The report to the National Assembly on the morning of December 3 showed that the court system had resolved 96.71% of the cases and 92.82% of the defendants related to crimes related to planning, management and land use, exceeding the target assigned by the National Assembly by 8.71%. All cases were tried within the time limit prescribed by law.

96% of land-related cases have been resolved
According to Mr. Quang, immediately after the National Assembly issued the Resolutions, the Supreme People's Court thoroughly grasped and implemented many solutions to improve the quality of adjudication work. Every year, the Party Executive Committee and the leadership of the Supreme People's Court issued Resolutions and Directives focusing on key tasks; at the same time, they directed the Courts at all levels to innovate the method of organizing court sessions, strengthen litigation, and promptly and strictly handle criminal acts.
Thanks to the drastic and synchronous implementation, the quality of case resolution has been significantly improved. Particularly for the group of cases related to urban land planning, management and use, the resolution rate reached 96.71% of the cases and 92.82% of the defendants; far exceeding the requirements. Regarding the group of child abuse cases as required by Resolution 121/2020/QH14, the Court has resolved 97.82% of the cases and 97.54% of the defendants. Coordination with prosecution agencies, training skills for judges, and the development of the Juvenile Justice Law have contributed to improving the effectiveness of trials.
In the field of practicing thrift and combating waste (Resolution 74/2022/QH15), the Supreme People's Court issued many documents guiding the management of the budget and public assets; at the same time, it strengthened inspection and prevention of corruption and negativity within the organization.
Regarding cases related to COVID-19 prevention and control (Resolution 99/2023/QH15), the Court has handled them promptly and transparently, ensuring the rights and obligations of the parties. Regarding the group of acts of evading social insurance and unemployment insurance payments (Resolution 100/2023/QH15), the settlement rate reached 92.31% of the cases and 82.65% of the defendants, focusing on protecting the rights of workers.

The Supreme People's Court also ensures the quality of trials according to Resolution 109/2023/QH15. No cases are overdue; no wrongful convictions are detected. The rate of cases overturned or amended due to subjective errors meets the requirements of the National Assembly.
Mr. Quang said that the organization and streamlining of the apparatus were implemented quickly after the Law amending and supplementing a number of articles of the Law on Organization of People's Courts took effect from July 1, 2025. Courts at all levels have stabilized their organization and operated smoothly.
Along with that, the Court system has promoted digital transformation: 100% of units use the administrative document management system; more than 1.8 million judgments and decisions have been publicly announced, attracting more than 220 million visits. The online television system is regularly exploited, contributing to reducing litigation time and costs.
Stop private reporting of COVID-19 cases
In addition to the achieved results, the Chief Justice of the Supreme People's Court acknowledged that there are still problems: the rate of administrative judgments being annulled or amended has not met requirements; staffing and facilities are still lacking; and working conditions of local courts are still difficult.

To overcome this, the Supreme People's Court has identified key tasks: Speeding up the progress and improving the quality of handling and adjudicating all types of cases; strengthening political, ideological and professional ethics education for officials; reviewing and perfecting relevant legal regulations; strengthening inspection, examination and supervision of adjudication; continuing to invest in and renovate court headquarters at all levels, and modernizing facilities.
Since most of the cases related to COVID-19 prevention and control have been handled, the Supreme People's Court proposed that the National Assembly stop requiring a separate report on this matter.
The Court also recommended integrating reporting requirements under multiple resolutions into the annual work report to avoid duplication and improve overall efficiency.
