The court resolved over 96% of cases related to land planning, management, and use, exceeding the target set by the National Assembly; 100% of cases were processed on time.

A report presented to the National Assembly on the morning of December 3rd showed that the court system had resolved 96.71% of cases and 92.82% of defendants related to crimes concerning land planning, management, and use, exceeding the target set by the National Assembly by 8.71%. All cases were tried within the legally prescribed time limits.

At the session chaired by the Vice Chairman of the National Assembly , Lieutenant General Tran Quang Phuong, the Chief Justice of the Supreme People's Court, Nguyen Van Quang, presented a report on the results of implementing several resolutions on supervision and questioning of the 14th and 15th National Assemblies.

96% of land-related cases have been resolved.

According to Mr. Quang, immediately after the National Assembly issued the Resolutions, the Supreme People's Court thoroughly implemented many solutions to improve the quality of judicial work. Annually, the Party Committee and leadership of the Supreme People's Court issue Resolutions and Directives focusing on key tasks; at the same time, they direct courts at all levels to innovate the methods of organizing trials, strengthen adversarial proceedings, and promptly and strictly handle criminal acts.

Thanks to decisive and coordinated implementation, the quality of case resolution has improved significantly. Specifically, for cases related to urban land planning, management, and use, the resolution rate reached 96.71% of cases and 92.82% of defendants; far exceeding the set requirements. All cases were tried within the legally prescribed time limits.

Regarding child abuse cases as required by Resolution 121/2020/QH14, the courts have resolved 97.82% of cases and 97.54% of defendants. Coordination with other judicial agencies, training for judges, and the development of the Juvenile Justice Law have contributed to improving the effectiveness of trials.

In the area of ​​practicing thrift and combating waste (Resolution 74/2022/QH15), the Supreme People's Court has issued numerous guiding documents on the management of budgets and public assets; at the same time, it has strengthened inspection and prevention of corruption and negative practices within its ranks.

Regarding cases related to COVID-19 prevention and control (Resolution 99/2023/QH15), the courts have handled them promptly and transparently, ensuring the rights and obligations of all parties. For cases involving evasion of social insurance and unemployment insurance contributions (Resolution 100/2023/QH15), the resolution rate reached 92.31% of cases and 82.65% of defendants, with a focus on protecting the rights of workers.

The Supreme People's Court also ensured the quality of trials in accordance with Resolution 109/2023/QH15. Cases were not overdue; no cases of wrongful convictions were detected. The rate of cases overturned or amended due to subjective errors met the requirements of the National Assembly.

Mr. Quang stated that the restructuring and streamlining of the apparatus was implemented rapidly after the Law amending and supplementing a number of articles of the Law on the Organization of People's Courts came into effect on July 1, 2025. Courts at all levels have stabilized their organization and are operating smoothly.

In addition, the court system has accelerated digital transformation: 100% of units use the document management system; more than 1.8 million judgments and decisions have been publicly released, attracting over 220 million visits. The live video conferencing system is regularly utilized, contributing to reducing litigation time and costs.

Stop reporting separately on COVID-19 incidents.

Besides the achievements, the Chief Justice of the Supreme People's Court acknowledged that shortcomings still exist: the rate of administrative judgments being overturned or amended has not met expectations; staffing and facilities are still insufficient; and working conditions at local courts remain difficult.

To address these issues, the Supreme People's Court has identified key tasks: accelerating the progress and improving the quality of resolving and adjudicating all types of cases; strengthening political, ideological, and professional ethics education for officials; reviewing and perfecting relevant legal regulations; strengthening inspection, supervision, and oversight of trials; and continuing to invest in and renovate court buildings at all levels, modernizing infrastructure.

Since most cases related to COVID-19 prevention and control have been resolved, the Supreme People's Court requests the National Assembly to cease requiring a separate report on this matter.

The court also recommended integrating reporting requirements from various resolutions into the annual work report to avoid duplication and improve overall efficiency.
