
At the meeting, General Secretary To Lam stated that the large presence of Vietnamese studies scholars from both Vietnam and abroad conveyed an important message: Vietnam is not only an object of study, but has become an intellectual partner of Vietnamese studies scholars. The history of the nation's formation, construction, protection, and development over thousands of years has created a unique identity, a long-standing civilization, rooted in the people's will, based on morality and righteousness, and with independence and self-reliance as its lifeblood. Vietnamese culture is the crystallization of national identity and its interaction with humanity; it is the spiritual foundation of society, a soft power, and the "development identity" of the nation. This vitality has helped the nation overcome war, be reborn after destruction, and enter a new period of development with increasing confidence.
The General Secretary emphasized two pivotal historical milestones for the nation: Firstly, the founding of the Communist Party of Vietnam in 1930, which led the Vietnamese people to achieve independence and national reunification, opening the path to socialist-oriented development; secondly, the Doi Moi (Renovation) period – a strategic decision that created a leap forward in development, propelling Vietnam to become a dynamic economy, deeply integrated, and actively participating in regional and global value chains.

Highly appreciating the conference theme: "Vietnam: Sustainable Development in the New Era," the General Secretary emphasized that Vietnam's development is based on three closely linked pillars: Firstly, developing national institutions, policies, and governance towards strategic autonomy, modernity, transparency, integrity, effectiveness, and efficiency; building a socialist rule of law state of the people, by the people, and for the people; a state that fosters development. Secondly, developing the Vietnamese people comprehensively; Vietnam's most valuable resource is its 106 million hardworking, creative, patriotic, community-minded, eager-to-learn, and resilient people. Thirdly, developing a green economy, circular economy, knowledge economy, and digital economy, linked with science and technology, innovation, and digital transformation. In particular, sustainable development is not only an economic and environmental issue but also a cultural, social, human, and ethical one.
The General Secretary highly appreciated the scientists and scholars who had delved deeply into structural topics of strategic significance for the country's future; affirming that in the process of formulating guidelines, policies, and strategies for national development, the Party and State always listen to independent, serious, and well-intentioned scientific critiques.
The General Secretary emphasized the very clear, specific, and consistent aspiration to build Vietnam into a developed, high-income country with a socialist orientation by the middle of the 21st century, affirming that this is a commitment to the Vietnamese people today and to future generations, as well as a commitment to international friends: Vietnam wants to grow stronger through knowledge, creativity, equal cooperation, and mutual respect; Vietnam wants to contribute to the common progress of humanity, jointly creating achievements through creative labor and jointly enjoying those achievements.

The General Secretary affirmed that the country is entering a new stage of development with a new mindset, but with values that will never change. Firstly, national independence, national sovereignty, and territorial integrity are sacred and inviolable. Secondly, the happiness of the people is paramount; all decisions are aimed at improving the people's real lives. Thirdly, Vietnam's strength is first and foremost the strength of national unity. In this new stage of development, national unity must be further expanded to include intellectuals at home and abroad, the business community, artists, youth, women, people of all ethnic groups, religions, Vietnamese people overseas, and international friends who are connected to Vietnam with goodwill and mutual respect.
The General Secretary thanked the community of Vietnam studies scholars for their dedication to Vietnam over the years, expressing his hope that experts and scholars would continue to collaborate, not only with affection but also with scientific knowledge, policy analysis based on scientific evidence, and specific, practical, and implementable recommendations. At the same time, the General Secretary expected and commissioned research on Vietnam to increasingly address pressing issues.
The General Secretary agreed to organize more frequent international conferences on Vietnamese studies in Vietnam and abroad, and to establish a Vietnam Fund this year; he suggested that international researchers, graduate students, and scientists come to Vietnam more often, stay in Vietnam longer, work with Vietnamese colleagues on an equal footing, and listen to voices from the grassroots, from localities, and from communities, rather than just viewing Vietnam through aggregated data.
With great aspirations, but also with a humble, open-minded, and attentive attitude, the General Secretary affirmed that Vietnam always values dialogue, cooperation, respect for international law, and promotes effective and fair multilateralism to build an independent, self-reliant, innovative, rapidly developing, and sustainable Vietnam in the new era.

Speaking at the meeting, leading scientists representing nearly 1,300 delegates attending the conference expressed their gratitude and appreciation for the attention given by General Secretary To Lam and the leaders of the Vietnamese Party and State to the global network of scientists and experts researching Vietnam in general and this conference in particular. The scholars expressed their admiration for Vietnam's dynamic development, as well as the vision and wise leadership of the Party, and agreed with the policies and decisions that the Party and State are resolutely implementing, which have received high public support.
In an atmosphere of open exchange, many heartfelt opinions recommended specific measures to promptly realize the correct resolutions of the newly issued Party, while expressing confidence that with the determination and close guidance of the Party and State leaders, and the unity and solidarity of the broad masses of the people, Vietnam will soon achieve the comprehensive development goals set forth.
