At the meeting, General Secretary and President To Lam shared his assessment of the special relationship between Vietnam and the United States, considering it a model of efforts to heal and rebuild relations after the war.
With the upgrading of relations to a Comprehensive Strategic Partnership, Vietnam-US relations have truly entered a new chapter. To achieve this level of development, Vietnam deeply appreciates the immense contributions of the US Congress , as well as "icebreakers" such as the late Senator John McCain, Senator Patrick Leahy, and Senator John Kerry, in mending and promoting bilateral relations.
The General Secretary and President affirmed that Vietnam consistently adheres to an independent, self-reliant, multilateral, and diversified foreign policy, acting as a friend, a reliable partner, and an active and responsible member of the international community; and attaches particular importance to Vietnam's development and advancement in the new era.
The General Secretary and President expressed pleasure at the positive results achieved in implementing the Vietnam-US Comprehensive Strategic Partnership framework over the past year and hoped that the US Congress would continue to support the robust and stable development of the new partnership framework.
Looking forward to the 30th anniversary of the establishment of diplomatic relations between the two countries in 2025, the General Secretary and President expressed his hope that the two countries would continue to actively and effectively implement the Joint Statement on upgrading relations in 2023, especially the United States continuing to exchange and coordinate to soon recognize Vietnam's market economy status; and at the same time, cooperate closely and make positive and responsible contributions to the common work of the international community and respond to global issues.

The senator also expressed pleasure at the upgrading of relations to a Comprehensive Strategic Partnership and the substantial progress made in its implementation over the past period, including increased exchanges and contacts between the legislative bodies of the two countries.
This is an important foundation for both sides to strengthen mutual understanding and promote enhanced cooperation across all channels and fields, including promising new areas such as clean energy, liquefied natural gas (LNG), digital transformation, high technology, environment, and climate change response.
The senator emphasized that, in his capacity, he would continue to promote the implementation of the Comprehensive Strategic Partnership; building upon the traditions left by previous generations of senators, especially in cooperation to address the consequences of war.
On this occasion, General Secretary and President To Lam also expressed his sincere gratitude for the timely support of the American people to the Vietnamese people in their efforts to overcome the severe consequences of the recent Super Typhoon Yagi.
