, the Politburo, the Secretariat, the National Assembly, and the Government, as well as the active support and effective assistance of central ministries, departments, and agencies; and of UNESCO in the process of building and developing the province.
